First came the scrapped <a href=\"https:\/\/www.express.co.uk\/latest\/winter-fuel-payment\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">winter fuel payment<\/a> cut. Then the binned \u00a35billion raid on disability benefits. Now, plans to hammer farmers with inheritance tax are under fire, with more than 40 Labour MPs threatening open rebellion.<\/p>\n<p>Chancellor <a href=\"https:\/\/www.express.co.uk\/latest\/rachel-reeves\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Rachel Reeves<\/a>\u2019s attack on wealthy \u201cnon-doms\u201d is set to cost more in lost tax than it raises, as its intended targets flee. Meanwhile, under pressure from the Left, Starmer looks poised to scrap the two-child benefit cap, despite pledging to keep it just weeks ago.<\/p>\n<p>Even Labour\u2019s supposed immigration crackdown is faltering, with Starmer forced to apologise for branding Britain \u201can island of strangers\u201d. His U-turn on grooming gangs already looks half-hearted.<\/p>\n<p>Reeves, meanwhile, is losing control of the public finances and <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/finance\/personalfinance\/2074519\/five-unthinkable-taxes-rachel-reeves-hike-plug-labours-black-hole\" target=\"_blank\" rel=\"noopener\">will almost certainly hike taxes again in her next Budget<\/a>. Backbenchers have had enough.<\/p>\n<p>After a bruising week of revolt, one senior Labour figure reportedly described the situation as \u201can absolute s&#8212;show.\u201d<\/p>\n<p>Talk of a leadership challenge is no longer whispered in corridors. It\u2019s being said out loud.<\/p>\n<p>Labour MPs aren\u2019t the only ones ready to see the back of Starmer. So are voters. A new Find Out Now poll shows more than six in 10 want him gone. Barely one in four think he\u2019ll make it to the next election.<\/p>\n<p>If the rebels get their way, Starmer could soon be forced into the biggest U-turn of all. Out of Number 10.<\/p>\n<p>So who\u2019s waiting in the wings?<\/p>\n<p>According to The Mail on Sunday, the answer to Labour\u2019s mounting woes could be <a href=\"https:\/\/www.express.co.uk\/latest\/angela-rayner\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Angela Rayner<\/a>.<\/p>\n<p>The Deputy Prime Minister is quietly gathering support, with allies now openly predicting that a \u201cgravely wounded\u201d Starmer won\u2019t last the year.<\/p>\n<p>Rayner is said to top the list of potential successors among grassroots members and union bosses. While some prefer Andy Burnham, he\u2019s not an MP.<\/p>\n<p>Blairites like Wes Streeting don\u2019t stand a chance <a data-link-tracking=\"InArticle|Link\" href=\"#\">as the left takes back control of the party<\/a>.<\/p>\n<p>Rayner insists she isn\u2019t interested. But as one ally put it: \u201cThat\u2019s what she would say.\u201d<\/p>\n<p>Backers want to frame Rayner as a plain-speaking, working-class antidote to Starmer\u2019s wooden technocrat, and a streetwise challenger to <a href=\"https:\/\/www.express.co.uk\/latest\/nigel-farage\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Nigel Farage<\/a>.<\/p>\n<p>If you think things are bad now, just wait.<\/p>\n<p>Rayner is determined to push through her flagship Employment Rights Bill, a union-pleasing package of radical reforms that could blow another hole in Britain\u2019s already tattered economy.<\/p>\n<p>It\u2019s due this autumn, just as businesses are reeling from Labour\u2019s \u00a325billion national insurance hike, which has already cost 275,000 jobs.<\/p>\n<p>That\u2019s just for starters.<\/p>\n<p>Her bill will pile on another \u00a35billion in annual costs, with analysts warning it could destroy a further 50,000 jobs.<\/p>\n<p>It scraps key trade union laws, bans zero-hour contracts, boosts redundancy rights, <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/news\/politics\/2023574\/angela-rayner-workers-rights-labour\" target=\"_blank\" rel=\"noopener\">and lets ministers drag firms through employment tribunals<\/a>, even without a formal complaint.<\/p>\n<p>It\u2019s a throwback to the 1970s, with union barons back in charge.<\/p>\n<p>The <a href=\"https:\/\/www.express.co.uk\/latest\/conservative-party\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Tories<\/a> warn it could trigger a \u00a31billion tax hike as shrinking profits slash corporation tax receipts.<\/p>\n<p>But Labour MPs and activists will love it. They\u2019ve dreamed of reversing Margaret Thatcher\u2019s 1980s trade union reforms for decades. With Rayner in No.10 and a thumping majority behind her, that dream could become a dangerous reality.<\/p>\n<p>We may not miss <a href=\"https:\/\/www.express.co.uk\/latest\/keir-starmer\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Keir Starmer<\/a>.
