sites for travellers as part of a pilot programme have been pushed back.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/all-about\/birmingham-city-council\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">authority<\/a> has said it is committed to introducing a &#8220;negotiated stopping&#8221; programme, which would involve an unused piece of land being used by those in the travelling community for \u201cshort term stays\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Work on this pilot started amid the council\u2019s ongoing difficulties with its transit sites, which are authorised areas where travellers can be directed \">They typically provide hard standing for holding caravans, a secure boundary and basic sanitary provision, while some also provide electricity.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">But one of the council\u2019s two transit sites has suffered from repeated damage and vandalism while another has been home to \u201clong-term occupants\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Amid this backdrop, caravans have been spotted at a number of city parks and recreation grounds in a number of areas in recent weeks, including in <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/all-about\/yardley-and-stechford\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Yardley<\/a>, <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/all-about\/billesley-and-hall-green\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Billesley<\/a> and <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/all-about\/kings-heath-and-stirchley\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Kings Heath<\/a>.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">A public protection committee heard back in March that a consultation with communities and businesses where negotiated stopping sites are being proposed was set to take place in April and May this year.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The pilot would then have started the following month in June, according to a timetable published before the meeting.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/06\/1_JS311466113.jpg\" alt=\"Birmingham City Council\" loading=\"lazy\" being identified and the consultation will therefore take place \u201clater in the year\u201d instead.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">This means the start date of the pilot has been pushed back from June, as suggested in the timetable earlier this year.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cThe council are looking to progress a negotiated stopping procedure to enable the identification of specific sites to direct gypsies and travellers to for short term stays,\u201d a spokesperson for the council said on Thursday, June 19.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cCouncil officers are working to identify potential sites to be taken forward for consultation with local ward members, communities and businesses where the sites are being proposed.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cConsultation feedback will inform the final list of sites to be taken forward for a 12-month trial period.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">They went on to say that the council remains \u201ccommitted\u201d to undertaking the pilot and is continuing to identify potential sites, which will now be taken forward for consultation \u201clater in the year\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The council added that Leeds City Council operate a successful negotiated stopping procedure.<\/p>\n<p><strong class=\"Strong_strong__e2x35\">\u2018Significant costs to the council\u2019<\/strong><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">A council report acknowledged earlier this year that the existing provision in <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.birminghammail.co.uk\/\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Birmingham<\/a> does not meet the \u201cminimum pitch provision needs\u201d of the travelling community.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">It added there is no allocated budget for the management of the existing transit sites.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The council is therefore going ahead with the \u2018negotiated stopping\u2019 trial to see if the situation can be improved when it comes to unauthorised encampments.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The local authority continued that it will make sure that it has taken \u201ceveryone\u2019s views into consideration\u201d regarding the pilot and added there are also plans for \u201ccommunity cohesion\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">A report also said that 502 unauthorised encampments were recorded in Birmingham from 2018\/19 to 2022\/23 &#8211; 78 per cent on of unauthorised encampments presents significant costs to the council, both in terms of managing and moving on sites and remediation to damage and refuse left following an encampment,\u201d it stated.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">On what affected the \u2018longevity\u2019 of any encampment, the report said the council, and other public bodies, had to consider the welfare of anyone who lived in the area.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cSecondly, the available powers are hampered by the lack of an available transit site to direct encampments to,\u201d it went on to say.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The report added that the \u2018negotiated stopping\u2019 approach was \u201cfavoured by Gypsy Traveller communities as it provides a balanced and sensitive approach\u201d and \u201coffers more flexibility\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cThe council will need to assess the success of adopting the negotiated stopping approach before it can be embedded more broadly as a way forward,\u201d it said.<\/p>\n","protected":false},"excerpt":{"rendered":"Birmingham City
