{"id":207908,"date":"2025-06-23T14:49:09","date_gmt":"2025-06-23T14:49:09","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/207908\/"},"modified":"2025-06-23T14:49:09","modified_gmt":"2025-06-23T14:49:09","slug":"spain-calls-for-immediate-suspension-of-eu-israel-relations-over-human-rights-violations","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/207908\/","title":{"rendered":"Spain calls for immediate suspension of EU-Israel relations &#8216;over human rights violations&#8217;"},"content":{"rendered":"<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-0-JWJSY4EFEVGILJKX63K7OESU7M\">Spain&#8217;s Foreign Minister <a href=\"https:\/\/www.thenationalnews.com\/news\/europe\/2025\/02\/06\/spain-rejects-israels-suggestion-that-it-should-accept-palestinians-from-gaza\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/europe\/2025\/02\/06\/spain-rejects-israels-suggestion-that-it-should-accept-palestinians-from-gaza\/\">Jose Manuel Albares<\/a> on Monday called for the immediate suspension of the EU-Israel trade agreement after <a href=\"https:\/\/www.thenationalnews.com\/news\/2025\/05\/20\/eu-to-review-israel-trade-pact-after-gaza-war-escalation\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/2025\/05\/20\/eu-to-review-israel-trade-pact-after-gaza-war-escalation\/\">a report<\/a> said there were indications Israel was in breach of human rights rules.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-1-IIOLRL5QNZFQVMUPDJJANYF2Y4\">The report, which could imperil EU-Israel relations, was being studied by the bloc&#8217;s foreign ministers, though diplomats expect no proposals for concrete action until next month. Spain and Ireland, two countries that first called for a review of relations with Israel a year and a half ago, have said they want a full suspension of relations. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-3-OIDJKMSEK5HLFCODJUQCX47GLQ\">\u201cToday is just the day to acknowledge what we all knew many months ago. There are violations of human rights,\u201d Mr Albares said. \u201cIf the association agreement is based on human rights, it\u2019s the most normal thing that we suspend immediately, today, this association agreement.\u201d<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-4-KIOWKW4GWZGQNBWOIONETOQL7M\">He also called for an embargo on EU countries selling weapons to Israel and for the widening of individual sanctions on anyone undermining the proposed two-state solution. Spain has already cancelled arms deals with Israel.<\/p>\n<p>The consequences are about trying to change behaviour, trying to use every lever at our disposal to end the genocidal activity that we&#8217;re seeing in Gaza<\/p>\n<p>Irish Foreign Minister Simon Harris<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-6-7IIU5ULNDZDOPERPYSUIMGRCSY\">According to the review by the EU\u2019s diplomatic corps, the European External Action Service (EEAS), \u201cthere are indications that Israel would be in breach of its human rights obligations under Article 2 of the EU-Israel Association Agreement\u201d. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-8-6CL4XSOMWJEJZDKDQUTW2DWPQA\">The report pointed to Israel&#8217;s blockade of aid in Gaza, the high number of casualties and attacks on medical facilities. Its sources include the Office of the United Nations High Commissioner for Human Rights and the International Court of Justice. The death toll in Gaza is close to 56,000 after 20 months of Israeli military action.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-9-WXXW52ZN2JFWTFQGVCDOS4SLZM\">In recent weeks, hundreds have been killed near aid distribution sites run by the US and Israel-backed Gaza Humanitarian Foundation. The suspension of ties would require a unanimous decision, which would probably be impossible to obtain given that countries such as Austria, Germany and Hungary tend to back Israel.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-10-X3WF5CYLPNDBXFYLQ2VUD3BSDA\">Most EU countries reject the idea of breaking off contact with Israel, including the Netherlands \u2013 the state which led the most recent call for a review of the EU-Israel Association Agreement in March after Israel <a href=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/01\/19\/israels-war-on-gaza-a-timeline-of-major-events\/\" target=\"_blank\" rel=\"noopener\" title=\"https:\/\/www.thenationalnews.com\/news\/mena\/2025\/01\/19\/israels-war-on-gaza-a-timeline-of-major-events\/\">breached a ceasefire in Gaza<\/a>. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-11-ZV4PQNDLSJGAHB5WNQ3R5AMD7M\">Italian Foreign Minister Antonio Tajani said he was against suspending the EU-Israel Association Agreement. \u201cOur position is different from that of Spain,\u201d Mr Tajani said, adding that it was important to keep relations open with Israel because it had been of use in the evacuation of some civilians out of Gaza.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-12-FQXJQ4SXSRGF7AIZOV7FHQ4E6Y\">His Irish counterpart, Simon Harris, said he \u201cpersonally\u201d supports a full suspension of the EU-Israel association agreement, but recognised \u201cthere would not be consensus for that. That would require unanimity.\u201d<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-13-Y4YT2TBTWRAFTFMAINB7OHX74M\">\u201cThe consequences aren&#8217;t about punishment,\u201d Mr Harris said, in response to a question from The National. \u201cThe consequences are about trying to change behaviour, trying to use every lever at our disposal to end the <a href=\"\" target=\"_blank\" rel=\"\" title=\"\">genocidal activity<\/a> that we&#8217;re seeing in Gaza.\u201d<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-15-IEA2Y34RMFAWPLOF6HJJ2ZDEB4\">EU ministers will meet again in July, which is when they are expected to discuss \u201cpotential options in reaction to the conclusions of the review\u201d, an EU diplomat said before the meeting. <\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-16-3JDAB57PKZE3RNDYROSDABKLOE\">The EU has repeatedly called for Israel to allow unhindered humanitarian aid into Gaza, to little avail. \u201cIt will not be consensual, but we hope that a big group of member states can subscribe to the conclusion of the review,\u201d the diplomat said.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-17-VH5FJ2Z6KZAHJIVIZM4OV3XRIE\">The EU-Israel Association Agreement, which gives Israeli goods preferential access to the EU market, is rooted in respect for human rights by both parties. A third of Israel&#8217;s imports come from the EU, valued at $27 billion annually, while Europe imports less than 1 per cent of its goods from Israel, according to the EU Directorate-General for Trade and Economic Security.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-18-UCBP7IRC3ZCDFHYXUSZFKR6E6Q\">A review was requested in March by the Netherlands and supported by 17 out of 27 EU states. Those who opposed it included Germany. \u201cWhen all the focus is on Iran and the escalation regarding Iran, we should not forget about Gaza,\u201d said the Dutch Foreign Minister Caspar Veldkamp, who led the charge for the review.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-19-KFHT27MFHBCIDDBYM75URV2B3U\">While a unanimous vote would be needed to suspend the EU-Israel agreement entirely, a partial suspension is possible with a simple majority vote. Diplomats have declined to speculate on that possibility due to the sensitivity of the topic, and have said they will wait for the EEAS&#8217;s recommendations.<\/p>\n<p class=\"defaultstyled__StyledText-sc-11u52t4-1 huqwQJ margin-lg-bottom\" id=\"el-20-BSC4PKC2AZHL5LEXFIUSQ3QHOA\">The EEAS delivered the eight-page report to states on Friday. Some countries complained that they were not given enough time to study it before Monday&#8217;s meeting of foreign ministers. A senior EEAS official dismissed that, saying: \u201cSometimes it takes [a] long [time], sometimes it takes [a] shorter [time].
