{"id":223575,"date":"2025-06-29T08:55:11","date_gmt":"2025-06-29T08:55:11","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/223575\/"},"modified":"2025-06-29T08:55:11","modified_gmt":"2025-06-29T08:55:11","slug":"trumps-shadow-fed-chair-plan-could-undermine-jerome-powell-and-weaken-the-central-bank","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/223575\/","title":{"rendered":"Trump\u2019s \u2018shadow\u2019 Fed chair plan could undermine Jerome Powell and weaken the central bank"},"content":{"rendered":"<p>      Washington<br \/>\n      CNN<br \/>\n        \u00a0\u2014\u00a0<\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmc20e8pc004828no9dip8zeg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            President Donald Trump said last week that he will announce his pick to succeed Federal Reserve Chair Jerome Powell \u201cvery soon.\u201d The problem is that Powell still has 11 months left until the end of his term.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdilfoi00003b6mipgm27zj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump remains frustrated as ever with the Fed because it has not yet lowered interest rates. He has <a href=\"https:\/\/www.cnn.com\/2025\/06\/25\/business\/powell-trump-fed-chair\" target=\"_blank\" rel=\"noopener\">relentlessly attacked Powell<\/a> for months. But announcing a Fed chair nominee this far in advance \u2014 if he makes good on that plan \u2014 would be an unprecedented development in the central bank\u2019s 111-year history.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdjnz2s000b3b6mtxlh9613@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            This person would effectively be acting as America\u2019s \u201cshadow\u201d Fed chair \u2014 a proposal Scott Bessent first floated last year before he became Trump\u2019s Treasury secretary. Such an extraordinary move could undermine the current Fed chief and intensify the <a href=\"https:\/\/www.cnn.com\/2025\/06\/24\/business\/us-consumer-confidence-june\" target=\"_blank\" rel=\"noopener\">uncertainty<\/a> that has bedeviled the US economy since Trump took office, former Fed officials and academics tell CNN.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcfaygwn0000356mbzrbe9nf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            On Friday, Trump took the idea one step further, saying he specifically wants someone in the job who will cut interest rates.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcfb1e0l0007356mug0i8ykq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI\u2019d love him (Powell) to resign if he wanted to. He\u2019s done a lousy job,\u201d Trump said at an Oval Office event, adding that he plans to replace Powell with someone who would quickly cut interest rates: \u201cIf I think somebody\u2019s going to keep the rates where they are, or whatever, I\u2019m not going to put them in.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcfb0uzm0005356mn1odn3sm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI\u2019m going to put somebody that wants to cut rates. There are a lot of them out there,\u201d he continued.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcfb0snj0003356mdtuqa4ye@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But the idea of a shadow chair drew concerns from a number of experts who spoke to CNN.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdma3sf000p3b6mydlpzuuq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt\u2019s an absolutely horrible idea,\u201d Alan Blinder, who served as the No. 2 official at the Fed during the mid-1990s, told CNN in a phone interview.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdog0r1000s3b6mmn71kdlc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Blinder said a shadow Fed chair would mean markets would have to make sense of two influential voices speaking about monetary policy at the same time, but offering potentially very different visions.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdoi2ut000v3b6m3eydc31a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIf they\u2019re not singing from the same playbook, which seems likely, this is just going to cause confusion in markets,\u201d said Blinder, a former Clinton economic adviser who is now a professor at Princeton University.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdlbgyq000d3b6m7pjx4vkk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Greg Valliere, chief US policy strategist at AGF Investments, expressed a similar sentiment in a note to investors on Thursday: \u201cThis is a terrible idea, sure to annoy and confuse financial markets if there are two Fed Chairs.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdkbq2k000f3b6m818awc70@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt all depends on just how loyal this person is expected to be to Trump,\u201d said Kathryn Judge, a professor at Columbia Law School who researches financial markets and central banking. \u201cBut we don\u2019t we know what the ramifications would be or what they\u2019d be willing to do, because this is unprecedented.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdl70gy00013b6m4kykmsun@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            US presidents have historically waited until the final months of the incumbent Fed chair\u2019s term before naming a successor.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdl9ic6000a3b6mawhngpwl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            RSM chief economist Joe Brusuelas cautioned that naming an early Fed chair could backfire, causing a jump in the very interest rates Trump is seeking to drive lower.