{"id":24152,"date":"2025-04-16T07:22:11","date_gmt":"2025-04-16T07:22:11","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/24152\/"},"modified":"2025-04-16T07:22:11","modified_gmt":"2025-04-16T07:22:11","slug":"with-new-museum-france-wades-into-divisive-nation-building-project","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/24152\/","title":{"rendered":"With New Museum, France Wades Into Divisive Nation-Building Project"},"content":{"rendered":"<p class=\"paragraph larva \/\/ a-font-body-m     \">\n\tIn December, <a href=\"https:\/\/www.artnews.com\/t\/india\/\" id=\"auto-tag_india\" data-tag=\"india\" target=\"_blank\" rel=\"noopener\">India<\/a> and France <a href=\"https:\/\/pib.gov.in\/PressReleasePage.aspx?PRID=2086273\" rel=\"nofollow noopener\" target=\"_blank\">quietly reached an agreement<\/a> for <a href=\"https:\/\/www.artnews.com\/t\/france-museums\/\" id=\"auto-tag_france-museums\" data-tag=\"france-museums\" target=\"_blank\" rel=\"noopener\">France Mus\u00e9ums<\/a> D\u00e9veloppement (FMD) to help develop the Yuga Yugeen Bharat National Museum in Delhi, which would replace the current National Museum of India. The museum will span 1.67 million square feet across several current government buildings which will be redeveloped for the new purpose.<\/p>\n<p class=\"paragraph larva \/\/ a-font-body-m     \">\n\tAnnounced in 2023, the YYBNM is the passion project of Indian Prime Minister Narendra Modi, who has <a href=\"https:\/\/apnews.com\/article\/india-election-narendra-modi-hindu-nationalism-rss-79c30c8ae750a9c037d86b9e2c1b640c\" rel=\"nofollow noopener\" target=\"_blank\">been widely criticized<\/a> for mainstreaming an exclusionary Hindu nationalism. As part of his Hindutva political project, Modi\u2019s right-wing BJP government has sought to exclude or minimize the country\u2019s sizable minority communities from<a href=\"https:\/\/www.theguardian.com\/world\/2023\/apr\/06\/indian-government-accused-of-rewriting-history-after-edits-to-schoolbooks?utm_source=chatgpt.com\" rel=\"nofollow noopener\" target=\"_blank\"> textbooks<\/a> and <a href=\"https:\/\/www.reuters.com\/investigates\/special-report\/india-modi-culture\/?utm_source=chatgpt.com\" rel=\"nofollow noopener\" target=\"_blank\">history books<\/a>,<a href=\"https:\/\/apnews.com\/article\/india-sanskrit-name-bharat-modi-g20-72782ba81aa67dcf7e197a98fec9b5f5\" rel=\"nofollow noopener\" target=\"_blank\"> historical landmarks and tourist attractions<\/a>, and even the <a href=\"https:\/\/apnews.com\/article\/india-sanskrit-name-bharat-modi-g20-72782ba81aa67dcf7e197a98fec9b5f5\" rel=\"nofollow noopener\" target=\"_blank\">official name of the state<\/a>. Modi and the BJP often use Bharat, a Sanskrit and Hindi word for India that many have said reinforces Hindu supremacy.<\/p>\n<p>\t\tRelated Articles<\/p>\n<p>\t\t\t\t\t\t<img decoding=\"async\" class=\"c-lazy-image__img lrv-u-background-color-grey-lightest lrv-u-width-100p lrv-u-display-block lrv-u-height-auto\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/04\/GettyImages-1398921625.jpg\" data-lazy-src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/04\/GettyImages-1398921625.jpg\" alt=\"Portrait of Narendra Modi before a microphone.\" data-lazy- data-lazy- height=\"\" width=\"\"\/><\/p>\n<p class=\"paragraph larva \/\/ a-font-body-m     \">\n\tThe new museum\u2019s name uses Bharat instead of India and translates to \u201cthe museum of timeless and eternal India.