(Image: Copyright Unknown)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Protestors interrupted a housing conference in Manchester to demand answers from their housing association as they face a huge rent increase.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Residents have been slapped with a 20 per cent rent increase on their homes on Napier Street and Gilderdale Close in Shaw, in <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/oldham\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Oldham<\/a>, which are owned by Places for People.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The increase amounts to \u00a3150 and \u00a3180 extra each month, leaving many of the elderly and disabled residents fearing homelessness.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Protestors appeared with satirical T-shirts and a banner reading \u2018Places for Profit\u2019 and the housing association logo during a talk at the Housing 2025 conference at <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/manchester-central\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Manchester Central<\/a>.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/06\/1750818912_979_0_Shaw-tenants-protest-at-Housing-conference-in-Manchester.jpg\" loading=\"lazy\"  \/>(Image: Copyright Unknown)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Tenants, campaigners and a local councillor tried to ask questions to one of the speakers at the event, Places for People CEO, Christine Candlish.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The group of six, including local councillor Marc Hince, said they were representing around 40 tenants. The protestors were brusquely escorted from the premises.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Sarah Howarth-Flanagan, one of the protestors, afterwards told the Local Democracy Reporting Service: \u201cToday was about residents fighting back against substantial rent increases &#8211; 20 per cent each year to bring them in line with market rent homes in the area. Market rent in the area is \u00a31100-\u00a31200, that\u2019s nearly double the rent. You\u2019ve got vulnerable residents there, and if they are classed as private, we don\u2019t know what will happen with their housing benefits.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">&#8220;Where\u2019s an elderly person going to find that money? They\u2019ll be evicted for rent arrears &#8211; and then where are they going to go? There\u2019s no social housing available in Oldham, so what are you going to do, put a 70-year-old disabled person into a hostel, or a HMO? (Image: LDRS)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Many of the tenants are under \u2018assured tenancies\u2019, which independent solicitors have described as social housing contracts. But Places for People maintains the group has \u2018always been private tenants\u2019 and after years of keeping rents low, the housing association wanted to \u2018bring the properties up to market value\u2019.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The housing association had paused the rent increase while it \u2018reviews\u2019 the situation. (Image: LDRS)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">But Ben Clay, a Tenant\u2019s Union representative who attended the protest, said: \u201cThere\u2019s no logic to pushing one group of tenants into homelessness through rising rents, so that you can fund subsidised, genuinely affordable housing somewhere else. That\u2019s just a crazy system.\u201d<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Many of the tenants are elderly or disabled &#8211; and have lived in their homes for two or three decades. For Norma and John <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.manchestereveningnews.co.uk\/all-about\/heywood\" target=\"\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Heywood<\/a>, both in their seventies, the rent hike adds up to \u00a3180 a month &#8211; a sum John\u2019s army pension simply won\u2019t cover. And the financial worries are an unwelcome stress while John undergoes palliative care for cancer.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cWe just can\u2019t afford it,\u201d Norma previously told the M.E.N. \u201cWe could end up homeless. I don\u2019t know how a move would affect John. (Image: Manchester Evening News)<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">And 49-year-old Mum Rachael is worried she\u2019ll be \u2018kicked out on the streets\u2019 with her two kids, aged two and 13, if she\u2019s officially classed as a private tenant.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">As well as protesting, the group is mounting a judicial review against the housing association with the help of the Greater Manchester Law Centre.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">A Places for People spokesperson said: \u201cWe\u2019re surprised that customers protested in this way as we held a constructive in-person meeting with them on 10 June, with two of their local councillors present including Coun Hince. We have made them aware of this.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cHowever, an ongoing challenge from one of the Customers is delaying this as it means we are not legally in a position to discuss that offer openly with customers just yet. We will of course keep everyone updated, and customers have also been told they can pay their rent at the pre-review rate pending resolution of the legal challenge.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cWhat we must continue to make clear, regardless of the offer we will make to customers, is that these properties are not social homes. They are privately-owned and always have been.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cWe want to have a resolution, and we are actively working for this. We hope that we can bring things to a conclusion as soon as possible for the benefit of everyone.
