SAFE would offer long-term EU-backed loans \u2014 up to 45 years, with a 10-year grace period \u2014 to member states for defense procurement and industrial projects. It is being advanced under Article 122 of the EU treaties, typically used for economic emergencies. <\/p>\n

But the Bundestag report notes this legal workaround \u201cis not universally accepted,\u201d and warns that \u201ceven the financing of defense-related goods and services\u201d could fall under the treaty ban \u2014 especially when \u201cintended for Ukraine and not for EU member states.\u201d<\/p>\n

SAFE was approved last month<\/a> by member countries, including Germany. The parliamentary report is unlikely to have an impact on German government policy.<\/p>\n

The German defense ministry did not immediately reply to a request for comment.<\/p>\n

The report’s criticism goes beyond legal concerns. The authors, made up of legal and policy experts, raise doubts about SAFE\u2019s economic impact, pointing to \u201cestimated expenditure multipliers between 0.4 and 1.0\u201d \u2014 lower than for other public investments like infrastructure or education.<\/p>\n