\u201d The intention there was made clearer last month, when Indian news outlet the Wire <a href=\"https:\/\/thewire.in\/culture\/delhi-national-museum-yuga-yugeen-bharat\" rel=\"nofollow noopener\" target=\"_blank\">published an investigation<\/a> into the museum\u2019s development. It uncovered an internal document detailing plans for the museum that repeatedly refers to India as Bharat and which contains various historical inaccuracies and seemingly politically-motivated wordings for historical events. One historian, Supriya Varma, who has taught at Jawaharlal Nehru University, told the Wire that the document contained \u201ca very outdated framework of archaeology and history.\u201d The descriptions of certain events, the Wire found, reflect Modi\u2019s speeches, most notably referring to 12th-century migrations from Central Asia as \u201cinvasions.\u201d<\/p>\n<p class=\"paragraph larva \/\/ a-font-body-m     \">\n\tSo far FMD\u2019s role in YYBNM\u2019s development has been stated to include \u201ca comprehensive feasibility study, encompassing museum case studies, interpretive planning, and building programming.\u201d The head of FMD, Herv\u00e9 Barbaret, clarified to Le Monde this week that \u201cthe French bring the methodological dimension, feasibility studies to the Indians, but we do not intervene in the subject matter and the choice of works.\u201d But Barbaret\u2019s\u2014and by extension FMD\u2019s\u2014distancing from YYBNM\u2019s content is not as absolving as he thinks. After all, France has a recent history of providing legitimacy to museums in autocratic countries by lending its global reputation and its museums\u2019 brands.<\/p>\n<p class=\"paragraph larva \/\/ a-font-body-m     \">\n\tIn 2018, the country signed a 10-year, \u20ac30 million ($32.4 million) per year deal to help Saudi Arabia develop AlUla, a desert region filled with 30,000 historical sites. That project, which has seen France aide in the development of luxury lodging, fine-dining, and arts and cultural exhibitions, is at the center of Saudi Vision 2030, Crown Prince Mohammed bin Salman al Sud\u2019s mega-plan to modernize the kingdom and draw international tourists. The Centre Pompidou, France\u2019s national museum of modern art, signed a separate agreement to develop a contemporary arts space in AlUla, as <a href=\"https:\/\/www.artnews.com\/list\/art-in-america\/features\/centre-pompidous-saudi-arabia-alula-deal-explained-1234667640\/louvre-abu-dhabi-2\/\" target=\"_blank\" rel=\"noopener\">Devorah Lauter reported <\/a>for Art in America two years ago. The AlUla project has drawn scrutiny for <a href=\"https:\/\/www.artnews.com\/art-news\/news\/french-agency-developing-alula-in-saudi-arabia-facing-internal-audit-1234697784\/\" target=\"_blank\" rel=\"noopener\">alleged graft and money laundering<\/a> of involved Saudi officials, to say nothing of the optics of signing a ten-year-deal with Salman\u2019s repressive government the same year it murdered dissident journalist Jamal Khashoggi.<\/p>\n<p class=\"paragraph larva \/\/ a-font-body-m     \">\n\tGo back further and there is, of course, FMD\u2019s landmark $1 billion, 30-year-agreement with the United Arab Emirates to develop and support the Louvre Abu Dhabi in 2007. (The agreement was extended in 2021 for an additional ten years and $186 million.) While less immediately contentious, the deal has faced criticism due to alleged labor abuses during construction and, more recently, an investigation into antiquities acquisitions that <a href=\"https:\/\/www.artnews.com\/art-news\/news\/french-court-upholds-charges-jean-luc-martinez-antiquities-trafficking-investigation-1234656254\/\" target=\"_blank\" rel=\"noopener\">led to charges<\/a> against the Louvre\u2019s former president and a curator for fraud and money laundering.<\/p>\n<p class=\"paragraph larva \/\/ a-font-body-m     \">\n\tThe controversy around France\u2019s deal with India may appear more ambiguous to a Western audience. Is it France\u2019s concern if the YYBNM decides to portray a skewed history of India that privileges Hindu culture and a Hindutva ideology, even if its role is limited to \u201cspecific areas of technical collaboration,\u201d as the Indian Ministry of Culture laid out in a December press release?