We believe quality journalism should be available to everyone, paid for by those who can afford it.<\/p>\n<p><strong class=\"sc-1uza6dc-1 huxBsk\">Your support makes all the difference.<\/strong>Read more<\/p>\n<p>Patients are an \u201cinconvenience\u201d to the <a href=\"https:\/\/www.independent.co.uk\/topic\/nhs\" target=\"_blank\" rel=\"noopener\">NHS<\/a>, which has \u201cbuilt mechanisms to keep them away\u201d, said <a href=\"https:\/\/www.independent.co.uk\/news\/health\/a-and-e-nhs-england-jim-mackey-b2747874.html\" target=\"_blank\" rel=\"noopener\">the new boss of the health service<\/a>.<\/p>\n<p>Sir Jim Mackey, who was made chief executive of the NHS on 1 April, spoke of the 8am daily phone scramble for a GP appointment as one example of the difficulties patients face in seeking help.<\/p>\n<p>\u201cWe\u2019ve made it really hard, and we\u2019ve probably all been on the end of it,\u201d he told <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.telegraph.co.uk\/news\/2025\/06\/27\/jim-mackey-interview-nhs-sees-public-inconvenience\/\">The Telegraph<\/a>. <\/p>\n<p>\u201cYou\u2019ve got a relative in hospital, so you\u2019re ringing a number on a ward that no one ever answers. The ward clerk only works nine to five or they\u2019re busy doing other stuff; the GP practice scramble every morning.<\/p>\n<p>\u201cIt feels like we\u2019ve built mechanisms to keep the public away because it\u2019s an inconvenience,\u201d he said.<\/p>\n<p>And he warned that failing to listen to public frustrations could mean the end of a national health service.<\/p>\n<p>Failings in maternity services, he said, were cultural and \u201cthinking we know best when mothers know best, listening to them and families and building the service around them\u201d.<\/p>\n<p>He said: \u201cThe big worry is, if we don\u2019t grab that, and we don\u2019t deal with it with pace, we\u2019ll lose the population. If we lose the population, we\u2019ve lost the NHS. For me, it\u2019s straightforward. Of 130 million outpatients a year, about 85 million or so are follow-ups,\u201d he told the paper, adding that it felt wrong that the NHS diverted so many resources to follow-ups at the expense of patients waiting for diagnosis and treatment.<\/p>\n<p>Moving care out of <a href=\"https:\/\/www.independent.co.uk\/topic\/hospitals\" target=\"_blank\" rel=\"noopener\">hospitals<\/a> into local neighbourhood centres was crucial, to tackle waste and make care more convenient, Sir Jim said.<\/p>\n<p>Shifting treatment from hospitals to the community will be a key aim of the government\u2019s major 10-year health plan, which health secretary <a href=\"https:\/\/www.independent.co.uk\/topic\/wes-streeting\" target=\"_blank\" rel=\"noopener\">Wes Streeting<\/a> is set to unveil next week. <\/p>\n<p>Mr Streeting has also pledged to \u201cend the postcode lottery\u201d of care, focusing more on working-class communities.<\/p>\n<p>Trials will be set up of \u201cpatient power payments\u201d, under which hospitals receive the full payment for treatment only if the patient is satisfied, The Telegraph reports.<\/p>\n<p>Sir Jim, who from 2003 to 2023 was chief executive of Northumbria Healthcare NHS foundation trust \u2013 the most highly rated trust in the health service, said that in that role he tried to read every email and spoke to every family that approached him.<\/p>\n<p>He described the 8am race for a GP appointment as \u201cthat heart-sink moment, someone\u2019s got to sit by the phone, they\u2019ve got to ring forever, don\u2019t get through and then have to do it all again tomorrow\u201d.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/06\/b72309ac449ec33550333014f7985f63Y29udGVudHNlYXJjaGFwaSwxNjkyMzYzMjU0-2.20879996.jpg\"  loading=\"lazy\" alt=\"The 8am rush makes getting appointments hard, Sir Jim admitted\" class=\"sc-1mc30lb-0 ggpMaE inline-gallery-btn\"\/><\/p>\n<p>open image in gallery<\/p>\n<p>The 8am rush makes getting appointments hard, Sir Jim admitted (PA Archive)<\/p>\n<p>He said: \u201cIt feels like we\u2019ve built mechanisms to keep the public away because it\u2019s an inconvenience. <\/p>\n<p>\u201cWe\u2019ve got to somehow reorient it;
