{"id":201581,"date":"2025-06-21T03:59:20","date_gmt":"2025-06-21T03:59:20","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/201581\/"},"modified":"2025-06-21T03:59:20","modified_gmt":"2025-06-21T03:59:20","slug":"deliver-on-old-climate-promises-instead-of-making-new-ones","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/201581\/","title":{"rendered":"Deliver on old climate promises instead of making new ones"},"content":{"rendered":"<p><strong>The Brazilian diplomats who will preside over the COP30 climate summit in November say they are focused on ensuring the hundreds of climate pledges already made by governments, corporations and others at previous COP meetings are met, rather than getting them to make fresh promises.<\/strong><\/p>\n<p>COP30\u2019s High Level Champion Dan Ioschpe told journalists on Thursday that, while \u201cwe are not against new initiatives\u201d, his team are \u201cvery much focused on what has already been drawn [up] and solutions that are already coming up over time\u201d.<\/p>\n<p>He said there have been over 400 initiatives coming out of COPs over the last ten years \u2013 on everything from methane to forests and conflict-affected states \u2013 and the COP30 team wants to map them and then analyse the bottlenecks preventing their implementation.<\/p>\n<p>Before COP29 last year, for example, the Azerbaijani presidency announced a plan to get fossil fuel producers to put money into a climate fund \u2013 but an event where it was due to be unveiled in Baku was <a href=\"https:\/\/www.climatechangenews.com\/2024\/11\/15\/cop29-host-azerbaijan-shelves-fossil-fuelled-climate-fund\/\" target=\"_blank\" rel=\"noreferrer noopener\">quietly dropped<\/a> and nothing further has been announced since. Another Azerbaijani idea for a COP29 truce was <a href=\"https:\/\/www.climatechangenews.com\/2024\/10\/23\/in-a-warring-world-azerbaijans-cop29-truce-appeal-draws-fire-as-pr-exercise\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">criticised<\/a> as a \u201cPR exercise\u201d and failed to bring temporary global peace as hoped.<\/p>\n<p>Global Stocktake response<\/p>\n<p>In his <a href=\"https:\/\/cop30.br\/en\/brazilian-presidency\/letters-from-the-presidency\/fourth-letter-from-the-presidency\" target=\"_blank\" rel=\"noopener\">fourth open letter this year<\/a>, released on Friday, COP30 President Andr\u00e9 Aranha Corr\u00eaa do Lago said he wanted organisations around the world \u2013 including businesses, civil society and national and local governments \u2013 to help implement the key goals set<strong> <\/strong>in response to the Global Stocktake under the UN climate process.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><a href=\"https:\/\/www.climatechangenews.com\/2025\/06\/18\/is-the-worlds-big-idea-for-greener-air-travel-a-flight-of-fancy\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Is the world\u2019s big idea for greener air travel a flight of fancy?<\/strong><\/a><\/p>\n<\/blockquote>\n<p>The stocktake is a 46-page <a href=\"https:\/\/unfccc.int\/documents\/631600\" target=\"_blank\" rel=\"noreferrer noopener\">document<\/a> produced after months of research and consultation by the United Nations in September 2023, which summarises how far governments are falling short of their collective climate goals under the 2015 Paris Agreement.<\/p>\n<p>A few months later at COP28 in Dubai, all governments <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/cma2023_L17_adv.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">agreed<\/a> to respond to the stocktake by calling on each other to transition away from fossil fuels in energy systems and triple renewable energy capacity and double energy-efficiency improvements by 2030 \u2013 among other measures.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/06\/Bonn-GST-dialogue-scaled.jpg\" \/>The annual Global Stocktake NDC Dialogue takes place in Chamber Hall at the UN climate talks in Bonn on June 19, 2025. (Photo: IISD\/ENB \u2013 Kiara Worth)<\/p>\n<p>Since COP28 though, some oil-dependent governments like Saudi Arabia <a href=\"https:\/\/www.climatechangenews.com\/2024\/01\/10\/a-la-carte-menu-saudi-minister-claims-cop28-fossil-fuel-agreement-is-only-optional\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">have downplayed<\/a> the commitment to transition away from fossil fuels, and government negotiations on implementing it have <a href=\"https:\/\/www.climatechangenews.com\/2024\/11\/27\/explainer-what-was-decided-at-the-cop29-climate-talks-in-baku-outcomes\/\" target=\"_blank\" rel=\"noreferrer noopener\">floundered<\/a> as a result, struggling to find consensus even to repeat the same language in documents.