{"id":247748,"date":"2025-07-08T10:25:09","date_gmt":"2025-07-08T10:25:09","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/247748\/"},"modified":"2025-07-08T10:25:09","modified_gmt":"2025-07-08T10:25:09","slug":"how-terrorist-groups-are-leveraging-ai-to-recruit-and-finance-their-operations-islamic-state","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/247748\/","title":{"rendered":"How terrorist groups are leveraging AI to recruit and finance their operations | Islamic State"},"content":{"rendered":"<p class=\"dcr-16w5gq9\">Counter-terrorism authorities have, for years, characterized keeping up with terrorist organizations and their use of digital tools and social media apps as a game of <a href=\"https:\/\/www.vice.com\/en\/article\/isis-twitter-whack-a-mole\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Whac-a-Mole<\/a>.<\/p>\n<p class=\"dcr-16w5gq9\">Jihadist terrorist groups such as Islamic State and its predecessor al-Qaida, or even <a href=\"https:\/\/www.theguardian.com\/us-news\/2024\/oct\/28\/neo-nazi-the-base-recruitment-russia\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">the neo-Nazi group the Base<\/a>, have leveraged digital tools to recruit, covertly finance via crypto, download weapons for 3D printing and <a href=\"https:\/\/www.theguardian.com\/technology\/2025\/jun\/21\/political-violence-online-murder-tradecraft\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">spread tradecraft <\/a>to its followers, all while leaving law enforcement and intelligence agencies playing catch up.<\/p>\n<p class=\"dcr-16w5gq9\">Over time, thwarting attacks and maintaining the technological advantage over these types of terror groups has evolved, as more and more open source resources become available.<\/p>\n<p class=\"dcr-16w5gq9\">Now, with artificial intelligence \u2013 both on the horizon as a rapidly developing technology and in the here and now as free, accessible apps \u2013 agencies are scrambling.<\/p>\n<p class=\"dcr-16w5gq9\">Sources familiar with the US government\u2019s counterterrorism efforts told the Guardian that multiple security agencies are very concerned about how AI is making hostile groups more efficient in their planning and operations. The FBI declined to comment on this story.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cOur research predicted exactly what we\u2019re observing: terrorists deploying AI to accelerate existing activities rather than revolutionise their operational capabilities,\u201d said Adam Hadley, the founder and executive director of <a href=\"https:\/\/techagainstterrorism.org\/adamhadley\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Tech Against Terrorism<\/a>, an online counterterrorism watchdog, which is supported by the <a href=\"https:\/\/www.un.org\/securitycouncil\/ctc\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">United Nations Counter-Terrorism Committee Executive Directorate<\/a> (CTED).<\/p>\n<p class=\"dcr-16w5gq9\">\u201cFuture risks include terrorists leveraging AI for rapid application and website development, though fundamentally, generative AI amplifies threats posed by existing technologies rather than creating entirely new threat categories.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">So far, groups such as IS and other adjacent entities, have begun using AI, namely OpenAI\u2019s chatbot, ChatGPT, to amplify recruitment propaganda across multimedia in new and expansive ways. Not unlike the imminent threat it poses to upending <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2025\/may\/12\/for-silicon-valley-ai-isnt-just-about-replacing-some-jobs-its-about-replacing-all-of-them\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">modern workforces<\/a> in dozens of job sectors and is poised to enrich some of the wealthiest people on earth \u2013 AI will complicate new public safety issues.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cYou take something like a <a href=\"https:\/\/www.theguardian.com\/world\/islamic-state\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Islamic State<\/a> news bulletin, you can now turn that into an audio piece,\u201d said Moustafa Ayad, the executive director for Africa, the Middle East and Asia at the Institute for Strategic Dialogue. \u201cWhich we\u2019ve seen supporters do and support groups, too, as well as photo arrays that they produce centrally.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">Ayad continued, echoing Hadley: \u201cA lot of what AI is doing is enabling what\u2019s already there. It\u2019s also supporting their capacity in terms of propaganda and dissemination \u2013 it\u2019s a key part of that.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">IS isn\u2019t hiding its fascination with AI and has now openly recognized the opportunity to capitalize on what it currently offers, even providing a \u201cGuide to AI Tools and Risks\u201d to its supporters over an encrypted channel. In one of its latest propaganda magazines, IS outlined the future of AI and how the group needs to embrace it as part of its operations.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cFor every individual, regardless of their field or expertise, grasping the nuances of Al has become indispensable,\u201d it wrote in an article. \u201c[AI] isn\u2019t just a technology, it\u2019s becoming a force that shapes war.\u201d In the same magazine, an IS author explains that AI services can be \u201cdigital advisors\u201d and \u201cresearch assistants\u201d for any member.<\/p>\n<p class=\"dcr-16w5gq9\">Over an always active chat room that IS uses to communicate with its followers and recruits, users have begun discussing the many ways AI can be a resource, but some were wary. One user asked if it was safe to use ChatGPT for \u201chow to do explosives\u201d but weren\u2019t sure if agencies were keeping tabs on it \u2013 which has become one of the broader <a href=\"https:\/\/www.aclu.org\/news\/privacy-technology\/will-chatgpt-revolutionize-surveillance\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">privacy concerns<\/a> surrounding the chatbot since its inception.