It was opened as an Arndale Centre in 1971 before being renamed in 1989 after the Bolton-born industrialist Samuel Crompton, inventor of the cotton spinning mule.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The council is set to demolish the centre after buying it in 2018 and converting it into a mixture of homes, shops, office space and a hotel.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Pending planning approval later this year, demolition is expected to take 50 weeks and be completed in a single phase.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Here is a breakdown of each borough\u2019s submitted planning applications this week<\/p>\n<p>Bolton<img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/06\/0_crompton-place-oct.jpg\" loading=\"lazy\"  \/>The redevelopment of the Crompton Place Shopping Centre area includes linking Victoria Square to Bradshawgate<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">It dominated a town centre for 50 years &#8211; now there&#8217;s a plan to bring it back to life<\/strong><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">A search has begun for a development partner to lead the flagship redevelopment of Crompton Place in the heart of Bolton.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The council said the project will deliver a \u2018vibrant, residential-led mixed use development including hotel, office and commercial space\u2019. The authority said the new development would be \u2018surrounded by the town\u2019s rich heritage assets, vibrant amenities and excellent transport links\u2019.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">In a process that is expected to take around a year from the publication of the tender notice to contract signature, the successful bidder will also be expected to improve public spaces and re-introduce a direct pedestrian route between Victoria Square and Bradshawgate.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\"><a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/news\/greater-manchester-news\/dominated-town-centre-50-years-31885562\" target=\"_blank\" aria-label=\"Read more hereLink opens in a new tab.\" tabindex=\"0\" rel=\"noopener\">Read more here<\/a><\/strong><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/06\/0_hmo-art4.jpg\" loading=\"lazy\"  \/>Some residents and campaigners see HMOs as having a negative impact on communities (Image: 2023 Getty Images)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \"><strong class=\"Strong_strong__e2x35\">Tough new rules to control number of new shared homes in town &#8211; after 600 created in four years<\/strong><\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Bolton council has agreed new rules to control the number of homes being converted into rental properties for multiple tenants. In 2021, the borough had 117 houses of multiple occupation (HMOS), but by the end of last year there were 720.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The town hall has now put in place an &#8216;article four&#8217; direction, restricting the development of houses in multiple occupation (HMOs) in Bolton with immediate effect.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">A HMO is a property rented by three or more tenants using shared communal areas such as kitchens, bathrooms and toilets.
