His cause: the creation of a single European nation \u2014 a United States of Europe. <\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">In 2035, seven European countries \u2014 France, Italy, Germany, Belgium, the Netherlands, Luxembourg, and Poland \u2014 merged and established the European Federation. Macron was elected its first president.<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">Now, a decade later, Macron is finishing his second term. Under his leadership, the Federation has expanded to more than 20 countries. It has repelled the Russian threat. And it has grown into a global superpower to rival America and China.<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">The idea of a United States of Europe might sound like a fantasy, but it is a serious proposition whose time has come. Threatened by Vladimir Putin on its eastern flank and abandoned by Donald Trump\u2019s America, Europe must evolve or fall apart. As the new German chancellor, Friedrich Merz, <a href=\"https:\/\/www.politico.eu\/article\/friedrich-merz-germany-election-united-states-donald-trump-nato\/\" target=\"_blank\" rel=\"noopener\">put it<\/a>, \u201cMy absolute priority will be to strengthen Europe as quickly as possible so that, step by step, we can really achieve independence from the USA.\u201d<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">The best way to do that will be to form a European federation. A federation would unite Europe far more extensively than the European Union does \u2014 it would bind countries into a truly unified system of government like what exists in the United States. And it\u2019s the only way the continent can guarantee its security, protect its democratic values, and secure its influence in the 21st century and beyond.<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">The current EU is a constitutional Frankenstein: a byzantine economic and political union whose power is split between the <a href=\"https:\/\/commission.europa.eu\/index_en\" target=\"_blank\" rel=\"noopener\">European Commission<\/a> in Brussels and the 27 <a href=\"https:\/\/european-union.europa.eu\/principles-countries-history\/eu-countries_en\" target=\"_blank\" rel=\"noopener\">member states<\/a>. There\u2019s also the European Council and the Council of the European Union \u2014 each of which plays a different role in setting the rules for the EU. <\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">That\u2019s not all. There\u2019s also a <a href=\"https:\/\/www.europarl.europa.eu\/portal\/en\" target=\"_blank\" rel=\"noopener\">European Parliament<\/a>, directly elected by European voters, which shares legislative power with the Council \u2014 the Council of the European Union, that is, not the European Council. The Parliament also <a href=\"https:\/\/www.europarl.europa.eu\/news\/en\/press-room\/20240710IPR22812\/parliament-re-elects-ursula-von-der-leyen-as-commission-president\" target=\"_blank\" rel=\"noopener\">votes to elect<\/a> the president of the Commission, who is nominated by the Council \u2014 the European Council, that is, not the Council of the European Union.<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">Oh, and 20 EU countries <a href=\"https:\/\/european-union.europa.eu\/institutions-law-budget\/euro\/countries-using-euro_en\" target=\"_blank\" rel=\"noopener\">have adopted<\/a> the euro as their currency, while seven <a href=\"https:\/\/european-union.europa.eu\/institutions-law-budget\/euro\/countries-using-euro_en\" target=\"_blank\" rel=\"noopener\">have kept<\/a> their own.<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">Confused? You\u2019re not alone. <a href=\"https:\/\/fidu.it\/language\/en\/how-much-do-we-know-about-the-eu-results-of-a-european-survey\/\" target=\"_blank\" rel=\"noopener\">According to surveys<\/a>, nearly half of European citizens are, too. As a result of its Kafkaesque institutions, the EU moves at a snail\u2019s pace. And let\u2019s not even talk about foreign policy. While Brussels does its best to get all the European countries in line, national governments still call the shots. No wonder Henry Kissinger <a href=\"https:\/\/www.ft.com\/content\/c4c1e0cd-f34a-3b49-985f-e708b247eb55\" target=\"_blank\" rel=\"noopener\">liked to quip<\/a>, \u201cWho do I call if I have to speak to Europe?