{"id":206581,"date":"2025-06-23T02:25:12","date_gmt":"2025-06-23T02:25:12","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/206581\/"},"modified":"2025-06-23T02:25:12","modified_gmt":"2025-06-23T02:25:12","slug":"northern-ireland-launches-consultation-on-first-climate-action-plan","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/206581\/","title":{"rendered":"Northern Ireland launches consultation on first Climate Action Plan"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/06\/7986bd_a568a4886dfa44569e24ac5ce05524c6~mv2.jpg\" alt=\"\" style=\"width:100%;height:100%;object-fit:cover;object-position:50% 50%;max-width:100%\" data-pin-url=\"https:\/\/www.loveballymena.online\/post\/northern-ireland-launches-consultation-on-first-climate-action-plan\" data-pin-media=\"https:\/\/static.wixstatic.com\/media\/7986bd_a568a4886dfa44569e24ac5ce05524c6~mv2.jpg\/v1\/fill\/w_2189,h_1459,al_c,q_90\/7986bd_a568a4886dfa44569e24ac5ce05524c6~mv2.jpg\" draggable=\"false\"\/><\/p>\n<p class=\"_04qQG jtShe XCNbA UGHSE\" dir=\"auto\" id=\"viewer-417w74\">Department of Agriculture, Environment and Rural Affairs Minister Andrew Muir has launched a 16-week public consultation on Northern Ireland\u2019s first Climate Action Plan.<\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-bh3p718\">The Department of Agriculture, Environment and Rural Affairs (DAERA) has launched a 16-week public consultation on Northern Ireland\u2019s first Climate Action Plan\u2014an important step towards achieving net zero emissions by 2050.<\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-j76vl20\">Speaking at the launch on Thursday, 19 June, <strong style=\"font-weight:700\">DAERA Minister Andrew Muir <\/strong>described the consultation as a \u201cmilestone moment\u201d in the region\u2019s fight against climate change. <\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-7m1wb381\">The plan is a statutory requirement of the Climate Change Act (Northern Ireland) 2022, which legally binds Northern Ireland to reach net zero greenhouse gas emissions by 2050.<\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-c3k6b22\">The draft Climate Action Plan sets out how the region intends to meet its first carbon budget target\u2014an average annual reduction of 33% in greenhouse gas emissions between 2023 and 2027, compared to baseline levels.<\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-kvr8324\">\u201cThis isn\u2019t just a plan. It\u2019s a roadmap towards a more sustainable future,\u201d said<strong style=\"font-weight:700\"> Minister Muir<\/strong>. <\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-ucwp0635\">\u201cThe publication of the draft Climate Action Plan is a milestone moment that will inform how we reduce our emissions, grow our green economy, protect our environment and improve our health and wellbeing.\u201d<\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-raycb26\">The plan outlines key proposals and policies from across all government departments to reduce emissions across sectors including transport, energy, agriculture, business and public services.<\/p>\n<p><strong style=\"font-weight:700\">Commitment amidst delay<\/strong><\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-g8spx30\"><strong style=\"font-weight:700\">Minister Muir<\/strong> acknowledged the impact of the absence of devolved government in recent years but reaffirmed his department\u2019s commitment:<\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-wrdhm32\">\u201cWe may have lost pace due the absence of devolved institutions but I am determined to move forward conscious, we can ill afford to delay or defer action.\u201d<\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-flhp234\">Stakeholder engagement has been central to the plan\u2019s development, and the consultation seeks to widen this input by encouraging responses from the public, civil society organisations, businesses, and academia. DAERA will also host a series of events across Northern Ireland, including sector-specific sessions. Full details are available on the DAERA website.<\/p>\n<p><strong style=\"font-weight:700\">Expert endorsement<\/strong><\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-rhyrx38\">The consultation received backing from leading climate scientists. <strong style=\"font-weight:700\">Professor Stephen Belcher, Chief Scientist at the Met Office<\/strong>, stated:<\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-het6i40\">\u201cWe can see our climate is rapidly changing in our observations\u2026 Action plans such as this are a vital step in this journey and the consultation on this plan is a valuable opportunity for the public to engage with this process.\u201d<\/p>\n<p><strong style=\"font-weight:700\">Further climate measures underway<\/strong><\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-cxrkz44\">In addition to the Climate Action Plan, DAERA is progressing several other climate initiatives:<\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-95x7846\">\t\u2022\tA consultation on the third Northern Ireland Climate Change Adaptation Programme (open until 4 August).<\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-9th8f48\">\t\u2022\tPreparatory work for establishing the Just Transition Commission, following an earlier consultation.<\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-p9a9250\">\t\u2022\tAn upcoming consultation on Northern Ireland\u2019s fourth carbon budget.<\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-xdgnp52\">These measures follow legislative frameworks including:<\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-js4vl54\">\t\u2022\tThe Climate Change (Carbon Budgets 2023\u20132037) Regulations (NI) 2024, which sets progressive emissions reduction targets for the next three carbon budget periods:<\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-pjt4a56\">\t\u2022\t33% average annual reduction (2023\u201327)<\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-wllyk58\">\t\u2022\t48% average annual reduction (2028\u201332)<\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-413k560\">\t\u2022\t62% average annual reduction (2033\u201337)<\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-s4myy62\">\t\u2022\tThe Climate Change (2040 Emissions Target) Regulations (NI) 2040, setting a target of at least 77% reduction in emissions by 2040.<\/p>\n<p><strong style=\"font-weight:700\">Get involved<\/strong><\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-ob91766\">Minister Muir concluded with a clear call to action:<\/p>\n<p class=\"_04qQG jtShe _6XZJW UGHSE\" dir=\"auto\" id=\"viewer-ivqm768\">\u201cWe have seen the damaging and costly impacts of climate change around the world and closer to home\u2026 No section of society is immune.
