if progress is simply left to industry or consumers, he said, so the government will have to pave the way by acting in at least three policy areas.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-05-11\/labor-victory-could-change-global-energy-trade-says-ross-garnaut\/105269302\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" target=\"_blank\" rel=\"noopener\">Labor&#8217;s victory could change global energy trade<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Hydrogen is not dead, and Labor&#8217;s historic victory could change the global energy trade, economist Ross Garnaut says.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He said Australia could also capitalise on the Trump administration&#8217;s anti-climate policies, because many investors who were planning to invest in green production in the US were now looking for a new home for their projects.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;There is considerable expectation of this occurring on many fronts,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Australia is well placed to benefit.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;If the world economy and climate are to function effectively, the US must be ignored as much as possible, and like-minded countries need to move forward collectively.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;There is so much at stake,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Sims made his comments on Wednesday <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.superpowerinstitute.com.au\/news\/australia-should-become-the-world-s-dominant-green-shipping-fuel-provider-and-it-s-the-economics\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/105460850\" target=\"_blank\" rel=\"noopener\">in a speech<\/a> at Maritime Industry Australia&#8217;s 5th Maritime Decarbonisation Summit in Melbourne.<\/p>\n<p>A golden opportunity for Australia<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Sims said recent regulatory developments in the maritime sector were playing into Australia&#8217;s hands.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He said that in April, the International Maritime Organisation (IMO) approved its <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.imo.org\/en\/MediaCentre\/PressBriefings\/pages\/IMO-approves-netzero-regulations.aspx#:~:text=Draft%20regulations%20will%20set%20mandatory,across%20an%20entire%20industry%20sector.\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/105460500\" target=\"_blank\" rel=\"noopener\">draft net-zero regulations for the international shipping sector<\/a>.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The new regulatory framework covers ocean-going vessels over 5,000 gross tonnage, which account for approximately 85 per cent of international shipping emissions.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-06-18\/chalmers-to-dial-up-labor-ambition-for-tax-reform\/105432956\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" target=\"_blank\" rel=\"noopener\">Chalmers vows to &#8216;dial-up&#8217; Labor&#8217;s ambition for &#8216;bold&#8217; tax reform<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The treasurer used a National Press Club address to declare he had an open mind on including tax changes as part of a package of reforms considered in August&#8217;s round table.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The draft framework will need to be formally adopted in October, and then it will come into force in 2027.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Sims said that when it comes into force, it will create an effective &#8220;world carbon price for shipping fuel.&#8221;\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">And that will provide Australia with an opportunity.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The IMO net-zero framework is the first in the world to combine mandatory emissions limits and carbon pricing across an entire industry sector,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;This represents the first global sectoral price on carbon, an amazing milestone of which the shipping industry should feel proud.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;This framework combines mandatory emissions limits and greenhouse gas pricing, establishing what will be a legally binding framework.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The global fuel standard stipulates ships must reduce, over time, their annual greenhouse gas fuel intensity calculated using a well-to-wake approach,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Sims said the US withdrew in April from the IMO arrangements, with the US delegation walking out of the meeting.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The US may eventually come on board, but the world cannot wait for this to happen,&#8221; he said.<\/p>\n<p>The pieces are falling into place<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He said Australia had to capitalise on this broader opportunity.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;One of the first places to start on Australia&#8217;s journey of being a major exporter of green energy-intensive exports is in producing green shipping fuel,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;With our advantages in producing green energy, green hydrogen, and sustainable biomass, Australia is in a superb position to dominate the production of green shipping fuel.<\/p>\n<p><img decoding=\"async\" alt=\"A headshot of Rod Sims. (ABC News: Amy Bainbridge)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;In November 2024, the Superpower Institute (TSI) released its <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.superpowerinstitute.com.au\/work\/the-new-energy-trade\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/105460680\" target=\"_blank\" rel=\"noopener\">New Energy Trade<\/a> report, which, among many other things, identified that the component of shipping which could be decarbonised using green fuels accounts for 1.8 per cent of global emissions.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;If Australia&#8217;s market share of the green shipping fuel trade was 25 per cent, this would result in a mitigation contribution of 0.4 per cent of global emissions with an export revenue potential of around $43 billion,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Sims said the government had to help clear the way.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He said Australia had to greatly reduce the time for project approvals or rejections, which currently makes Australia an unattractive place to invest.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2023-09-17\/ross-garnaut-70-billion-from-carbon-price-economic-rent\/102850464\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" target=\"_blank\" rel=\"noopener\">We need better resource rent tax, Garnaut says<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Ross Garnaut says we have an opportunity to pursue &#8220;transformational economic reform&#8221; by tackling the rising problem of economic rents, writes Gareth Hutchens.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He also linked the idea of becoming a major exporter of green shipping fuel with Australia&#8217;s plans to become a clean energy superpower more generally.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He said with the IMO&#8217;s effective carbon price for shipping, and the government&#8217;s <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.ato.gov.au\/businesses-and-organisations\/income-deductions-and-concessions\/incentives-and-concessions\/production-tax-incentives\/hydrogen-production-tax-incentive\" data-component=\"Link\" data-uri=\"coremedia:\/\/externallink\/105460798\" target=\"_blank\" rel=\"noopener\">$2kg hydrogen production credit<\/a>, some key pieces of the puzzle had fallen into place for Australia&#8217;s ambition to become a renewable energy superpower.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He said those things were necessary for Australia to develop a globally competitive &#8220;green iron&#8221; industry, and the government should seize the opportunity to help it get off the ground.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The IMO, in providing an effective world carbon price for shipping fuel, is providing Australia an opportunity,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The question is whether we will grasp it now.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Do so, and we boost Australia\u2019s economy and productivity, and provide a hedge against declining exports of fossil fuels.