\u201d<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">Everything would be simpler with a European federation. The historian Brendan Simms, who leads Cambridge University\u2019s <a href=\"https:\/\/www.cfg.cam.ac.uk\/about\/people\/professor-brendan-simms\/\" target=\"_blank\" rel=\"noopener\">Centre for Geopolitics<\/a>, has proposed that the EU remake itself \u201con Anglo-American constitutional principles.\u201d <\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">Think of how the United Kingdom or the United States works: There is one central government, with devolved governments at the regional or state levels. As Simms outlines in his book \u201c<a href=\"https:\/\/www.penguin.co.uk\/books\/297037\/britains-europe-by-simms-brendan\/9780141983905\" target=\"_blank\" rel=\"noopener\">Britain\u2019s Europe<\/a>,\u201d a European federation, or a United States of Europe if you will, would have a president elected by universal suffrage, as well as two parliamentary chambers. There would also be a single military, a single foreign intelligence agency, and, crucially, a single voice on the international scene. Each country would hold a referendum on whether to join.<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">A federal Europe isn\u2019t a new idea. It became a real possibility after World War II. In 1951, six countries \u2014 including France, West Germany, and Italy \u2014 formed a <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=legissum:xy0022\" target=\"_blank\" rel=\"noopener\">common market for coal and steel<\/a>. Two years later, they laid plans for a <a href=\"https:\/\/www.cvce.eu\/en\/recherche\/unit-content\/-\/unit\/02bb76df-d066-4c08-a58a-d4686a3e68ff\/6550430e-98c0-4441-8a60-ec7c001c357b\" target=\"_blank\" rel=\"noopener\">European Political Community<\/a>. A constitution was drafted: It proposed a parliamentary system with an \u201cexecutive council.\u201d Laws voted on by the Parliament would apply to all six countries. There was also going to be one European army. But the French hesitated, afraid of giving up their \u201csovereignty,\u201d and the whole project collapsed. <\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">At the end of the Cold War, Europe had another chance to become a federation with the advent of the EU in 1993. The German chancellor, Helmut Kohl, <a href=\"https:\/\/www.penguin.co.uk\/books\/297037\/britains-europe-by-simms-brendan\/9780141983905\" target=\"_blank\" rel=\"noopener\">wanted to<\/a> fulfill \u201cwhat the founding fathers of modern Europe dreamed of after the last war: the United States of Europe.\u201d But the French (again) <a href=\"https:\/\/www.penguin.co.uk\/books\/279961\/roller-coaster-by-kershaw-ian\/9780141980447\" target=\"_blank\" rel=\"noopener\">wouldn\u2019t have it<\/a>. And so the EU (again) became an economic union with limited political power. Kohl warned that it was unlikely to last. \u201cThe idea of maintaining in the long run an economic and a currency union without political union is mistaken,\u201d <a href=\"https:\/\/www.penguin.co.uk\/books\/279961\/roller-coaster-by-kershaw-ian\/9780141980447\" target=\"_blank\" rel=\"noopener\">he said<\/a>.<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">But Kohl\u2019s warning fell on deaf ears. Pundits predicted that the EU would soon rival the United States as the apex of liberal civilization. Books appeared with grand titles like \u201c<a href=\"https:\/\/www.amazon.co.uk\/European-Dream-Europes-Eclipsing-American\/dp\/1585423459\" target=\"_blank\" rel=\"noopener\">The European Dream<\/a>\u201d and \u201c<a href=\"https:\/\/www.amazon.co.uk\/WHY-EUROPE-WILL-21ST-CENTURY\/dp\/0007195311\" target=\"_blank\" rel=\"noopener\">Why Europe Will Run the 21st Century<\/a>.\u201d<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">They were all wildly mistaken. First there was the 2008 financial crash, then the eurozone debt crisis, the 2015 migration wave, the COVID-19 pandemic, and the war in Ukraine. Political power mattered more than ever.