Chancellor <a href=\"https:\/\/www.express.co.uk\/latest\/rachel-reeves\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">Rachel Reeves<\/a> has reversed changes which axed the payment for 9 million pensioners in England and Wales.<\/p>\n<p>The change means that those who missed out last year after the controversial money-saving change will get the money this year. However those who have a combined taxable income of \u00a335,000 will have to pay it back.<\/p>\n<p>One fact in the payments is that there are two levels &#8211; one of \u00a3200 and one of \u00a3300 &#8211; and it depends when a person was born to get the higher level.<\/p>\n<p>Appearing on <a href=\"https:\/\/www.express.co.uk\/latest\/bbc\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">BBC<\/a> Morning Live, <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/finance\/personalfinance\/2074329\/martin-lewis-gives-premium-bonds\" target=\"_blank\" rel=\"noopener\">finance expert Laura Pomfret<\/a> said: \u201cThis year everyone over <a href=\"https:\/\/www.express.co.uk\/latest\/state-pension\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">state pension<\/a> age in England and Wales with an income of or below \u00a335,000 will benefit from a <a href=\"https:\/\/www.express.co.uk\/latest\/winter-fuel-payment\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">winter fuel payment<\/a> this winter. Northern Ireland will mirror these rules, and the Scotland system is similar, the rates are slightly higher by a few pounds.\u201d<\/p>\n<p>Explaining who gets what she said: \u201cEssentially it will be \u00a3200 <a href=\"https:\/\/www.express.co.uk\/latest\/winter-fuel-payment\" data-link-tracking=\"InArticle|AutoLink\" target=\"_blank\" rel=\"noopener\">winter fuel payment<\/a> per household if the oldest qualifying resident is under 80, and it\u2019ll be \u00a3300 pounds per household if at least one resident is 80+. nd for couples not on pension credit or universal Credit. The payment is split, so it could be. For example, \u00a3100 and \u00a3100, or it could be \u00a3200 and \u00a3100, but basically, have a look which one you may fit into and and that\u2019s the payment that you will get.<\/p>\n<p>\u201cAnd the money crucially is going to be given to all pensioners in November and December this year. You don\u2019t need to apply for it. But if you\u2019re not technically eligible, something called a clawback will happen later.\u201d<\/p>\n<p><a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/latest\/bbc\" target=\"_blank\" rel=\"noopener\"><br \/>BBC<\/a>\u00a0<a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/latest\/cost-of-living\" target=\"_blank\" rel=\"noopener\">Cost of Living<\/a> correspondent Colletta Smith has said people who have their birthday on a certain date will scrape into the benefit. People born before a certain date are sure to get it &#8211; and it\u2019s <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/finance\/personalfinance\/2071996\/new-300-winter-fuel-payment-scam-text\" target=\"_blank\" rel=\"noopener\">all about having a birthday in time<\/a> to meet the threshold in \u2018qualification week.\u2019<\/p>\n<p>Ms Smith said: \u201cThe crucial week we all need to remember is between the 15th and the 25th of September. So if you have had your birthday by the 21st of September and you\u2019ve become a state pensioner, then at that point you qualify for the <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/latest\/winter-fuel-payment\" target=\"_blank\" rel=\"noopener\">winter fuel payment<\/a> this coming winter. So it\u2019s that week that\u2019s what they call the qualifying week. 15th to 21st, September.\u201c<\/p>\n<p>Ms Pomfret also warned some people may need to contact the Department of Work and Pensions to make sure they get the money. She said: \u201cSome individuals may need to contact the Department of Work and Pensions and to claim a <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/latest\/winter-fuel-payment\" target=\"_blank\" rel=\"noopener\">winter fuel payment<\/a> because for a couple of different reasons, if you\u2019ve deferred your <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/latest\/state-pension\" target=\"_blank\" rel=\"noopener\">state pension<\/a>, so if you\u2019re of <a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/latest\/state-pension\" target=\"_blank\" rel=\"noopener\">state pension<\/a> age, but you\u2019ve deferred it, then you will have to contact, you could have been living abroad and come back back over.<\/p>\n<p>\u201cSo there\u2019s a couple of different reasons why you may need to apply, and claims can be made until the 31st of March next year. So if you think you can claim it and you need to proactively do it, and if you fit one of those categories, do it, but otherwise you\u2019ll just get it.<\/p>\n<p>\u201cThe majority, it just just happens automatically because that\u2019s where we talk about scams getting involved really, really careful if you see something pop up like that.\u201d<\/p>\n<p><a data-link-tracking=\"InArticle|Link\" href=\"https:\/\/www.express.co.uk\/latest\/bbc\" target=\"_blank\" rel=\"noopener\">BBC<\/a> Morning Live host Michelle Ackerly asked: \u201cYou just touched on a claw back there. What\u2019s the clawback mechanism then.\u201d Ms Pomfret explained: \u201cThis effectively creates a universal payment.<\/p>\n<p>&#8220;It\u2019s really important. It means that everyone gets it, so there\u2019s not a risk of someone not getting it who is eligible, and then we take it back from those people that earn higher than the income threshold that\u2019s been set.
