\n Mill View Care Home<\/a>\u00a0in\u00a0Bridgeman Street<\/a>\u00a0was inspected by the education watchdog, the\u00a0Care Quality Commission\u00a0(CQC)<\/a>,\u00a0from March to May this year.\n<\/p>\n

\n Inspectors said that they found three breaches of legal regulations regarding safe management of medicines, risk management and staffing.\n<\/p>\n

\n They said that the provider \u201cdid not always make sure there were enough staff”.\n<\/p>\n

\n Staff were seen to move \u201chastily between tasks\u201d and \u201cdid not have time to support people to engage in meaningful activities and stimulation\u201d.\n<\/p>\n

\n A spokesperson for the\u00a0care home said that they “do not agree” with “many of the findings of the CQC’s recent report”.\n<\/p>\n

\n They said they are contesting the report and have already implemented a “robust action plan”.\n<\/p>\n

\n They said that they face challenges from “chronic underfunding in social care” which makes it “difficult to recruit trained staff for the delivery of safe care”.\n<\/p>\n

\n Inspectors said that some residents were left for long periods of time without interacting with staff.\n<\/p>\n

\n One resident said: \u201cThe staff are fine,\u00a0they try their best but there are not enough of them.\n<\/p>\n

\n \u201cI am two to one [staff ratio] so if I need the toilet, I usually have to wait a while.\u201d\n<\/p>\n

\n Staff members also told inspectors that there were not enough of them, according to the report.\n<\/p>\n

\n They said: \u201cWe are probably short-staffed once a week on average. Breakfast time is really hard, it can be 12 before everyone has eaten.\u201d\n<\/p>\n

\n Inspectors said that for people on prescribed medicines<\/a> patches, there was a record of where they were applied, but staff hadn\u2019t always rotated the location.\n<\/p>\n

\n Inspectors said that for two people on paracetamol-containing products, they had been given doses too close together.\n<\/p>\n

\n They said that for one person on time-sensitive medicines, this had not always been given at the prescribed time.\n<\/p>\n

\n Inspectors said there was a lack of activities in the home, and asked residents if their social and recreational needs were being met.\n<\/p>\n

\n One said: \u201cThere\u2019s not much going on, I stay in my room a lot,\u201d and another said: \u201cThere\u2019s not a lot to do, except watch TV.\u201d\n<\/p>\n

\n However, residents spoke highly of the staff who cared for them \u2013 especially those they had known for a while and bonded with.\n<\/p>\n

\n One said: \u201cThe staff are very helpful, couldn\u2019t be better\u201d.\n<\/p>\n

\n Inspectors said that the management team had changed in the three months before the inspection \u2013 with a new home manager and clinical unit coordinator.\n<\/p>\n

\n Some relatives and most of the staff said that these had been positive changes \u2013 and described the new home manager as \u201cvisible, approachable and down to earth\u201d.\n<\/p>\n

\n One relative said: \u201cThere is a new manager, only been here a few weeks, but seems good.\n<\/p>\n

\n \u201cIt\u2019s what they need here, a manager going actively round and sorting things out.\u201d\n<\/p>\n

\n One staff member said: \u201cThe service has improved significantly.\n<\/p>\n

\n \u201cThe management are much more helpful and the culture is much better.\u201d\n<\/p>\n

\n Another staff member said: \u201c[The manager] is competent and has the appropriate experience to do the role.\u201d\n<\/p>\n

\n A care home spokesperson\u00a0said: “The safety and well-being of our residents is our highest priority.\u00a0\n<\/p>\n

\n “We do not agree with many of the findings of the CQC\u2019s recent report and are contesting it with\u00a0evidence, those that are relevant are being urgently addressed.\u00a0\n<\/p>\n

\n “A robust action plan has already been implemented and local authorities urged to complete assessments of high dependency residents and resource them appropriately.\u00a0 \u00a0\n<\/p>\n

\n “As the government and the regulator is aware, these challenges\u00a0emerge due to chronic underfunding in social care and delays in local authority assessments for high-dependency residents, which place considerable strain on resources.\u00a0\n<\/p>\n

\n “Without adequate resource commitment by the authorities, who pay below the cost of care, it is difficult to recruit trained staff for the delivery of safe care.\n<\/p>\n
