{"id":243480,"date":"2025-07-06T20:05:21","date_gmt":"2025-07-06T20:05:21","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/243480\/"},"modified":"2025-07-06T20:05:21","modified_gmt":"2025-07-06T20:05:21","slug":"which-european-countries-have-a-wealth-tax","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/243480\/","title":{"rendered":"Which European countries have a wealth tax"},"content":{"rendered":"<p>As Sir Keir Starmer marks a year in Downing Street, a former Labour leader has suggested the prime minister should consider &#8220;asset taxes&#8221; for the wealthy as a way to <a data-i13n=\"cpos:1;pos:1\" href=\"https:\/\/uk.news.yahoo.com\/labour-sees-biggest-drop-support-052025369.html\" data-ylk=\"slk:regain support;cpos:1;pos:1;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" target=\"_blank\" rel=\"noopener\">regain support<\/a>.<\/p>\n<p>Lord Neil Kinnock said that while the government is working towards &#8220;a series of really commendable and absolutely essential policies&#8221;, they are &#8220;barely noticed&#8221; amid fury over cuts to the winter fuel payment, controversial welfare reforms and continuing with the two-child benefit cap.<\/p>\n<p>He said that a &#8220;cloud hangs over the accomplishments of the government&#8230; and people are not getting the message&#8221;, with Labour trailing in the polls to Nigel Farage and Reform UK.<\/p>\n<p>Kinnock told Sky News&#8217; Sunday Morning With Trevor Phillips programme that there are things the party could do that &#8220;would commend themselves to the great majority of the general public&#8221;, <a data-i13n=\"cpos:2;pos:1\" href=\"https:\/\/uk.news.yahoo.com\/lord-kinnock-urges-reeves-bring-110255885.html\" data-ylk=\"slk:including &quot;asset taxes&quot;.;cpos:2;pos:1;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" target=\"_blank\" rel=\"noopener\">including &#8220;asset taxes&#8221;.<\/a><\/p>\n<p>&#8220;By going for an imposition of 2% on asset values above \u00a310 million, say, which is a very big fortune, the government would be in a position to collect \u00a310 billion or \u00a311 billion,&#8221; he said.<\/p>\n<p>Conservative shadow chancellor Sir Mel Stride said he thought a wealth tax would be &#8220;the worst thing to do&#8221; and opposed the idea of &#8220;piling further taxes on the wealth creators&#8221;.<\/p>\n<p>One common argument against wealth taxes is that they drive wealthy people to other countries, meaning less tax collected, but how true is this?<\/p>\n<p>Here, Yahoo News takes a look at other countries in Europe with forms of a wealth tax to see what the impact has been.<\/p>\n<p><strong>Norway<\/strong><\/p>\n<p>Norway has a net wealth tax, which is <a data-i13n=\"cpos:3;pos:1\" href=\"https:\/\/taxfoundation.org\/location\/norway\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:defined by American non-profit the Tax Foundation;cpos:3;pos:1;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">defined by American non-profit the Tax Foundation<\/a> as &#8220;taxes on an individual&#8217;s or family\u2019s net assets levied on an annual basis&#8221;.<\/p>\n<p>In 2023, the <a data-i13n=\"cpos:4;pos:1\" href=\"https:\/\/www.theguardian.com\/world\/2023\/apr\/10\/super-rich-abandoning-norway-at-record-rate-as-wealth-tax-rises-slightly\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Guardian;cpos:4;pos:1;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Guardian<\/a> reported that a record number of super-rich Norwegians were leaving the country after the maximum wealth tax was increased to 1.1%.<\/p>\n<p><img decoding=\"async\" class=\"caas-img caas-lazy has-preview\" alt=\"Bergen, Norway - July 9, 2024: Norwegian flag and yacht masts in harbor against clear blue sky\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/07\/d237f1b0-5a84-11f0-b5d6-c1eadfa2ad10.jpeg\"\/><\/p>\n<p>A Norwegian flag hangs over a yacht in Bergen. (Alamy)<\/p>\n<p>Ole Gjems-Onstad, a professor emeritus at the Norwegian Business School, told the newspaper he estimated that those who left the country had a combined fortune of at least NOK 600bn (\u00a343.6bn).<\/p>\n<p>In 2025, Alex Recouso, co-founder and chief executive of CitizenX, a private platform helping people find and fund places that will accept them as citizens, put the number at around \u00a339.5bn. He told <a data-i13n=\"cpos:5;pos:1\" href=\"https:\/\/www.dailytelegraph.com.au\/business\/well-tax-you-till-youre-poor-how-norways-laborstyle-wealth-tax-sparked-84-billion-disaster\/news-story\/493c8931f9681998ae55bb28140eeb37?btr=f4b80f901ac3f5534ac51f081e9ce631\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Australia&#039;s Daily Telegraph;cpos:5;pos:1;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Australia&#8217;s Daily Telegraph<\/a> that this had resulted in a lost \u00a3435 million in yearly wealth tax revenue.