{"id":243162,"date":"2025-07-06T17:08:12","date_gmt":"2025-07-06T17:08:12","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/243162\/"},"modified":"2025-07-06T17:08:12","modified_gmt":"2025-07-06T17:08:12","slug":"wales-first-minister-failed-to-declare-union-membership-interest","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/243162\/","title":{"rendered":"Wales\u2019 First Minister failed to declare union membership interest"},"content":{"rendered":"<p>                                            <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/07\/Eluned-Steel.jpg\" alt=\"Wales\u2019 First Minister failed to declare union membership interest\"\/><\/p>\n<p>Wales\u2019 first minister Eluned Morgan failed to declare an interest as a member of a trade union from which she received \u00a33,500, the Senedd\u2019s standards commissioner found.<\/p>\n<p>Baroness Morgan was found to have breached a rule by failing to declare her membership of Unite the Union during a 2024 statement on the Tata steelworks in Port Talbot.<\/p>\n<p>In a report released last week, Douglas Bain, the Senedd\u2019s standards commissioner, said Senedd members must declare an interest before taking part in any relevant proceedings.<\/p>\n<p>Baroness Morgan denied she had breached the rules with the \u201cpassing\u201d comments, arguing requiring members to declare an interest in such circumstances would inhibit debate.<\/p>\n<p>She told the commissioner it would be unreasonable to assume her interest in Unite might influence her contribution in her capacity as first minister.<\/p>\n<p><strong>\u2018Irrelevant\u2019<\/strong><\/p>\n<p>Mr Bain agreed on this point, writing: \u201cThere is nothing to suggest that the member\u2019s registered interests had any influence on her contribution to the proceedings.\u201d<\/p>\n<p>But he said: \u201cThe issue is not whether they had any influence but whether her interests might reasonably be thought by others to influence her contribution.\u201d<\/p>\n<p>He rejected as \u201cirrelevant\u201d her defence that there was no vote at the end of the debate.<\/p>\n<p>Mr Bain, who ruled a further complaint inadmissible, said: \u201cThe member was a member of Unite the Union which had more than 1,000 members working there. She had on a date not specified in the register, received \u00a33,500 from that union.<\/p>\n<p>\u201cNor do I accept that requiring members to declare an interest in these circumstances would inhibit debate in the Senedd. All that would be required of members would be a few words explaining their interest before participating.\u201d<\/p>\n<p><strong>\u2018No further action\u2019<\/strong><\/p>\n<p>He found the first minister breached standing order 13.8A in the Senedd\u2019s rulebook.<\/p>\n<p>It states: \u201cBefore taking part in any plenary proceedings, a member must declare any interest, financial or otherwise, that the member, or to their knowledge, a family member, has or is expecting to have which is relevant to those proceedings, and might reasonably be thought by others to influence the member\u2019s contribution.\u201d<\/p>\n<p>The standards commissioner expressed concerns about many entries showing no dates and he called for further guidance on the length of time an interest should remain on the register.<\/p>\n<p>The standards of conduct committee, made up of Senedd members, agreed that a breach had been found but recommended no further action.<\/p>\n<p>\u201cThe need to declare relevant interests is a key part of parliamentary proceedings,\u201d the committee wrote. \u201cIt ensures transparency and openness in debates.\u201d<\/p>\n<p><strong>By Chris\u00a0Haines, ICNN Senedd reporter<\/strong><\/p>\n<p><strong>Spotted something?