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cAre there any other options?\u201d asked an online IS supporter in the same chat room. \u201cSafe one.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">But another user found a less obvious way around setting off any alarms if they were being watched: by dropping the schematics and the instructions on how to create a \u201csimple blueprint for Remote Vehicle prototype according to chatgpt\u201d. Truck ramming has become a choice method for IS in recent attacks involving <a href=\"https:\/\/www.fbi.gov\/news\/press-releases\/fbi-statement-on-the-attack-in-new-orleans\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">followers<\/a> and operatives, alike. In March, an IS-linked account also released an AI-created bomb making video with an avatar, for a recipe that can be created with household items.<\/p>\n<p class=\"dcr-16w5gq9\">Far-right groups have also been curious about AI, with one <a href=\"https:\/\/thesoufancenter.org\/intelbrief-2024-october-3\/#:~:text=Meanwhile%2C%20Tech%20Against%20Terrorism%20identified,of%20AI%20to%20make%20these\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">advising followers<\/a> on how to create disinformation memes, while others have looked to AI for the <a href=\"https:\/\/www.washingtonpost.com\/technology\/2024\/09\/27\/neonazis-ai-hitler-videos\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">creation of Adolf Hitler<\/a> graphics and propaganda.<\/p>\n<p class=\"dcr-16w5gq9\">Ayad said some of these AI-driven tools have also been a \u201cboon\u201d to terror groups and their operational security \u2013 techniques to securely communicate without prying eyes \u2013 such as encrypted voice modulators that can mask audio, which altogether, \u201ccan assist with them further cloaking and enhancing their opsec\u201d and day-to-day tradecraft.<\/p>\n<p class=\"dcr-16w5gq9\">Terror groups have always been at the forefront of maximizing and embracing digital spaces for their growth, AI is just the latest example. In <a href=\"https:\/\/www.theguardian.com\/world\/2014\/jun\/10\/iraq-sunni-insurgents-islamic-militants-seize-control-mosul\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">June 2014<\/a>, IS, still coming into the global public consciousness, live-tweeted imagery and messages of their mass executions of over 1,000 men as they stormed Mosul, which caused <a href=\"https:\/\/www.theguardian.com\/world\/2014\/jun\/11\/mosul-isis-gunmen-middle-east-states#:~:text=Iraqi%20officials%20told%20the%20Guardian,three%20days%20of%20sporadic%20fighting.\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">soldiers in the Iraqi army<\/a> to flee in fear. After the eventual establishment of the so-called Caliphate and its increasing cyber operations, what followed was a concerted and coordinated effort across government and Silicon Valley to crackdown on all IS accounts online. Since, western intelligence agencies have singled out crypto, encrypted texting apps, sites where 3D printed guns can be found, among others, as spaces to police and surveil.<\/p>\n<p class=\"dcr-16w5gq9\">But recent cuts to counterterrorism operations across world governments, <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/mar\/30\/trump-counter-terrorism-cuts\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">including some by Doge in the US<\/a>, have degraded efforts.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cThe more pressing vulnerability lies in deteriorating counter-terrorism infrastructure,\u201d said Hadley. \u201cStandards have significantly declined with platforms and governments less focused on this domain.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">Hadley explained how this deterioration is coinciding with \u201cAI-enabled content sophistication\u201d urging companies like Meta and OpenAI, to \u201creinforce existing mechanisms including hash sharing and traditional detection capabilities\u201d and work to develop more \u201ccontent moderation\u201d surrounding AI.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cOur vulnerability isn\u2019t new AI capabilities but our diminished resilience against existing terrorist activities online,\u201d he added.<\/p>\n","protected":false},"excerpt":{"rendered":"Counter-terrorism authorities have, for years, characterized keeping up with terrorist organizations and their use of digital tools and&hellip;\n","protected":false},"author":2,"featured_media":247749,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[3163],"tags":[323,1942,53,16,15],"class_list":{"0":"post-247748","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-artificial-intelligence","8":"tag-ai","9":"tag-artificial-intelligence","10":"tag-technology","11":"tag-uk","12":"tag-united-kingdom"},"share_on_mastodon":{"url":"https:\/\/pubeurope.com\/@uk\/114817133604785450","error":""},"_links":{"self":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/posts\/247748","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/comments?post=247748"}],"version-history":[{"count":0,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/posts\/247748\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/media\/247749"}],"wp:attachment":[{"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/media?parent=247748"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/categories?post=247748"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.europesays.com\/uk\/wp-json\/wp\/v2\/tags?post=247748"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
