The developments add to the growing number of wind energy proposals across the island, with more than 130 turbines now either operational, approved, or awaiting consent.\n<\/p>\n<p>\n  The timing of the new applications has drawn sharp criticism from community members already engaged in the inquiry over the Ben Aketil Wind Farm repowering.\n<\/p>\n<p>\n  That project, led by developer Nadara, would double the height of existing turbines and extend the operational lifespan of the site.\n<\/p>\n<p>\n  At the public hearing earlier this week, Highland Tory councillor Ruraidh Stewart said the pace and scale of development was putting serious pressure on local authorities and communities.\u00a0\n<\/p>\n<p>\n  \u201cI was really speaking on behalf of the community, saying that a lot of people had contacted me about this development as it came through the process. Public speaking isn&#8217;t a natural thing for many \u2014 they don\u2019t want to get involved in inquiries&#8221;,\u00a0he said in an interview with The National after the session.\n<\/p>\n<p>\n  \u201cWhat they\u2019re proposing for Ben Aketil is 200-metre wind turbines. That\u2019s hard to visualise with no context \u2014 but for comparison, that\u2019s about the height of the observation deck of The Shard.\n<\/p>\n<p>\n  \u201cPutting something like that in the middle of Skye is just, by and large, inappropriate. I made the comparison in the inquiry: Skye is the second most visited tourist destination in all of Scotland, only behind <a href=\"https:\/\/www.thenational.scot\/local-news\/edinburgh-news\/\" target=\"_blank\" rel=\"noopener\">Edinburgh<\/a>.\n<\/p>\n<p>\n  \u201cIf someone proposed putting wind turbines on top of Arthur\u2019s Seat, they\u2019d be laughed out of a planning meeting.\u201d\n<\/p>\n<p>\n  <strong>READ MORE:<\/strong>\u00a0<a href=\"https:\/\/www.thenational.scot\/comment\/25250354.highland-fury-pylons-march-south-scotlands-wind-power\/?rel=cl\" target=\"_blank\" rel=\"noopener\">Lesley Riddoch: Highlanders are rallying against Scotland\u2019s energy land grab<\/a>\n<\/p>\n<p>\n  Landowners and campaigners have also raised doubts over the promised <a href=\"https:\/\/www.thenational.scot\/news\/25063718.dwp-news-interviews-updates\/\" target=\"_blank\" rel=\"noopener\">benefits<\/a> of repowering. Charles MacDonald, who owns land near the Ben Aketil site, told the inquiry that developers were overstating local gains, revealing that no jobs had been promised.\n<\/p>\n<p>\n  He shared that he had turned down three separate wind farm offers. Each company had made it clear that the construction phase wouldn\u2019t involve any local labour \u2014 workers would be brought in, complete the job, and leave.\n<\/p>\n<p>\n  Just 1.2 maintenance positions are expected to be delivered from the repowerment at Ben Aketil.\n<\/p>\n<p>\n  Campaigner Thor Klein (below), who attended this week\u2019s hearings, echoed that frustration. \u201cYou\u2019ve got consultants giving expert testimony who haven\u2019t even visited Skye. One of the cultural heritage experts admitted her whole report was done from a desk.\u201d\n<\/p>\n<p>\n  <img   style=\"width: 100%;\"\/><\/p>\n<p>\n  He said the inquiry revealed a \u201clack of preparedness\u201d by developers, and called on Scottish ministers to pause new approvals until a full review of the Scotland&#8217;s energy strategy can be completed.\n<\/p>\n<p>\n  \u201cEven the applicant had to admit there\u2019s no comprehensive plan connecting these various wind farm projects,\u201d Klein said.\n<\/p>\n<p>\n  \u201cThat lack of oversight is frankly shocking. We\u2019re facing a massive infrastructure transformation, but there\u2019s no roadmap. This leaves local councils like <a href=\"https:\/\/www.thenational.scot\/topics\/highland-council\/\" target=\"_blank\" rel=\"noopener\">Highland Council<\/a> completely overwhelmed, because corporations push multiple developments simultaneously, hoping something sticks.\n<\/p>\n<p>\n  \u201cIt\u2019s not a sustainable governance model, and I hope the reporter takes note of that.