<\/p>\n<p class=\"paragraph larva \/\/ a-font-body-m     \">\n\tBarbaret <a href=\"https:\/\/www.lemonde.fr\/en\/culture\/article\/2025\/04\/14\/french-museums-agency-faces-controversy-over-plans-to-build-world-s-largest-museum-in-india_6740211_30.html\" rel=\"nofollow noopener\" target=\"_blank\">told Le Monde<\/a> that he doesn\u2019t think so. \u201cToday, nothing leads us to think that Indians will want to erase India\u2019s Muslim or Buddhist past or the British presence,\u201d he said. <\/p>\n<p class=\"paragraph larva \/\/ a-font-body-m     \">\n\tBut Barbaret\u2019s optimism seems misplaced. The development of YYBNM, given the Wire\u2019s reporting, aligns with Modi\u2019s broader efforts to use museums and cultural institutions to recast national identity. Since 2016, the National Museum has been led by Buddha Rashmi Mani, best known for a 2003 archaeological survey that found a 10th-century temple beneath the site of the Babri Mosque. That mosque was demolished by Hindu extremists in 1992, leading to riots that killed over 2,000 people. The survey findings\u2014disputed by many archaeologists\u2014were used to justify the construction of a new Hindu temple. Last year, ahead of general elections, Modi <a href=\"https:\/\/www.aljazeera.com\/news\/2024\/1\/22\/indias-modi-opens-ram-temple-built-on-site-of-demolished-mosque-in-ayodhya\" rel=\"nofollow noopener\" target=\"_blank\">inaugurated the new temple<\/a> built on the site. Attacks by <a href=\"https:\/\/www.washingtonpost.com\/world\/2024\/01\/25\/india-ayodhya-hindu-nationalism-attacks\/\" rel=\"nofollow noopener\" target=\"_blank\">Hindu nationalist mobs on Muslims and other minorities<\/a> followed.<\/p>\n<p class=\"paragraph larva \/\/ a-font-body-m     \">\n\tThe BJP has initiated several redevelopment projects in Delhi, demolishing the Hall of Nations in 2017 <a href=\"https:\/\/timesofindia.indiatimes.com\/india\/nehru-museum-renaming-row-modi-replaced-n-with-p-for-pettiness-says-congress-bjp-hits-back\/articleshow\/102777241.cms\" rel=\"nofollow noopener\" target=\"_blank\">and, in 2023, rebranding the Nehru Memorial Museum and Library Society<\/a> to the more generic Prime Ministers\u2019 Museum and Library Society. At the time, Indian opposition politician Jairam Ramesh wrote that the move was part of Modi\u2019s \u201csingle-point agenda of denying, distorting, defaming, and destroying\u201d the legacy of Jawaharlal Nehru, the Republic of India\u2019s first prime minister.<\/p>\n<p class=\"paragraph larva \/\/ a-font-body-m     \">\n\tWhile France\u2019s role in YYBNM may seem like the neutral application of technocratic expertise, the context demands scrutiny. Museums are an ideological battleground, as President Donald Trump has made so abundantly clear in recent months through executive orders and <a href=\"https:\/\/www.artnews.com\/art-news\/news\/institute-of-museum-and-library-services-staff-leave-doge-1234737446\/\" target=\"_blank\" rel=\"noopener\">funding cuts<\/a> seemingly intended to compel institutions to close DEI offices and to drop what he has called \u201ca divisive race-centered ideology.\u201d Maybe Trump\u2019s next move will be the establishment of a brand new national network of museums with his preferred ideology, with the assistance of France.<\/p>\n<p class=\"paragraph larva \/\/ a-font-body-m     \">\n\tAfter all, one of the first leaders to <a href=\"https:\/\/www.whitehouse.gov\/gallery\/president-donald-trump-meets-with-prime-minister-narendra-modi-of-india\/\" rel=\"nofollow noopener\" target=\"_blank\">make a state visit <\/a>to the White House this year was none other than Modi.