<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">But under pressure, the EU has started to show some teeth. Take Russia\u2019s invasion of Ukraine. The EU has given <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/crew8y7pwd5o\" target=\"_blank\" rel=\"noopener\">$50 billion in aid<\/a> to Ukraine since 2022, and the European Commission recently presented <a href=\"https:\/\/www.theguardian.com\/world\/2025\/mar\/04\/eu-plan-to-bolster-europes-defences-could-raise-800bn-for-ukraine\" target=\"_blank\" rel=\"noopener\">an ambitious plan<\/a> to rearm Europe. It gives member states more leeway to boost defense spending without falling afoul of Brussels\u2019s deficit rules. And it unlocks \u20ac150 billion ($176 billion) in loans to help them do it. Altogether, the plan is expected to unleash \u20ac800 billion ($940 billion) in defense spending and investment among EU nations by 2030.<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">In recent years, the EU has also <a href=\"https:\/\/www.theguardian.com\/world\/2025\/apr\/11\/eu-will-not-rip-up-tech-rules-for-trade-deal-with-trump-senior-official-says\" target=\"_blank\" rel=\"noopener\">taken on <\/a>Big Tech, enacting <a href=\"https:\/\/digital-markets-act.ec.europa.eu\/index_en\" target=\"_blank\" rel=\"noopener\">strict regulations<\/a> and <a href=\"https:\/\/www.reuters.com\/sustainability\/boards-policy-regulation\/apple-fined-570-million-meta-228-million-breaching-eu-law-2025-04-23\/\" target=\"_blank\" rel=\"noopener\">fining Apple and Meta<\/a> for breaching EU competition law. This <a href=\"https:\/\/www.lemonde.fr\/en\/economy\/article\/2025\/03\/09\/trump-fires-back-at-eu-tech-regulation_6738972_19.html\" target=\"_blank\" rel=\"noopener\">has irked<\/a> the Trump administration. Peter Navarro, the president\u2019s senior adviser on trade, <a href=\"https:\/\/www.theguardian.com\/world\/2025\/apr\/11\/eu-will-not-rip-up-tech-rules-for-trade-deal-with-trump-senior-official-says\" target=\"_blank\" rel=\"noopener\">decried it <\/a>as \u201clawfare.\u201d<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">Macron deserves much of the credit for Europe\u2019s awakening, despite France\u2019s historic resistance to a unified Europe. \u201cOnly Europe can guarantee genuine sovereignty or our ability to exist in today\u2019s world to defend our values and interests,\u201d he said <a href=\"https:\/\/www.elysee.fr\/en\/emmanuel-macron\/2017\/09\/26\/president-macron-gives-speech-on-new-initiative-for-europe\" target=\"_blank\" rel=\"noopener\">in a landmark speech<\/a> at the Sorbonne in 2017.<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">At the height of the pandemic, Macron spearheaded the creation of an <a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/recovery-plan-europe_en\" target=\"_blank\" rel=\"noopener\">\u20ac800 billion<\/a> ($940 billion) \u201cEuropean recovery fund.\u201d For the first time, the EU <a href=\"https:\/\/geopolitique.eu\/en\/2024\/04\/26\/macron-europe-it-can-die-a-new-paradigm-at-the-sorbonne\/\" target=\"_blank\" rel=\"noopener\">borrowed collectively<\/a> on behalf of all its member states. This was a huge leap forward: It meant that smaller countries could access bigger, better loans than they ever could have on their own, thanks to the <a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/eu-budget\/eu-borrower-investor-relations\/eu-credit-strength_en\" target=\"_blank\" rel=\"noopener\">EU\u2019s strong credit rating<\/a>. The media <a href=\"https:\/\/www.washingtonpost.com\/politics\/2020\/05\/28\/no-this-isnt-europes-hamiltonian-moment\/\" target=\"_blank\" rel=\"noopener\">hailed it<\/a> as Europe\u2019s \u201cHamiltonian moment.\u201d As Macron put it in <a href=\"https:\/\/geopolitique.eu\/en\/2024\/04\/26\/macron-europe-it-can-die-a-new-paradigm-at-the-sorbonne\/\" target=\"_blank\" rel=\"noopener\">another major speech<\/a> at the Sorbonne last year, \u201cIt was a choice of a united Europe.