{"id":204324,"date":"2025-06-22T05:09:17","date_gmt":"2025-06-22T05:09:17","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/204324\/"},"modified":"2025-06-22T05:09:17","modified_gmt":"2025-06-22T05:09:17","slug":"greenock-mp-is-appointed-secretary-of-state-for-scotland-1950","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/204324\/","title":{"rendered":"Greenock MP is appointed Secretary of State for Scotland (1950)"},"content":{"rendered":"<p>FOR THE second time within a score of years <a href=\"https:\/\/www.greenocktelegraph.co.uk\/local-news\/greenock-news\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Greenock;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Greenock<\/a>\u2019s reigning MP has been appointed secretary of state for Scotland.<\/p>\n<p>Mr Hector McNeil has now been given the honour by Mr Attlee and takes his place in the newly constituted cabinet announced today.<\/p>\n<p>Mr McNeil, formerly a minister of state, with a salary of \u00a33,000 a year, now becomes a full member of the cabinet with a salary of \u00a35,000.<\/p>\n<p>(Image: archive) Sir Godfrey Collins, Greenock\u2019s MP for 26 years, who died in 1936, was secretary of state for Scotland from 1932 until his death, but he was not a member of the cabinet, holding only cabinet rank.<\/p>\n<p>Sir Godfrey accepted the post from the late Mr Ramsay MacDonald.<\/p>\n<p>Mr McNeil succeeds Mr Arthur Woodburn at St Andrew\u2019s House. His appointment is invested with a certain piquancy as Mr Woodburn was the author of the new township scheme at Houston, opposed by Greenock Corporation.<\/p>\n<p>When the plan was announced Mr McNeil said: \u201cI share the doubts expressed by Provost Boyd and I mean to associate myself with that attitude.<\/p>\n<p>\u201cI considered that this Is not the most appropriate time to be planning new towns.\u201d<\/p>\n<p>The new secretary of state is 40 years of age and was returned unopposed as Greenock MP in the 1941 by-election which followed Mr Robert Gibson\u2019s appointment to the chairmanship of the Scottish Land Court.<\/p>\n<p>He was successful at the 1945 election when he secured an 8000 majority over his conservative opponent, Lord Malcolm Douglas <a href=\"https:\/\/www.glasgowtimes.co.uk\/local-news\/hamilton-news\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Hamilton;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Hamilton<\/a>.<\/p>\n<p>From 1942 Mr McNeil served as Parliamentary Private Secretary to Mr P J Noel-Baker at the ministry of transport and on the formation of the government after the 1945 general election he became parliamentary under-secretary of state at the foreign office.<\/p>\n<p>In November, 1946, he became Minister of State in succession to Mr Noel-Baker, who was promoted to the office of Secretary of State for Air.<\/p>\n<p>Mr McNeil headed the British delegation to the second session of the United Nations&#8217; General Assembly at Lake Success in September, 1947, and to the Freedom of Information Conference at Geneva early in 1948.<\/p>\n<p>Early in 1949. he took part in the UNO debate on the Italian peace treaties in America, and he also attended UNO conferences in New York later in the year.<\/p>\n<p><strong>This article was first publish in the Greenock Telegraph in June 1975.<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"FOR THE second time within a score of years Greenock\u2019s reigning MP has been appointed secretary of state&hellip;\n","protected":false},"author":2,"featured_media":204325,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[5009],"tags":[82304,748,4884,24805,82306,712,82308,82305,82307,16,15],"class_list":{"0":"post-204324","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-scotland","8":"tag-arthur-woodburn","9":"tag-britain","10":"tag-great-britain","11":"tag-greenock","12":"tag-hector-mcneil","13":"tag-scotland","14":"tag-secretary-of-state","15":"tag-sir-godfrey","16":"tag-sir-godfrey-collins","17":"tag-uk","18":"tag-united-kingdom"},"share_on_mastodon":{"url":"https:\/\/pubeurope.com\/@uk\/114725294293142428","error":""},"_links":{"self":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/posts\/204324","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/comments?post=204324"}],"version-history":[{"count":0,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/posts\/204324\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/media\/204325"}],"wp:attachment":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/media?parent=204324"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/categories?post=204324"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/tags?post=204324"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
