{"id":218552,"date":"2025-06-27T12:09:10","date_gmt":"2025-06-27T12:09:10","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/218552\/"},"modified":"2025-06-27T12:09:10","modified_gmt":"2025-06-27T12:09:10","slug":"did-trump-just-dump-the-ukraine-war-into-the-europeans-lap","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/218552\/","title":{"rendered":"Did Trump just dump the Ukraine War into the Europeans&#8217; lap?"},"content":{"rendered":"<p>The aerial war between <a href=\"https:\/\/responsiblestatecraft.org\/tag\/israel\/\" target=\"_blank\" rel=\"noopener\">Israel<\/a> and <a href=\"https:\/\/responsiblestatecraft.org\/tag\/iran\/\" target=\"_blank\" rel=\"noopener\">Iran<\/a> over the past two weeks sucked most of the world\u2019s attention away from the war in Ukraine.<\/p>\n<p>The Hague NATO Summit confirms that President Donald Trump now sees paying for the war as Europe\u2019s problem. It\u2019s less clear that he will have the patience to keep pushing for peace. <\/p>\n<p>One of the biggest diplomatic casualties of Israel and Iran\u2019s aerial war was U.S. focus on and <a href=\"https:\/\/responsiblestatecraft.org\/media\/\" target=\"_blank\" rel=\"noopener\">media<\/a> coverage of the war in Ukraine. Despite continued exchanges of <a href=\"https:\/\/www.aljazeera.com\/news\/2025\/6\/15\/russia-returns-bodies-of-1200-more-ukrainians-as-part-of-pow\" rel=\"noopener noreferrer\" target=\"_blank\">dead bodies<\/a> and <a href=\"https:\/\/www.independent.co.uk\/news\/world\/europe\/ukraine-russia-soldiers-body-exchange-b2774415.html#:~:text=Ukrainians%20hold%20photos%20of%20their%20missing%20relatives%20during,%28Copyright%202025%20The%20Associated%20Press.%20All%20rights%20reserved.%29\" rel=\"noopener noreferrer\" target=\"_blank\">prisoners of war<\/a>, there has been no further progress in peace talks between both sides that commenced in Istanbul in early June. <\/p>\n<p>However, there has been talk of a <a href=\"https:\/\/www.msn.com\/en-gb\/news\/world\/russia-says-it-expects-agreement-next-week-on-date-for-next-peace-talks-with-ukraine\/ar-AA1H5oTQ?ocid=BingNewsSerp\" rel=\"noopener noreferrer\" target=\"_blank\">third round of talks<\/a> as early as next week. Before then, The Hague NATO Summit offered an opportunity to keep Ukraine on the U.S. radar. It didn&#8217;t quite happen that way.<\/p>\n<p>Instead, if the NATO Summit showed any real purpose, it was to lock in European allies\u2019 commitment to spend 5% of GDP on defense, a key priority for President Trump since he assumed office. <\/p>\n<p>Mission accomplished. With the <a href=\"https:\/\/www.ft.com\/content\/24a449fc-51ad-4b51-88cb-dd1e9df4deed\" target=\"_blank\" rel=\"noopener\">exception of Spain<\/a>, NATO allies have now made that commitment.<\/p>\n<p>Chipper as ever, <a href=\"https:\/\/nypost.com\/2025\/06\/24\/us-news\/donald-trump-posts-fawning-messages-from-nato-boss-mark-rutte-aka-the-trump-whisperer-praising-his-actions-with-iran\/\" rel=\"noopener noreferrer\" target=\"_blank\">NATO Secretary General, Mark Rutte<\/a>, sent a message to President Trump, so eye-wateringly obsequious that it might even make some pro-war neocons cringe and reach for a sick bag. \u201cMr President, dear Donald\u2026 you have driven us to a really, really important moment for America and <a href=\"https:\/\/responsiblestatecraft.org\/regions\/europe\/\" target=\"_blank\" rel=\"noopener\">Europe<\/a>, and the world. You will achieve something NO American president in decades could get done.\u201d He was then <a href=\"https:\/\/thehill.com\/policy\/international\/5369816-nato-rutte-daddy-comment\/\" target=\"_blank\" rel=\"noopener\">chided<\/a> for making remarks like he was calling Trump &#8220;daddy&#8221; at the summit.<\/p>\n<p>But there was nevertheless no escaping the feeling that Ukraine has fallen some way down Trump\u2019s priority list, and therefore NATO\u2019s.