\u201d<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">But Europe must unite more closely still. The circumstances demand it. It\u2019s become obvious that Russia <a href=\"https:\/\/www.cnas.org\/publications\/commentary\/for-putin-the-eu-is-a-bigger-threat-than-nato\" target=\"_blank\" rel=\"noopener\">sees<\/a> the EU as an enemy. It\u2019s waging <a href=\"https:\/\/investigations.news-exchange.ebu.ch\/playing-with-fire-are-russias-hybrid-attacks-the-new-european-war\/\" target=\"_blank\" rel=\"noopener\">hybrid war<\/a> against the bloc, <a href=\"https:\/\/www.reuters.com\/world\/europe\/romania-was-target-aggressive-hybrid-russian-attacks-during-elections-security-2024-12-04\/\" target=\"_blank\" rel=\"noopener\">interfering in elections<\/a>, and <a href=\"https:\/\/www.politico.eu\/article\/europe-russia-hybrid-war-vladimir-putin-germany-cyberattacks-election-interference\/\" target=\"_blank\" rel=\"noopener\">sabotaging critical infrastructure<\/a>. In the coming years, <a href=\"https:\/\/www.la-croix.com\/international\/guerre-en-ukraine-la-russie-va-t-elle-envahir-de-nouveaux-pays-20250306\" target=\"_blank\" rel=\"noopener\">French<\/a> and <a href=\"https:\/\/www.euronews.com\/my-europe\/2024\/10\/15\/russia-could-attack-nato-by-end-of-decade-german-intelligence-chief-warns\" target=\"_blank\" rel=\"noopener\">German intelligence reports<\/a> indicate, Putin will invade more Eastern European countries.<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">At the same time, Europe\u2019s longstanding ally, America, is stepping back. Trump no longer wants the United States to underwrite the continent\u2019s security. Instead, he seems hellbent on going over the heads of Europeans <a href=\"https:\/\/foreignpolicy.com\/2025\/02\/20\/trump-china-russia-grand-bargain-nixon\/\" target=\"_blank\" rel=\"noopener\">to strike a grand bargain<\/a> with Putin. And he\u2019s made clear he has nothing but disdain for the EU. \u201cIt was formed in order to screw the United States,\u201d <a href=\"https:\/\/www.youtube.com\/shorts\/AE2_uqvD-uM\" target=\"_blank\" rel=\"noopener\">he has said<\/a>.<\/p>\n<p>Europe must strike out on its own<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">Fortunately, both Macron and Merz seem to understand that Europe must now chart its own path. <\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">The United States of Europe would be a force to be reckoned with \u2014 thanks to a <a href=\"https:\/\/european-union.europa.eu\/principles-countries-history\/facts-and-figures-european-union_en\" target=\"_blank\" rel=\"noopener\">population of 450 million people<\/a>, a highly educated workforce, and a <a href=\"https:\/\/european-union.europa.eu\/principles-countries-history\/facts-and-figures-european-union_en\" target=\"_blank\" rel=\"noopener\">diverse economy worth $20 trillion<\/a>.<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">Europe should also become a federation to better rein in multinational corporations and build an economy that works for the many. The continent has a unique socioeconomic model: social democracy. But only if countries pool their resources will Europeans be able to preserve their cherished welfare states and long summer holidays.<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">What\u2019s more, the two great challenges of the 21st century \u2014 climate change and artificial intelligence \u2014 will require sustained collective action. Again, only a federation can deliver that.<\/p>\n<p>There\u2019s only one way forward \u2014 and now is the time<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">\u201cA United States of Europe isn\u2019t some utopian dream, it\u2019s a necessary evolution,\u201d says Daniela Vancic of the <a href=\"https:\/\/www.democracy-international.org\/team\" target=\"_blank\" rel=\"noopener\">Democracy International<\/a> think tank, adding that there\u2019s federalist chatter in some Brussels policy circles. According to the former Belgian prime minister Guy Verhofstadt, many European leaders apparently <a href=\"https:\/\/www.amazon.co.uk\/Europes-Last-Chance-European-Perfect\/dp\/0465096859\" target=\"_blank\" rel=\"noopener\">admit in private<\/a> that a federation would be a good idea.