{"id":22043,"date":"2025-04-15T13:06:11","date_gmt":"2025-04-15T13:06:11","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/22043\/"},"modified":"2025-04-15T13:06:11","modified_gmt":"2025-04-15T13:06:11","slug":"trumps-tariffs-have-an-unexpected-side-effect-for-russia","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/22043\/","title":{"rendered":"Trump\u2019s tariffs have an unexpected side effect for Russia"},"content":{"rendered":"<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">When President Donald Trump unveiled tariffs on more than 180 countries and territories early this month, there was one place that was conspicuously left off the list: Russia. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Initially, White House press secretary Karoline Leavitt told Axios that <a href=\"https:\/\/www.axios.com\/2025\/04\/02\/trump-tariffs-russia-ukraine-ceasefire\" target=\"_blank\" rel=\"noopener\">Russia had been excluded because US sanctions<\/a> already \u201cpreclude any meaningful trade.\u201d But this doesn\u2019t make a lot of sense. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Though the <a href=\"https:\/\/ustr.gov\/countries-regions\/europe-middle-east\/russia-and-eurasia\/russia\" target=\"_blank\" rel=\"noopener\">US trades very little with Russia<\/a> these days, the US slapped a <a href=\"https:\/\/www.politico.com\/news\/2025\/04\/10\/trump-baseline-tariffs-staying-033077\" target=\"_blank\" rel=\"noopener\">broad 10 percent tariff<\/a> on most other places \u2014 tariffs that are still in force despite a reversal on plans to target different countries with different tariff rates \u2014 it doesn\u2019t trade much with, including some <a href=\"https:\/\/www.bbc.com\/news\/articles\/ce84jr5mvnno\" target=\"_blank\" rel=\"noopener\">uninhabited islands<\/a>. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Last week, <a href=\"https:\/\/www.foxnews.com\/media\/treasury-secretary-bessent-tells-countries-not-retaliate-after-sweeping-liberation-day-tariffs\" target=\"_blank\" rel=\"noopener\">Treasury Secretary Scott Bessent<\/a> reiterated that it was because the US doesn\u2019t trade with Russia due to sanctions on that country. (Again, a claim that\u2019s <a href=\"https:\/\/ustr.gov\/countries-regions\/europe-middle-east\/russia-and-eurasia\/russia\" target=\"_blank\" rel=\"noopener\">not quite accurate<\/a>.)<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">But before that, White House economic adviser <a href=\"https:\/\/abcnews.go.com\/Politics\/trumps-top-economic-adviser-hassett-refutes-tariffs-raise\/story?id=120523274\" target=\"_blank\" rel=\"noopener\">Kevin Hassett told ABC<\/a> that the decision had been made because \u201cThere\u2019s obviously an ongoing negotiation with Russia and Ukraine, and I think the president made the decision not to conflate the two issues.\u201d Ukraine, the country Russia invaded, was hit with a 10 percent tariff.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">But if the Russians were toasting their good fortune in the Kremlin, that probably didn\u2019t last long \u2014 because the new tariffs quickly began to disrupt the key part of the Russian economy: energy production.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\"><a href=\"https:\/\/www.wsj.com\/livecoverage\/stock-market-trump-tariffs-trade-war-04-07-25\/card\/u-s-oil-prices-fall-below-60-a-barrel-BiB2XbQlz8JRGoKIaokn\" target=\"_blank\" rel=\"noopener\">Oil prices have been dropping<\/a> precipitously on fears that even a limited US-China trade war \u2014 like the one going on now \u2014 will trigger a global recession and reduce demand. Despite a <a href=\"https:\/\/www.marketwatch.com\/investing\/future\/brn00?countrycode=uk\" target=\"_blank\" rel=\"noopener\">brief spike<\/a> after Trump paused many of the tariffs last Wednesday, global prices have continued to slide to their <a href=\"https:\/\/www.reuters.com\/markets\/commodities\/oil-producers-seek-shore-up-finances-amid-crude-price-plunge-2025-04-11\/\" target=\"_blank\" rel=\"noopener\">lowest levels since the Covid-19 pandemic<\/a>. The <a href=\"https:\/\/www.reuters.com\/markets\/commodities\/goldman-sachs-expects-oil-prices-decline-through-2026-2025-04-14\/\" target=\"_blank\" rel=\"noopener\">latest forecasts project<\/a> prices will continue to flounder. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">That\u2019s very bad news for Russia, a country that <a href=\"https:\/\/www.reuters.com\/business\/energy\/oil-plunges-kremlin-sees-global-economic-storm-2025-04-07\/\" target=\"_blank\" rel=\"noopener\">depends on oil and gas sales<\/a> for roughly a third of its government revenues and just hiked defense spending by 25 percent to the highest levels since the end of the Cold War as it works to sustain its war in Ukraine. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\"><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-04-07\/russia-s-flagship-oil-urals-tumbles-toward-50-in-global-rout?sref=qYiz2hd0\" target=\"_blank\" rel=\"noopener\">Russian Urals grade oil fell to $50<\/a> a barrel recently, its lowest level since 2023. It\u2019s <a href=\"https:\/\/oilprice.com\/Energy\/Crude-Oil\/Oil-Prices-Inch-Higher-but-Traders-Remain-Cautious.html\" target=\"_blank\" rel=\"noopener\">rebounded some since then<\/a>, but Russia\u2019s finance ministry had budgeted for $70-a-barrel oil for 2025 \u2014 something that now seems unlikely. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Since Russia invaded Ukraine 2022, the world has been caught in a vicious cycle where the geopolitical turbulence caused by the war helps keep oil prices high, while those high prices allow Russia to keep fighting the war. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">These dynamics may now be starting to shift, a development that\u2019s been cause for <a href=\"https:\/\/www.themoscowtimes.com\/2025\/04\/09\/russian-central-bank-warns-falling-oil-prices-could-squeeze-budget-a88659\" target=\"_blank\" rel=\"noopener\">some early schadenfreude in Ukraine<\/a>: \u201cThe lower the oil prices, the less money Russians will have to fund their war,\u201d Andriy Yermak, Ukrainian President Volodymyr Zelenskyy\u2019s chief of staff, posted on social media. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">It\u2019s worth noting that one reason Russia has been able to maintain its war economy despite tight international sanctions is that western governments have been wary about targeting Russia\u2019s energy exports due to fears of spiking global energy prices. Complex workarounds have been devised to allow <a href=\"https:\/\/www.vox.com\/world-politics\/24113745\/russia-shadow-fleet-oil-tankers-environmental-risk\" target=\"_blank\" rel=\"noopener\">Russia to keep selling its oil on international markets<\/a>.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">All of this doesn\u2019t mean Russia\u2019s war machine is going to collapse overnight. But with economic growth stagnant and <a href=\"https:\/\/www.reuters.com\/markets\/europe\/russia-holds-key-rate-21-inflationary-pressure-remains-high-2025-03-21\/#:~:text=STRONG%20ROUBLE&amp;text=Meanwhile%2C%20the%20annual%20inflation%20rate,bank\u2019s%20inflation%20target%20is%204%25.\" target=\"_blank\" rel=\"noopener\">inflation running high<\/a>, Russia has less room for maneuver than it has in the past \u2014 it literally can\u2019t afford oil prices to collapse. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">It would be a supreme irony if the Trump administration found a more effective way to attack the most important sector of Russia\u2019s economy while providing a boost to the west\u2019s Ukrainian allies than the Biden administration ever did. Especially if it does so via a trade policy that seems specifically designed not to hurt Russia. <\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">This piece originally ran in the Today, Explained newsletter.