<\/p>\n<p>While the<a href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/official_texts_227678.htm?selectedLocale=en\" rel=\"noopener noreferrer\" target=\"_blank\"> 2024 Washington Summit Communique<\/a> ran to over 5300 words rich in normative intent and bureaucratic babble, the <a href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/official_texts_236705.htm\" rel=\"noopener noreferrer\" target=\"_blank\">2025 Hague Summit Declaration<\/a> ran to a pithy 425 words focused almost exclusively on the NATO spending goal.<\/p>\n<p>Whereas, the Washington Communique said, \u201cwe will continue to support it [Ukraine] on its irreversible path to full Euro-Atlantic integration, including NATO membership,\u201d The Hague Declaration did not, which has already been seized upon as a softening of NATO\u2019s stance by some <a href=\"https:\/\/www.telegraph.co.uk\/world-news\/2025\/06\/25\/leaked-statement-nato-softens-on-russia\/?msockid=11858d41cb026f343c2e9889cae26e5f\" rel=\"noopener noreferrer\" target=\"_blank\">mainstream commentators<\/a>.<\/p>\n<p>European ire was further provoked by Secretary of State Marco Rubio\u2019s indication that the U.S. would <a href=\"https:\/\/www.msn.com\/en-us\/news\/world\/europe-wants-trump-to-sanction-russia-rubio-says-not-yet\/ar-AA1HnmDb?ocid=BingNewsSerp\" rel=\"noopener noreferrer\" target=\"_blank\">not support further Russia sanctions<\/a> at this time. <\/p>\n<p>The declaration simply said, \u201cAllies reaffirm their enduring sovereign commitments to provide support to Ukraine, whose security contributes to ours, and, to this end, will include direct contributions towards Ukraine&#8217;s defence and its defence industry when calculating Allies&#8217; defence spending.\u201d <\/p>\n<p>For those not familiar with interpreting the subtleties of communique language, this language said two things. First, including the word \u201csovereign\u201d means that while some allies may make sovereign choices to fund Ukraine, others may choose not to. <\/p>\n<p>This is a clear indication of what we have observed for some time, that President Trump sees paying for the <a href=\"https:\/\/responsiblestatecraft.org\/tag\/ukraine-war\/\" target=\"_blank\" rel=\"noopener\">Ukraine war<\/a> as Europe\u2019s problem, not America\u2019s. Second, and more obviously, that funding for Ukraine can contribute to Allies\u2019 5% target although, at least for the UK, this is already the case.<\/p>\n<p>During their meeting, it is understood that Ukrainian President Volodymyr Zelensky asked President Trump about the possibility of purchasing additional Patriot missiles. While Trump was non-committal on this point, it appears clear that any future Ukrainian purchases of American military materiel, if they happen, will in any case be made with <a href=\"https:\/\/www.independent.co.uk\/news\/world\/europe\/ukraine-russia-war-trump-zelensky-nato-putin-latest-news-b2776716.html\" rel=\"noopener noreferrer\" target=\"_blank\">European money<\/a>. <\/p>\n<p>For his part, Rutte appears single handedly trying to keep the European gravy train chugging forward. Speaking ahead of the Summit, he referred to pledges of $35 billion in additional support to Ukraine so far this year without providing specifics. <\/p>\n<p>However, we do know that over half of the earlier <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/ckg2q323lg3o\" rel=\"noopener noreferrer\" target=\"_blank\">April pledge of $24 billion<\/a> included funds from Germany to be paid over 4 years. In reality, therefore, NATO has only, so far, secured a maximum total of $22 billion for 2025, adding further pressure to <a href=\"https:\/\/responsiblestatecraft.org\/ukraine-war-2672231522\/\" target=\"_self\" rel=\"noopener\">Ukraine\u2019s huge war financing needs<\/a>.<\/p>\n<p>What we haven\u2019t seen in The Hague is any impetus behind efforts to bring the war in Ukraine to a close. Instead, and on the back of a Hague Declaration that rowed back any condemnation of <a href=\"https:\/\/responsiblestatecraft.org\/tag\/russia\/\" target=\"_blank\" rel=\"noopener\">Russia<\/a>, Sir <a href=\"https:\/\/sg.news.yahoo.com\/nato-fully-committed-ukraine-pm-135640606.html\" rel=\"noopener noreferrer\" target=\"_blank\">Keir Starmer<\/a> continues to insist that allies remain resolved to \u201cpush again to get Putin to the table for the unconditional ceasefire.