but it&#8217;s making it more costly for companies to raise the capital they need to invest.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Meanwhile, Russia&#8217;s oil and gas revenues have fallen due to sanctions and weaker pricing, and <a href=\"https:\/\/www.reuters.com\/business\/energy\/russias-oil-gas-budget-revenue-falls-by-more-than-third-may-2025-06-04\/\" class=\"ssrcss-f6h2dj-InlineLink e1kn3p7n0\" target=\"_blank\" rel=\"noopener\">were down by 35% year-on-year in May, external<\/a>, according to official figures.  <\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">It has contributed to a <a href=\"https:\/\/www.reuters.com\/markets\/europe\/russian-january-april-budget-deficit-widens-15-gdp-finance-ministry-says-2025-05-07\/\" class=\"ssrcss-f6h2dj-InlineLink e1kn3p7n0\" target=\"_blank\" rel=\"noopener\">widening budget shortfall, external<\/a> that has left the country with less to spend on infrastructure and public services.<\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;They have this large pot of expenditure for the military that can&#8217;t be touched,&#8221;
