{"id":233609,"date":"2025-07-03T02:59:12","date_gmt":"2025-07-03T02:59:12","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/233609\/"},"modified":"2025-07-03T02:59:12","modified_gmt":"2025-07-03T02:59:12","slug":"northern-ireland-illegal-dumping-fines-a-fraction-of-cost-of-cleaning-up-mess-report-finds","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/233609\/","title":{"rendered":"Northern Ireland illegal dumping fines a &#8220;fraction&#8221; of cost of cleaning up mess, report finds"},"content":{"rendered":"<p>Audit Office says inspection visits to high-risk sites have significantly reduced in recent years<img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/07\/0_waste1.jpg\" loading=\"eager\"  \/>Stock image of dump(Image: Natural Resources Wales )<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Potential profits from illegal dumping in Northern Ireland far outweigh any sanctions, an Audit Office report has found.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Comptroller and Auditor General Dorinnia Carville said financial penalties through fines and confiscation orders are a \u201cfraction\u201d of the costs of dealing with waste legally.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Her report has concluded that current measures for regulating and inspecting the waste sector are not achieving value for money and put at risk delivery of the Northern Ireland <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.belfastlive.co.uk\/all-about\/environment \" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">Environment<\/a> Agency\u2019s (NIEA) obligations to protect the environment. Ms Carville said the current operation of the inspection regime \u201cdoes not adequately identify or discourage criminality\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The report said that as well as causing damage to the environment, waste crime is estimated to cost around \u00a334 million annually in Northern Ireland, excluding the costs stemming from rectifying environmental and social harm, evaded taxes and lost legitimate business. The report said that total potential profits from <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.belfastlive.co.uk\/all-about\/crime\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">illegal<\/a> dumping far outweigh the sanctions.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Court fines imposed in relation to waste crime since 2019 amount to approximately \u00a31 million but the report said it is estimated that the total costs of legally disposing of the waste involved in these proceedings would have been \u00a317 million.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">In addition, the report concludes that the <a class=\"TextLink_text-link__dBSS0 TextLink_enabled__dJF3l\" href=\"https:\/\/www.belfastlive.co.uk\/all-about\/DAERA\" target=\"_self\" aria-label=\"\" tabindex=\"0\" rel=\"noopener\">NIEA\u2019s<\/a> current inspection arrangements are \u201cinsufficient to effectively detect and prevent waste crime\u201d.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The report said the number of planned inspection visits to high-risk sites has significantly reduced in recent years. In 2017-18 there were 12 planned visits per high-risk site per year, but this has now fallen to six or eight depending on the type of site.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">It said that no inspections matching waste materials arriving and leaving sites, or verifying waste on-site, have been conducted in the last two years.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The report also said waste carriers are not subject to any routine inspection regime, and stop and search operations targeting carriers are \u201crelatively uncommon\u201d, with only one such operation being conducted in 2024.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">The report said poor data collection and management information undermines the NIEA\u2019s ability to regulate the waste management industry as effectively as it could. It said it also struggles to recruit and retain specialist skills in a number of areas.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">Ms Carville said: \u201cThe existing approach to regulating waste requires significant improvement. The current operation of the inspection regime does not adequately identify or discourage criminality.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cLegal enforcement activities, even when successful, rarely result in polluters remediating the damage caused. Furthermore, financial penalties through fines and confiscation orders are a fraction of the costs of dealing with the waste legally.<\/p>\n<p class=\"Paragraph_paragraph-text__PVKlh \">\u201cAs a result, damage is being caused to the environment and the cost for remediation often falls to taxpayers.