\u201d<\/p>\n<p>Like the proverbial scratched record, the British Prime Minister still believes that with U.S. offering no new money, with Ukraine continuing to <a href=\"https:\/\/storymaps.arcgis.com\/stories\/36a7f6a6f5a9448496de641cf64bd375\" rel=\"noopener noreferrer\" target=\"_blank\">lose ground on the battlefield<\/a>, and with Europe struggling to make up the difference, that Russia will make unconditional concessions from a position of strength.<\/p>\n<p>For his part, <a href=\"https:\/\/www.politico.eu\/article\/zelenskyy-trump-nato-hague-rutte-ukraine-russia-war\/\" rel=\"noopener noreferrer\" target=\"_blank\">President Zelensky has not given up<\/a> on his aspiration for Ukraine to join NATO which renders any peace deal, and possibly any durable ceasefire with Russia, impossible. <\/p>\n<p>If the Hague Summit proved one thing, it may have been that getting European allies to spend more on defense is a bigger priority to President Trump than bringing peace to Ukraine. More focussed on the conflict in the <a href=\"https:\/\/responsiblestatecraft.org\/regions\/middle-east\/\" target=\"_blank\" rel=\"noopener\">Middle East<\/a>, <a href=\"https:\/\/www.msn.com\/en-us\/news\/world\/ukraine-russia-war-latest-trump-meets-zelensky-as-row-breaks-out-over-nato-s-stance-on-putin\/ar-AA1HdEKd?ocid=BingNewsSerp\" rel=\"noopener noreferrer\" target=\"_blank\">President Trump<\/a> has once again conceded the difficulty of bringing the war in Ukraine to an end.<\/p>\n<p>\u201cIt&#8217;s more difficult than people would have any idea,\u201d he said. \u201cVladimir Putin has been more difficult, and frankly, I had some problems with Zelensky, you might have read about them. It\u2019s been more difficult than other wars.\u201d<\/p>\n<p>One thing is clear, U.S. defense contractors will arguably benefit the most from The Hague Summit. To hit 5% of GDP, Britain would need to increase its spending by around <a href=\"https:\/\/open.substack.com\/pub\/thepeacemonger\/p\/keir-starmer-is-a-moralising-hypocrite?r=2s9ap1&amp;utm_campaign=post&amp;utm_medium=web&amp;showWelcomeOnShare=false\" rel=\"noopener noreferrer\" target=\"_blank\">$114 billion per year<\/a> by 2035 and <a href=\"https:\/\/www.telegraph.co.uk\/news\/2025\/06\/24\/germany-to-hit-nato-spending-targets-six-years-before-uk\/?msockid=11858d41cb026f343c2e9889cae26e5f\" rel=\"noopener noreferrer\" target=\"_blank\">Germany<\/a> has already pledged to hit the 5% target six years early, in 2029, hiking spending by $128 billion per year. <\/p>\n<p>To kick off the spending spree, the UK has agreed to purchase twelve of the most modern <a href=\"https:\/\/www.gov.uk\/government\/news\/uk-to-purchase-f-35as-and-join-nato-nuclear-mission-as-government-steps-up-national-security-and-delivers-defence-dividend\" rel=\"noopener noreferrer\" target=\"_blank\">F35A aircraft<\/a> at a cost of $700 million. The F-35A is capable of delivering U.S. provided B61 nuclear bombs that were first designed in 1963. Keeping us safer, in this regard, relies on aircraft being able to fly far enough into Russia through its sophisticated air defences, to deliver a gravity nuclear bomb to target. <\/p>\n<p>The most recent upgrade to the B61, during the Obama Administration, involved addition of a tail assembly to provide limited stand-off capability; it was <a href=\"https:\/\/journals.sagepub.com\/doi\/full\/10.1177\/0096340214531546\" rel=\"noopener noreferrer\" target=\"_blank\">so over-priced<\/a> that every Sixties-era nuke is now worth more than its weight in gold, perhaps, the perfect allegory for Western defence spending.<\/p>\n<p>With the fanfare of The NATO Summit starting to subside, the big question now is how much patience President Trump will have to push a peace agenda in Ukraine now that European allies have stepped up to spend more and buy American kit?
