It was the second large-scale attack to claim civilian lives in Ukraine in just over a week.<\/p>\n<p>Asked about the attack, Kremlin spokesman Dmitry Peskov said Russia\u2019s military only strikes military targets. We need tangible sanctions against those sectors that finance the Russian killing machine,\u201d he wrote Monday on social media.<\/p>\n<p>Polish Foreign Minister Radek Sikorski, whose country holds the European Union\u2019s rotating presidency, called the attacks \u201cRussia\u2019s mocking answer\u201d to Kyiv\u2019s agreement to a ceasefire proposed by the United States over a month ago.<\/p>\n<p>Finnish Foreign Minister Elina Valtonen noted that the attack on Sumy came shortly after President Donald <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/ukraine-russia-contact-group-nato-weapons-ammunition-838bee2f4c8389b1eb40c52d28dec970\" target=\"_blank\" rel=\"noopener\">Trump\u2019s envoy, Steve Witkoff, was in Saint Petersburg for talks with Russian President Vladimir Putin<\/a>. (AP Photo\/Evgeniy Maloletka)<\/p>\n<p>Read More<\/p>\n<p>\u201cI hope that President Trump, the U.S. administration, see that the leader of Russia is mocking their goodwill, and I hope the right decisions are taken,\u201d Sikorski told reporters in Luxembourg, where EU foreign ministers met.<\/p>\n<p>Lithuania\u2019s foreign minister, Kestutis Budrys, echoed Ukraine\u2019s assertion that the Russian strike used cluster munitions to target civilians, calling it \u201ca war crime by definition.\u201d The Associated Press has been unable to verify that claim.<\/p>\n<p>French Foreign Minister Jean-No\u00ebl Barrot said the attack shows that Putin has no intention of agreeing to a ceasefire, and called for the European Union to \u201ctake the toughest sanctions against Russia to suffocate its economy and prevent it from fueling its war effort.\u201d<\/p>\n<p>The EU has imposed 16 rounds of sanctions on Russia and is working on a 17th, but the measures are getting harder to agree on because they also impact European economies.<\/p>\n<p>Germany\u2019s chancellor-designate, Friedrich Merz, described the Sumy attack as \u201ca serious war crime\u201d during an appearance on ARD television.<\/p>\n<p>Merz made clear he stands by his past calls to send Taurus long-range cruise missiles to Ukraine, something that outgoing Chancellor Olaf Scholz refused to do. He said the Ukrainian military needs to be able to \u201cget ahead of the situation\u201d and that any delivery of long-range missiles must be done in consultation with European partners.<\/p>\n<p>Asked about Merz\u2019s statement, the Kremlin spokesman said such a move would \u201cinevitably lead only to further escalation of the situation around Ukraine,\u201d telling reporters that \u201cregrettably, European capitals aren\u2019t inclined to search for ways to launch peace talks and are inclined instead to keep provoking the continuation of the war.\u201d<\/p>\n<p>Relentless attacks<\/p>\n<p>Russian forces this month have dropped 2,800 air bombs on Ukraine and fired more than 1,400 strike drones and nearly 60 missiles of various types.<\/p>\n<p>The attack on Sumy followed a April 4 missile strike <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-kryvyi-rih-missile-attack-63cf067166caebe68b163af6c2e1de5e\" target=\"_blank\" rel=\"noopener\">on Zelenskyy\u2019s hometown of Kryvyi Rih<\/a> that killed some 20 people, including nine children.<\/p>\n<p>    <a class=\"AnchorLink\" id=\"image-760000\"\/><\/p>\n<p><img decoding=\"async\" class=\"Image\" alt=\"Kyrylo Illiashenko, 13, sits on a hospital bed, Monday, April 14, 2025, after being injured on Sunday by a Russian missile strike on Sumy, Ukraine, while trying to help others evacuate a burning bus that he later exited through a shattered window. (AP Photo\/Evgeniy Maloletka)<\/p>\n<p>Read More<\/p>\n<p>Trump has previously described the strike on Sumy as a \u201cmistake.\u201d On Monday, he said the mistake was allowing the war to start in the first place, criticizing former President Joe Biden, Zelenskyy and Putin. <\/p>\n<p>\u201cBiden could\u2019ve stopped it and Zelenskyy could\u2019ve stopped it and Putin should\u2019ve never started it,\u201d Trump said in the Oval Office. \u201cEverybody\u2019s to blame.\u201d<\/p>\n<p>Late Sunday, Russian exploding drones attacked Odesa, injuring eight people. Regional head Oleh Kiper said a medical facility was among the buildings damaged.<\/p>\n<p>Russia fired a total of 62 Shahed drones over Ukraine late Sunday and early Monday, Ukraine\u2019s air force said, adding that 40 were destroyed and 11 others jammed.<\/p>\n<p>Chinese volunteers<\/p>\n<p>Two <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-china-soldiers-donetsk-captured-05a412aba1cfe13b623b2403db5db533\" target=\"_blank\" rel=\"noopener\">Chinese nationals, who were captured by Ukrainian forces<\/a> while fighting on the Russian side, said at a news conference in Kyiv on Monday that they had joined the war voluntarily after seeing recruitment announcements on TikTok. They said they weren\u2019t encouraged or supported by Chinese authorities, who had warned them about the danger of participating in the conflict.<\/p>\n<p>One of the men, speaking through an interpreter, said he did not intend to take part directly in combat but was sent to the front lines anyway. Another said that Russian recruiters abused his trust and put him in what he described as a \u201ctrap.\u201d <\/p>\n<p>They said they were given orders through gestures and hand signals, and Russian personnel constantly accompanied them, leaving no chance for escape. Both said they hope to be included in a future prisoner exchange and return to their families.<\/p>\n<p>It was impossible for the AP to corroborate their statements or independently verify under what circumstances the two men spoke.<\/p>\n<p>When he first announced the capture of the Chinese nationals last week, Zelensky said there were more than 150 other Chinese fighting for Russia.
