But in The Hague, the odds of confrontation eased slightly as Spain\u2019s Pedro S\u00e1nchez \u2013 the last holdout against Donald Trump\u2019s proposed 5% NATO spending target \u2013 struck a Sunday night deal to soften the pledge\u2019s wording.\n<\/p>\n<p>\nMore on that below, along with the latest pre-summit NATO news, a first look at the EU\u2019s upcoming Space Law, how defence features in Denmark\u2019s EU Council presidency plans, and more\n<\/p>\n<p>The NATO Blues<br \/>\n<strong>ALL IN A WORD<\/strong>. The deal struck with Spain\u2019s S\u00e1nchez relies on a bit of linguistic sleight-of-hand to win over the <a href=\"http:\/\/email.newsletter.euractiv.com\/c\/eJxUkMGOnDAQRL_G3IzsNjbm4EMShmui_ADymIZFGtvINEuSr49QZpWda9errlJNzgbZNhU62WphtBbGVm8OfKdnRN2htbNFuN-tl6ha4z0Ia6FaHQjQwoASWjRga1nfGbStvN264ZsUpruJ7qth0LJGJDz3BxJhqfEoPtD6Xoccq4d7I9p2pr4wGBgM53m-AAyGHQOtOTEYJpwxBWQwXO8uafNr4qdPtHP8hXG7QD6XHHnylLnmy7Txp43vG6ZpTQsnXxakK1ANB8Vxz0cJyFT_kczAXPeI03pEpvr_7Z9KyIkwEVP9n5xwlM8zYblwwcUH5-Pm1yUx1f_4-X3s_zWpopPWtI21qiruXn6neqf8QNaIl3HIoQ_jJ-P4eXEB1buDvwEAAP__QnePuw\" target=\"_blank\" rel=\"noopener\">lone holdout<\/a> on a declaration raising NATO\u2019s defence spending target to 5% of GDP by 2035. S\u00e1nchez\u2019s last-minute opposition had threatened to blow up months of careful work aimed at giving Donald Trump what he wants. So, will the US president care about swapping a couple of words? He\u2019s never been one for details, and now has much bigger things on his mind \u2014 such as <a href=\"http:\/\/email.newsletter.euractiv.com\/c\/eJxUkM-OnjAMxJ_G3IKMw59wyKEtX66t-gIoBNONBMmnJCxqn76i2lV3jx7_xh7NqpVrhrZi3Qwd9l2HvapeNHa49SxZjSM37bKh2njtxmVFkpsbh8prQuqwJ4kdtqTqpl6AhqF5PEbzrcF-fOD4tQcaoMXAV965FE41n8m64l9rF49q1y-lPDPIL0AGyFzX9QkAMpld8TEAmWfcffEuA5n7HpA5s7jsyln4UKLwOVnehU82iMsmscRjyf9Gb4MIp9vZJpF94dsL0pzlmHM8k2OQ0_tboP7WD179eYCc_kd_27gYCocCcvoTA8_Nm1w43TgKfOfs8bT-VwA5_fj5fZ544-C4OnSj-qFVSlZJL-l3qHOJO0OLn5opmq2bPxjnj3UjVa-a_gYAAP__vByO6g\" target=\"_blank\" rel=\"noopener\">war with Iran<\/a>.<\/p>\n<p>\nTo win S\u00e1nchez over, NATO edited the draft statement to say that the \u201callies\u201d \u2013 instead of \u201cwe\u201d \u2013 commit to spending 5% on defence.\n<\/p>\n<p>\n<strong>SEMANTICS? NOT ENTIRELY<\/strong>. As one insider explained to Firepower, that subtle change adds a bit of ambiguity about whether the pledge applies to everyone \u2014 giving S\u00e1nchez (and others) the wiggle room to spend far less without technically going back on their word. The pledge was already a bit squishy before the rewrite: spending deadlines are years away, and the harshest sanction is limited to naming and shaming. But for politicians looking to claim victory back home, maybe any deal \u2013 no matter how symbolic \u2013 will do.