{"id":20075,"date":"2025-04-14T20:11:22","date_gmt":"2025-04-14T20:11:22","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/20075\/"},"modified":"2025-04-14T20:11:22","modified_gmt":"2025-04-14T20:11:22","slug":"government-announce-developer-for-controversial-meadows-housing-site","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/20075\/","title":{"rendered":"Government announce developer for controversial meadows housing site"},"content":{"rendered":"<p>The building of 260 new homes could finally start next year<img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/04\/1_TCR_BRI_250622MeadowsBRI_03.jpg\" alt=\"Residents of Brislington march in protest of plans to build homes on Brislington Meadows\" loading=\"eager\"  \/>Residents of Brislington march in protest of plans to build homes on Brislington Meadows(Image: Oren Taylor)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The Government is to press on with one of the most controversial housing development proposals in Bristol, after it announced it had finally found a new housebuilder to develop the site.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Homes England, the Government\u2019s housing and land agency, has appointed developer Keepmoat to construct a total of 260 new homes on the <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/brislington\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Brislington<\/a> Meadows, in South Bristol.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Homes England said they \u2018anticipate\u2019 work to build the homes will begin next year, but there is one more hurdle to overcome &#8211; getting a detailed planning application through <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/bristol-city-council\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Bristol City Council<\/a> \u2019s planning committee.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Brislington Meadows &#8211; land between Broomhill and Brislington that was never developed in the expansion of South Bristol and has since become a wildlife haven &#8211; is <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/news\/bristol-news\/delay-meadows-homes-creates-planning-9853393\" target=\"_blank\" aria-label=\"currently in a paradox situation in planning termsLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">currently in a paradox situation in planning terms<\/a>. It has been designated a green open space that shouldn\u2019t be built on in the draft Local Plan, but at the same time has outline planning permission for 260 homes.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Homes England were refused permission to build on the land but appealed to the Government\u2019s Planning Inspectorate and won, and were granted outline permission to build the homes in principle.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">A statement from Homes England said: \u201cHomes England is pleased to confirm that Keepmoat has now been appointed as the developer for Brislington Meadows.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cThey will now prepare a Reserved Matters planning application, which will include public consultation later in the year. However, with the Government Planning Inspectorate&#8217;s appeal decision backing the homes, it remains to be seen if council planners will stand in their way again.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">Sign up to receive daily news updates and breaking news alerts straight to your inbox for free <strong class=\"Strong_strong__e2x35\"><a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/bit.ly\/3r1T6AI\" target=\"_blank\" aria-label=\"hereLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">here<\/a><\/strong>.<\/strong><\/p>\n<p>The saga of Brislington Meadows<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Local campaigners and residents have been battling for 12 years to protect the land from being developed, ever since the city council included it in the 2014 Local Plan as a site that could be developed for housing.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">In 2019, frustrated at a lack of action by the landowner &#8211; a property company from London &#8211; to bring forward plans to develop it, the city council organised a deal which in 2020 saw Homes England pay around \u00a315 million to buy all of the Brislington Meadows land from the landowner, and the city council, which owned part of the site.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The city council announced it would see 300 new homes built there, as part of the <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/labour-party\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Labour<\/a> administration\u2019s drive to get at least 800 affordable homes built every year by 2020.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/04\/3_JB_BRI_160421MarvinNature-04JPG.jpg\" loading=\"lazy\"  \/>Mayor Marvin Rees announced plans not to develop on the contested Brislington Meadows patch in Bristol in April 2021<\/p>\n<p>From left: Tim Rippington (cllr for Brislington East), Kerry McCarthy (MP for Bristol East), Mayor Marvin Rees and Katja Hornchen (candidate for Brislington East).(Image: James Beck\/BristolLive)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">But less than 12 months later, the then Mayor of Bristol <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/marvin-rees\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Marvin Rees<\/a> &#8211; now Lord Rees of <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/all-about\/easton\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Easton<\/a> &#8211; announced a dramatic U-turn. Just 20 days before the 2021 Mayoral election, he said that the land would not now be built on, to protect the wildlife and biodiversity of the site.