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><a href=\"https:\/\/www.climatechangenews.com\/2025\/06\/18\/brazilian-firm-behind-saf-plan-found-growing-oil-palm-on-deforested-amazon-land\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\"><strong>Brazilian firm behind SAF plan found growing oil palm on deforested Amazon land<\/strong><\/a><\/p>\n<\/blockquote>\n<p>But Corr\u00eaa do Lago emphasised the stocktake\u2019s continued importance, calling it \u201cour compass for Mission 1.5\u201d, referring to efforts to meet the Paris Agreement goal of limit warming to 1.5C above pre-industrial times.<\/p>\n<p>He said the COP30 Presidency\u2019s aim is to bring \u201ca new dynamic to global climate action\u201d, aligning everybody\u2019s efforts in a global mobilisation (mutir\u00e3o) to achieve the Global Stocktake goals as a \u201cglobal NDC\u201d or \u201cglobally determined contribution\u201d. NDCs (nationally determined contributions) are the climate plans each government is expected to<strong> <\/strong>submit to the UN every five years.<\/p>\n<p>Corr\u00eaa do Lago announced a list of 30 \u201cthematic areas\u201d under six \u201caxes\u201d that will be pursued, including ensuring universal access to energy, improving solid waste management and tackling disinformation about climate change.<\/p>\n<p>Special COP30 pavilions<\/p>\n<p>COP30 CEO Ana Toni said that each axis \u2013 for example transitioning energy, industry and transport \u2013 would have its own physical pavilion at COP30 in Bel\u00e9m \u2013 where it can be discussed by delegates.<\/p>\n<p>Kaveh Guilanpour, vice president for international strategies at the Center for Climate and Energy Solutions, who followed the stocktake discussions closely, said the Brazilian proposal was \u201ca really good idea\u201d and praised the COP30 host nation for \u201cthinking outside of the box\u201d.<\/p>\n<p>It will help governments, businesses and other organisations interested in particular parts of the Global Stocktake response \u2013 like doubling energy efficiency \u2013 to find help to pursue those goals, he said.<\/p>\n<p>Greenpeace <a href=\"https:\/\/www.greenpeace.org\/static\/planet4-international-stateless\/2025\/06\/4a3f1b85-cop30-forest-action-plan-proposal.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">has called<\/a> on Brazil to get all countries to agree to a joint political statement \u2013 known as a cover decision \u2013 at COP30 which would include setting out how they will meet a global goal to halt and reverse forest destruction by 2030.<\/p>\n<p>Since governments committed to that goal in 2023, the loss of tropical primary forests <a href=\"https:\/\/www.climatechangenews.com\/2025\/05\/21\/global-forest-loss-hits-frightening-record-high-with-climate-fuelled-fires\/\" target=\"_blank\" rel=\"noreferrer noopener\">has increased<\/a><strong>. <\/strong>Toni said Brazil had not yet decided if there would be a cover decision in Bel\u00e9m.<\/p>\n<blockquote class=\"wp-block-quote is-layout-flow presented on Friday by the COP30 Presidency offer a \u201cuseful streamlining\u201d by addressing the proliferation of initiatives and lack of overall coherence.<\/p>\n<p>But Andreas Sieber, the group\u2019s associate director of policy and campaigns, said the presidency should not assume that this alone \u201cwill be sufficient to respond to the glaring crisis we must address at the negotiations\u201d. \u201cReforms are not enough to meet the moment,\u201d he added.<\/p>\n<p>He called for commitments to phase out fossil fuels and accelerate renewable energy to be reflected in the formal outcome at COP30 and urged leaders to offer concrete steps to \u201cadvance a just transition\u201d.<\/p>\n","protected":false},"excerpt":{"rendered":"The Brazilian diplomats who will preside