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdkx7dv00003b6m9wa84dbj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cUndermining Powell is in no one\u2019s best interest as it will almost certainly translate to a weaker dollar and rising rates,\u201d Brusuelas said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdqfvc600093b6mbpb3oqvx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            On Wednesday, the Wall Street Journal <a href=\"https:\/\/www.wsj.com\/economy\/central-banking\/trump-next-federal-reserve-chair-powell-d3edcb9c?gaa_at=eafs&amp;gaa_n=ASWzDAiiZ4TexcC2vi1u6V8QGMvWYqA6KZBF42gi1st1tntrWJFb-bP-QImI26g5EIg%3D&amp;gaa_ts=685d370b&amp;gaa_sig=Rd7P9yFj3NofqcYYz9cDGdFPZKvLwF0zF95niDZZjY-gLxyLB7-4z4ODy4JOu7LhGH0l909-dnFlVHfQ1Xdayw%3D%3D\" target=\"_blank\" rel=\"noopener\">reported<\/a> that Trump, frustrated by Powell\u2019s reluctance to slash interest rates, could announce his nominee as early as this summer.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdqiljc000g3b6mjsk5kquc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The US dollar index, which measures the dollar\u2019s strength against six major foreign currencies, subsequently illustrated investors\u2019 discomfort with the idea of a shadow Fed chair. After the Journal\u2019s report, the US dollar was down 0.3% Thursday morning and hovered around its lowest level since February 2022.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdc5kp600093b6m00oqaq29@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The stock market, in contrast, appeared largely unfazed by the idea of Trump naming a shadow Fed chair. US stocks moved solidly higher on Thursday, flirting with record highs.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdl8dct00073b6m8gkd6too@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Valliere worries the plan for naming an early Fed chair \u201cwould politicize the Fed for a few months before stability is restored next May.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdlp7qv000g3b6m63d5d8q1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe damage to the Fed\u2019s independence would be considerable if Trump becomes a monetary back-seat driver, second-guessing Fed policies this fall,\u201d Valliere said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdckbap000g3b6m6nwkbm9m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            There are at least three contenders for the top job at the Fed, <a href=\"https:\/\/www.cnn.com\/2025\/06\/20\/economy\/fed-governor-rate-cut-july\" target=\"_blank\" rel=\"noopener\">CNN has previously reported<\/a>: Bessent; Kevin Warsh, a former Fed governor; and Christopher Waller, a current Fed governor. The Journal reported that Kevin Hassett, the director of the White House\u2019s National Economic Council, is also being considered; as well as David Malpass, who Trump in his first term nominated to helm the World Bank.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdok1dh000y3b6melbisqzn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Narayana Kocherlakota, a former president of the Federal Reserve Bank of Minneapolis who is now a professor at the University of Rochester, told CNN that a shadow Fed chair is \u201cnot great policy\u201d because the person could step on Powell\u2019s current messaging.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdom0hs00113b6m0h03dgwv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cHowever, it might be better than having the president tweet about monetary policy,\u201d Kocherlakota said, alluding to Trump\u2019s intensifying attacks on Powell via social media.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdkubf0000l3b6mv05s5ec6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Austan Goolsbee, president of the Federal Reserve Bank of Chicago, told CNBC on Thursday that the naming of a new Fed chair this far in advance would have \u201cno effect\u201d on Fed policymakers.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdptuk300003b6mv2frs7av@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            One former Fed official who sat on the rate-setting committee alongside Powell also stressed that naming a shadow Fed chair would not sway policymakers.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdr2qju000p3b6ms1jyugce@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI can tell you with absolute certainty it will have no impact on Jay Powell and the existing FOMC,\u201d this former official told CNN on the condition of anonymity, referencing the Fed\u2019s 12-member voting committee.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdr54p4000r3b6m41o97xy5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The former Fed official said some candidates Trump is considering may have second thoughts about getting announced this early in the process.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdr7dsl000t3b6mzdvwvdeg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI wouldn\u2019t want to be named at this juncture because you\u2019d be saying I am Trump\u2019s lackey. That would hurt my credibility on the Street and in Corporate America,\u201d the former official said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdl0l8i000t3b6mj5p7ksz4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            As Goolsbee alluded to, a shadow Fed chair won\u2019t have any real power before assuming the role. Trump\u2019s pick would also need to be confirmed by the Senate, though that likely won\u2019t be much of an obstacle with Republicans controlling both chambers of Congress through 2026.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcdp0gad001a3b6m8owevo1r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Even then, it won\u2019t be easy for this person to bend the Fed to their will. All monetary policy<strong> <\/strong>decisions are voted on by the FOMC, also known as the Federal Open Market Committee.