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">That proved to be something which he did not have the power to order. Faced with spending \u00a315m of taxpayers\u2019 money on what looked like now being a nature reserve &#8211; Homes England pressed on with its plans, and won permission at appeal, citing the 2014 Local Plan which said houses could be built there.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">In the years since, Homes England has repeatedly confirmed it does plan to develop the site, despite local MP Kerry McCarthy &#8211; now a minister in the Labour Government &#8211; explaining in detail that she doesn\u2019t think homes should be built there, but <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/news\/bristol-news\/brislington-meadows-homes-plan-should-9872338\" target=\"_blank\" aria-label=\"believes they will be eventuallyLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">believes they will be eventually<\/a>.<\/p>\n<p>TIMELINE &#8211; The Saga of Brislington Meadows<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">2014<\/strong> &#8211; Under George Ferguson\u2019s Bristol City Council administration, Brislington Meadows was added to the Local Plan &#8211; and voted through by all parties at City Hall. A campaign to \u2018save\u2019 Brislington Meadows began, run by local residents.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">2016<\/strong> &#8211; New Mayor Marvin Rees and a new Labour administration took over at City Hall. The then housing chief Paul Smith began working on a deal with the owner of most of the land at Brislington Meadows, London-based development company Olympia &amp; Hammersmith, to get new homes built.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">2019<\/strong> &#8211; Bristol City Council owned some of the land at Brislington Meadows, including key access points, and persuaded Homes England to step in and buy the land required from Olympia &amp; Hammersmith so the land could be built on.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/04\/0_TCR_BRI130422MeadowsBRI.jpg\" alt=\"Artists' impression of Homes England's plans to build 260 new homes on Brislington Meadows in South Bristol\" loading=\"lazy\"  \/>Artists&#8217; impression of Homes England&#8217;s plans to build 260 new homes on Brislington Meadows in South Bristol(Image: Homes England)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">Feb 2020<\/strong> &#8211; Bristol City Council <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/news\/bristol-news\/bristol-first-city-declare-ecological-3811442\" target=\"_blank\" aria-label=\"declared an ecological emergencyLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">declared an ecological emergency<\/a><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">Mar 2020<\/strong> &#8211; Homes England bought all of Brislington Meadows, spending a total of \u00a315m buying the land from O&amp;H, the council itself, and local business owner Johnny Palmer.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">Autumn 2020<\/strong> &#8211; <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/news\/bristol-news\/government-shares-timeline-stalled-plan-5059614\" target=\"_blank\" aria-label=\"Plans were revealed by Homes England for 300 homesLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">Plans were revealed by Homes England for 300 homes<\/a> to be built there, including 90 council houses<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">Jan 2021<\/strong> &#8211; Homes England announced the start of a consultation process on its plans for 300 homes, but then said that will be delayed so it doesn\u2019t happen during the election campaign.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">April 2021 <\/strong>&#8211; Just 20 days before polling day, mayor Marvin Rees, local MP Kerry McCarthy and Labour\u2019s two candidates for Brislington East <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/news\/bristol-news\/bristol-mayor-mayor-marvin-rees-5305881\" target=\"_blank\" aria-label=\"announced that Brislington Meadows won\u2019t be built onLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">announced that Brislington Meadows won\u2019t be built on<\/a>, because the Avon Wildlife Trust had said the land there was too ecologically important to be destroyed by development. Homes England cancelled its planned consultations.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">May 2021<\/strong> &#8211; Both Labour candidates, Tim Rippington and Katja Hornchen, were elected in Brislington East, as was mayor Marvin Rees.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">Summer 2021<\/strong> &#8211; Avon Wildlife Trust said other greenfield sites in South Bristol, including <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/news\/bristol-news\/western-slopes-wildlife-trust-say-5736492\" target=\"_blank\" aria-label=\"the Western Slopes in Knowle WestLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">the Western Slopes in Knowle West<\/a> and <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.bristolpost.co.uk\/news\/bristol-news\/diggers-arrive-bristols-last-working-6011901\" target=\"_blank\" aria-label=\"Yew Tree Farm on Bedminster DownLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">Yew Tree Farm on Bedminster Down<\/a>, should not be built on either &#8211; both have developers with plans for hundreds of new homes.