<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">History is also on the side of a European federation. \u201cFederations are established when there\u2019s an external threat,\u201d says Matt Qvortrup, a senior research fellow at Australian National University\u2019s <a href=\"https:\/\/ces.cass.anu.edu.au\/people\/all\" target=\"_blank\" rel=\"noopener\">Centre for European Studies<\/a>. <\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">This was the case with the United States. After declaring independence in 1776, the states were <a href=\"https:\/\/www.archives.gov\/milestone-documents\/articles-of-confederation\" target=\"_blank\" rel=\"noopener\">a loose confederation<\/a>. They only became the federation we have today in 1789. Menaced by bigger powers \u2014 Britain, France, and Spain \u2014 they came together to safeguard their sovereignty. As <a href=\"https:\/\/www.penguin.co.uk\/books\/297037\/britains-europe-by-simms-brendan\/9780141983905\" target=\"_blank\" rel=\"noopener\">Simms writes<\/a>, \u201csuccessful unions have resulted not from gradual processes of convergence in relatively benign circumstances but through sharp ruptures in periods of extreme crisis.\u201d<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">But, even in a crisis, a European superstate won\u2019t magically appear. It has to be willed into existence. The political landscape across Europe isn\u2019t helping. The EU is divided between pro-European parties and Euro-skeptic nationalist parties. The pro-European faction must do more than simply defend against nationalist attacks; it must start advocating for a federation outright. Otherwise, it risks being seen as apologists for the EU\u2019s bureaucracy. The choice shouldn\u2019t be between the EU as it is now and nationalism. It should be between deeper integration and nationalism.<\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">If pro-Europeans don\u2019t offer that choice, nationalists will prevail. Far from pursuing a United States of Europe, some countries could even slam the door on the status quo: the EU. After all, Brexit showed that leaving the bloc is possible. <\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">But failure is not inevitable. Public opinion across Europe is complicated \u2014 and more pro-European \u2014 than it might seem. Voters may be frustrated with the EU, but they are not opposed to a unified Europe. To the contrary. According to <a href=\"https:\/\/europa.eu\/eurobarometer\/surveys\/detail\/3372\" target=\"_blank\" rel=\"noopener\">the latest Eurobarometer poll<\/a>, 81 percent of Europeans <a href=\"https:\/\/europa.eu\/eurobarometer\/surveys\/detail\/3372\" target=\"_blank\" rel=\"noopener\">support<\/a> \u201ca common defense and security policy among EU member states\u201d while 74 percent <a href=\"https:\/\/europa.eu\/eurobarometer\/surveys\/detail\/3372\" target=\"_blank\" rel=\"noopener\">approve of the euro<\/a>. On average, Europeans also <a href=\"https:\/\/europa.eu\/eurobarometer\/surveys\/detail\/3372\" target=\"_blank\" rel=\"noopener\">trust the EU more<\/a> than their national governments. These are all signs that a federalist project might resonate with many, maybe even the majority of, Europeans. <\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">Yet Europeans won\u2019t clamor for a federation if leaders fail to champion it. More than anyone else, that responsibility falls to Macron. Rumor has it he <a href=\"https:\/\/www.courrierinternational.com\/article\/vu-d-italie-macron-qui-se-revait-en-roi-de-l-europe-n-a-pas-su-seduire-son-peuple\" target=\"_blank\" rel=\"noopener\">fancies himself the first president<\/a> of the United States of Europe. To be sure, he\u2019s one of the few European politicians with the shoulders for the job. And at 47, he\u2019s still young and ambitious enough to pull it off. <\/p>\n<p class=\"paragraph | gutter_20_0 railless margin_horizontal_10 width_max_1080\">It will require all of his political courage. As a wise man <a href=\"https:\/\/geopolitique.eu\/en\/2024\/04\/26\/macron-europe-it-can-die-a-new-paradigm-at-the-sorbonne\/\" target=\"_blank\" rel=\"noopener\">once said<\/a>, \u201cThe answer lies not in timidity but in boldness.\u201d Macron should know.