\n<\/p>\n<p>\nS\u00e1nchez crowed on Sunday night that Spain won\u2019t have to increase its defence budget at all. To achieve NATO capability targets, he said, they\u2019ll spend exactly 2.1% of GDP on defence, \u201cno more and no less.\u201d\n<\/p>\n<p>\n<strong>TARGETS FOR THEE, BUT NOT FOR ME<\/strong>. Trump, meanwhile, declared that the 5% rule should apply to everyone except Washington. \u201cI don\u2019t think we should, but I think they should,\u201d Trump <a href=\"http:\/\/email.newsletter.euractiv.com\/c\/eJxUkL1u6zAMhZ-G2q5BSdZPBg23dbw2Lbp0MhSZaQzEUmBLcdOnLwI4aLp-5yMJnt7ZwE3NyHGjUCuF2rKjE0px0p7MwZPug_LeGEUWNfZK2YNggxMoFGohUWEtbMWrPQhj-Ha7aZ856s0WN08ahIEaIy3ziXKmqaIy-ZCHSxXSyE7umPN5BvkfRAuiXZaluqaSy55u-Y34HI4g2wvI5vpV6_ey-3hdEghd8tjNqUyBQDb3rSsfqR_KCLL5PbwmIcVMMYNsvlOkjq8403TT8R_ePT-e_fAZQTa7t5euoQPFQGx03GpTWyvZ5PbTNVZzTieCGv_8lR350D0Mdo9loWAXJ34CAAD__7PZdfE\" target=\"_blank\" rel=\"noopener\">told reporters<\/a> over the weekend. \u201cWe\u2019ve been supporting NATO so long (&#8230;) so I don\u2019t think we should, but I think the NATO countries should, absolutely.\u201d Those comments will surely grate on other NATO leaders and raise questions about whether these new commitments are serious \u2014 or just for show. Still, it\u2019s worth noting that the US already meets the new target\u2019s 3.5% threshold for core military spending.\n<\/p>\n<p>\n<strong>A BIT OF GDP FOR KYIV TOO<\/strong>. Ukraine has been largely sidelined ahead of the summit, but Volodymyr Zelenskyy is still hoping to bring something back from The Hague. The Ukrainian president <a href=\"http:\/\/email.newsletter.euractiv.com\/c\/eJxUkEFP8zAMhn-Ne_sqx2mT9JDDB12uICQuXKo09VhFm05NOhi_Hk3axLg-fmz5fQdrgtBVwVboGlVdozLFwYaGg_G-7rHS1AQ9-OCbnoc919wbpYvRElKNiiTWWJEpRdkDaS12u8Y9ClTNDpsHBaShwsifaeKceS15W33I46kMy1xM9pDzMYH8D-SA3NeFArk3njimj_P51QO5lH3eEpATjVTSVEpJrZSRgrQE6bY8d2nZ1sAg29t5IHXhMw_jNoNsfz-4TsISM8cMsv1eInfiijOvFx3_4c3z89GP7xFk-_zy1LW85xi4mK0wSlfGyGK1_XqOZcrLxFDhn4DZsg_d3WJ33xpScbL0EwAA__8UKndS\" target=\"_blank\" rel=\"noopener\">suggested on X<\/a> that \u201ceach ally allocate 0.25% of their GDP\u201d next year to support Ukraine\u2019s defence industry. He added that allies had contributed $43 billion this year. Unlike past NATO summits, this year\u2019s gathering isn\u2019t expected to produce a collective pledge of increased support for Ukraine, due to Trump\u2019s unwillingness.