\u201d\n<\/p>\n<p>\n  He also said there was \u201clittle to no community benefit\u201d. Nadara, the developer behind Ben Aketil, has claimed that its existing wind farm has delivered \u00a3700,000 in community benefits. But critics argue that amounts to just \u00a31685 per megawatt \u2014 far below the <a href=\"https:\/\/www.thenational.scot\/topics\/scottish-government\/\" target=\"_blank\" rel=\"noopener\">Scottish Government<\/a>\u2019s non-binding benchmark of \u00a35000 per MW set in 2014.\n<\/p>\n<p>\n  <strong>READ MORE:\u00a0<\/strong><a href=\"https:\/\/www.thenational.scot\/news\/25245610.53-community-councils-demand-scottish-highland-energy-projects-pause\/?rel=cl\" target=\"_blank\" rel=\"noopener\">53 community councils unite to demand Highland energy projects pause<\/a>\n<\/p>\n<p>\n  Stewart, who is also a crofter, noted the community was disillusioned with the process, but said he was glad to see so many locals attending the sessions throughout the week.\n<\/p>\n<p>\n  \u201cBy and large, the majority of the community opposes it. But there\u2019s a real disillusionment with the process.\n<\/p>\n<p>\n  \u201cFrom what I\u2019ve heard, the council, who objected, and the Skye Wind Information Group, who instructed their own experts, made very compelling points for refusal.\n<\/p>\n<p>\n  \u201cBut there\u2019s still doubt whether those views will be meaningfully considered.\n<\/p>\n<p>\n  \u201cLook at the Ackron Wind Farm decision in East Sutherland. The government reporter recommended refusal, but Scottish ministers approved it anyway.\n<\/p>\n<p>\n  \u201cThere\u2019s a disconnect \u2014 a lack of trust that even after participating in the process, communities will be heard.\u201d\n<\/p>\n<p>\n  <img   style=\"width: 100%;\"\/><\/p>\n<p>\n  Originally the council objected due to peatland impact, in line with another statutory body. The developers then reconfigured the turbine layout to avoid some peat areas, and those objections were withdrawn.\n<\/p>\n<p>\n  Stewart believes that on paper, the peat restoration plans sound reasonable. But the best protection for peat \u201cis not damaging it in the first place,\u201d he said.\n<\/p>\n<p>\n  \u201cEspecially when so much of this power might never reach the market, digging up thousands of tonnes of peatland in the name of green energy doesn\u2019t sit right with me.\n<\/p>\n<p>\n  \u201cPeatland is vital for ecosystems, carbon storage, and climate resilience.\n<\/p>\n<p>\n  \u201cThe first Ben Aketil wind farm was supposed to operate for 33 years \u2014 now, 18 years in, they\u2019re digging it up and starting again.\n<\/p>\n<p>\n  \u201cIt happens time and again as turbines get bigger \u2014 they just dig up more.\u201d\n<\/p>\n<p>\n  Residents have also raised fears over infrastructure, emergency planning, and fire risk. Turbine components would arrive via the pier at Kyle of Lochalsh and travel by truck to remote sites on Skye. But Klein said there were no detailed transport plans provided yet \u2014 only verbal assurances.\n<\/p>\n<p>\n  \u201cWe\u2019re talking about massive vehicles on single-track roads,\u201d he said. \u201cAnd no one has explained how they\u2019ll deal with emergencies\u2014especially fires at battery storage sites, which local fire services are not equipped to handle.\u201d\n<\/p>\n<p>  Looking Ahead<\/p>\n<p>\n  With more projects entering the planning system each week, residents fear a tipping point is approaching.\n<\/p>\n<p>\n  \u201cRight now, there are three more applications on the table \u2014 this week alone,\u201d said Klein. \u201cThat\u2019s another 50 turbines. It\u2019s too much, too fast, with too little oversight.\u201d\n<\/p>\n<p>\n  As the volume of projects increases, pressure is growing on Scottish ministers to intervene. Both campaigners and councillors are calling for a coordinated national strategy that balances renewable energy goals with the protection of local communities and landscapes.\n<\/p>\n<p>\n  \u201cI&#8217;m not against wind turbines or anything like that,\u201d Klein said, \u201cit\u2019s just really crucial to ask for a pause \u2014 to evaluate, think it through, and then make decisions.\n<\/p>\n<p>\n  \u201cBecause you\u2019re overwhelming local democratically elected bodies.