<\/p>\n<p>Norway&#8217;s municipal wealth tax rate is 0.525% and is calculated based on global assets exceeding a net threshold of NOK 1,760,000 (around \u00a3128,000) for single\/not married taxpayers and NOK 3,520,000 (around \u00a3256,000) for spouses, <a data-i13n=\"cpos:6;pos:1\" href=\"https:\/\/taxsummaries.pwc.com\/norway\/individual\/other-taxes\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:according to PwC.;cpos:6;pos:1;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">according to PwC.<\/a><\/p>\n<p>The state wealth tax rate is 0.475% and is calculated based on assets exceeding a net capital tax basis of NOK 1,760,000 (around \u00a3128,035) for single\/not married taxpayers and NOK 3,520,000 (around \u00a3256,000) for spouses. For net wealth in excess of NOK 20,700,000 (around \u00a31.5 million), the rate is 0.575%. (Getty Images)<\/p>\n<p>While many rich Norwegians were reported to have moved to Switzerland, the Alpine country has a wealth tax system of its own.<\/p>\n<p>Its tax is levied annually at a regional level and accounts for around 3.8% of the state&#8217;s annual income, according to the <a data-i13n=\"cpos:7;pos:1\" href=\"https:\/\/www.ft.com\/content\/fc33d8f9-3f85-4b13-ab51-f671b203b3da\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Financial Times.;cpos:7;pos:1;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Financial Times.<\/a><\/p>\n<p>However, the newspaper points out that on the whole, tax in Switzerland is low, varying from canton-to-canton, with the top federal rate at just 11.5%.<\/p>\n<p>There is also no inheritance tax at a federal level, although some cantons have their own. This could explain why Switzerland has not had the same exodus of the super-rich as Norway.<\/p>\n<p><strong>Spain<\/strong><\/p>\n<p>Spain taxes its residents on its worldwide assets valued at over \u20ac700,000 (around \u00a3604,000), according to <a data-i13n=\"cpos:8;pos:1\" href=\"https:\/\/www.sublimespain.com\/wealth-tax-in-spain\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Sublime Spain;cpos:8;pos:1;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Sublime Spain<\/a>, a company that helps support people&#8217;s work and life in the Mediterranean country.<\/p>\n<p>However, some autonomous regions including Catalonia have a lower level of \u20ac500,000, while some don&#8217;t have any wealth tax.<\/p>\n<p>Percentages vary depending on how much you have in assets, but generally, the wealth tax in Spain is between 0.2% and 2.5%.<\/p>\n<p><img decoding=\"async\" class=\"caas-img caas-lazy has-preview\" alt=\"Facade of the Atocha railway station in the city of Madrid, Spain\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/07\/91d32710-5a85-11f0-bf5f-2c55132a8a8c.jpeg\"\/><\/p>\n<p>Gains from Spain&#8217;s wealth taxes appear to be modest, but there is limited evidence of rich people leaving the country because of it. (Getty Images)<\/p>\n<p>Spain&#8217;s central government also introduced a nationwide &#8220;solidarity wealth tax&#8221; in recent years, ranging from 1.7% to 3.5% on people with net assets exceeding \u20ac3 million (around \u00a32.6 million).<\/p>\n<p>The <a data-i13n=\"cpos:9;pos:1\" href=\"https:\/\/taxjustice.net\/press\/countries-can-raise-2-trillion-by-copying-spains-wealth-tax-study-finds\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Tax Justice Network;cpos:9;pos:1;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Tax Justice Network<\/a>, a British advocacy group, holds up Spain as a shining example of how wealth taxes can work.<\/p>\n<p>It suggests that other countries can raise $2.1 trillion a year by following the example of Spain&#8217;s &#8220;featherlight&#8221; wealth tax on the richest 0.5% of households.<\/p>\n<p>Using the Spanish structure as a model for its study, the group suggests a tax rate of 1.7% is applied on wealth above the 0.5% threshold; a rate of 2.1% is applied wealth above the 0.1% threshold; and a rate of 3.5% is applied to wealth above the 0.05% threshold.<\/p>\n<p>But how well has Spain&#8217;s wealth tax worked? A review by the <a data-i13n=\"cpos:10;pos:1\" href=\"https:\/\/taxfoundation.org\/research\/all\/eu\/wealth-tax-impact\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Tax Foundation;cpos:10;pos:1;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Tax Foundation <\/a>found that in 2022, wealth taxes represented 0.19% of GDP in Spain, compared to 1.19% of Switzerland&#8217;s.