\n<\/p>\n<p>\n<strong>UKRAINE TO SELL DEFENCE TECH ABROAD<\/strong>. Zelenskyy <a href=\"http:\/\/email.newsletter.euractiv.com\/c\/eJxUkE1vo0AMhn-NuS3yeL7MYQ67S7juqlIvvSAyOA0qDBEMadNfX0VK1PT6-LHl9-0DR-VNIUF5i85adFwcg4180E6T9YqqaNj2FUeMB4y2j9qYYgiEZNGRRouGuFTlHsh7tdtVzV-Frtph9ccBeTCY5H0dJWdZStmWLubhXMZ5KsZwzPm0gv4N1AA1H1cK1LzIKGl9u1yeO6BmzV3eVqBGVdppNs6pyltmVopBN1ue2nXeliig6_t5IHflk_TDNoGuvz-4TeKcsqQMuv6ck7TqhrMsVx1_4d3rplM3vCbQ9f-nf20tB0lRiikodt4w62IJ--WSyjXPo4DBHwFzkC62D4vtY2tIxTnQVwAAAP__CtB12Q\" target=\"_blank\" rel=\"noopener\">also announced<\/a> that Ukrainian military technology will be available for export by summer, with the goal of launching joint arms production outside Ukraine. <a href=\"http:\/\/email.newsletter.euractiv.com\/c\/eJxUkc2OnDAQhJ_G3IyatrGZgw9JGK6J8gLImJ5da8FG_lmUPH1EtKtMTi1VVUv1da9mcJ2WDZlO96D6HtTQvBpcAPXgJK1aq5uTVtEi5PB4iB4RhGy8QcAeFAroQeLQdu3CUOvufr9N3zpQtzvcviqGmkkIdOaNSqHUUk3WFf_eurg3m3kt5chMfGE4MZzO82wT1UIpXz7DaanZB8qZ4WQpxXxYR3ylB4VMDKf6lqwPxG1-y9xum6e_IzpbiAP2_GU9-BJjLtyXzE-yRwz8SHGtrvgY-AXBQXHsrgZiqmWfc6zJERPjZ1eG6tJ3Wn3dmRj_4Xw4LoZCoTAx_o6B5u5DLpSuOHD4zNn9sP4lMDH--Pl9Hi8OR81uukFpOQyiSWZJv0KbS9yISfjvWsWQdfPT4vz8AsDm3eCfAAAA__9NEJPF\" target=\"_blank\" rel=\"noopener\">Reuters<\/a> reported that negotiations are already underway with Denmark, Norway, Germany, Canada, the United Kingdom, and Lithuania. For most NATO leaders, Russia\u2019s 2022 invasion of Ukraine revived the alliance\u2019s purpose \u2013 after French President Emmanuel Macron <a href=\"http:\/\/email.newsletter.euractiv.com\/c\/eJxUkMGOnDAQRL-muRm122Dg4EMShmui_ABqTO8u0tgeGbMo-foIZVeZXKteSaW3ut7rrqnE6a5F27Zo--rNeW9WFMODfVmpoaXT3vqGe2bPloSrzRFSi5YMtthQX-t6Aeo6fbsN0zeNdrjh8NUCddBglHO_SymSazky-7K91z6F6u7eSnnsYL4ATUDTeZ61-BRT2PZyEUCTHDk9BGgi1APQpDXQhN3VhMDxkLsK7HOK6uQcd_WXV5FLUtuuFvEpbPFVLZm3qFbhFcx0lDDv6chewIyfl4DslQdZtyOAGf-9_mh8ikViATP-TlFm_REXyReOCj85Dg_eXiOY8cfP7_MoLxK9VMHp3nZN35squyX_ivVe0l2gwf-kFCfs56fh_GwaqXp39CcAAP__lnOLnA\" target=\"_blank\" rel=\"noopener\">infamously warned<\/a> in 2019 that the world was witnessing the \u201cbrain death of NATO.\u201d Like Prime Minister Giorgia Meloni, Crosetto is a member of the far-right Brothers of Italy party.\n<\/p>\n<p>\n<strong>ANTI-NATO SUMMIT.<\/strong> Former Italian PM and Five Star Movement leader Giuseppe Conte is organising an anti-NATO counter-summit in The Hague on 24 June, hosted at the Dutch parliament building with support from the Dutch Socialist Party, as Euractiv <a href=\"http:\/\/email.newsletter.euractiv.com\/c\/eJxUkEGPnDAMhX-NuYESB5JwyKEtw7VV_wAKWU8nEiQoMTva_voKaVfdPfr5s9_Te3E2SNM35KQZhB4GoW3zcNLeV3O_j0SDX1EZ0tLafli1tDiq3jTRocBBaFRiED3aTnYroDHydhvnH1Lo8SbG7xrQQC8SPetGzFQ6OosPHF-7kPdmcw_mo4L6BjgDzs_n8wsAOFcKHHMCnI-8RY6hAs7XP8CZH9QGf0T2W22vgc6SD_KpPXzZot8pcW1j8and8rq-XSZqPnlfaj5LIFDThxugvvSdXuK5g5r-J37fhJyYEoOa_uZEi3yXmcqFi1Z8cH4_fPyTQE2_fv9cJrpTCtTsTlptemtVU9xa3lJXOW8EvfhSCDvyYfl0uHxuWWDz6vBfAAAA___poos9\" target=\"_blank\" rel=\"noopener\">first reported<\/a>. Middle East conflicts are expected to dominate Monday\u2019s talks among EU foreign ministers.
