It&#8217;s unclear how that could be done"},"content":{"rendered":"<p>BRUSSELS (AP) \u2014 Russia could pose a credible security threat to the European Union by the end of the decade and defense industries in Europe and Ukraine must be ramped up within five years in preparation, Danish Prime Minister Mette Frederiksen warned Tuesday.<\/p>\n<p>In a speech to the European Parliament marking the launch of Denmark\u2019s six-month term as holder of the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/europe-denmark-presidency-priorities-russia-trump-tariffs-c382bfd0b26df65e95073a0278e52463\" target=\"_blank\" rel=\"noopener\">EU presidency<\/a>, Frederiksen lamented that \u201ccutting our defense spending in the past 30 years was a huge mistake.\u201d<\/p>\n<p>    <a class=\"AnchorLink\" id=\"image-440000\"\/><\/p>\n<p><img decoding=\"async\" class=\"Image\" alt=\"Denmark's Prime Minister Mette Frederiksen delivers her speech as Denmark holds the rotating presidency of the Council of Europe, Tuesday, July 8, 2025 at the European Parliament in Strasbourg, eastern France. (AP Photo\/Pascal Bastien)<\/p>\n<p>Read More<\/p>\n<p>European officials have <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/europe-eu-russia-sabotage-threat-attack-nato-428d488080c17f6c322c9553a301b6dc\" target=\"_blank\" rel=\"noopener\">warned<\/a> that President Vladimir Putin could soon try to test NATO\u2019s <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/ukraine-russia-nato-article-5-88883436438dae49ba9cacb6d4cfad0a\" target=\"_blank\" rel=\"noopener\">Article 5 security guarantee<\/a> \u2014 the pledge that an attack on any one ally would be met with a collective response from all 32. Most of the allies are EU countries.<\/p>\n<p>Russia has been accused of acts of sabotage, cyberattacks and fake news campaigns \u2013 largely to weaken European <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/ukraine-russia-force-coalition-britain-france-nato-4c87525361eb3cf1c860075d4519f6d8\" target=\"_blank\" rel=\"noopener\">support for Ukraine<\/a> \u2014 and while Europe is not at war, it is <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/nato-defense-budget-dayton-peace-accords-2ddfdc037f6f81cd33fe3cce6fde1504\" target=\"_blank\" rel=\"noopener\">not at peace<\/a> either, NATO Secretary-General Mark Rutte has said.<\/p>\n<p>\u201cStrengthening Europe\u2019s defense industry is an absolute top priority, and we have to be able to defend ourselves by 2030 at the latest,\u201d Frederiksen told EU lawmakers in Strasbourg, France. \u201cNever, ever should we allow Europe to be put in a position again where we cannot defend ourselves.\u201d<\/p>\n<p>Many European leaders insist they have heard the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/nato-us-europeans-ukraine-security-russia-hegseth-d2cd05b5a7bc3d98acbf123179e6b391\" target=\"_blank\" rel=\"noopener\">Trump administration\u2019s warning<\/a> that American security priorities now lie elsewhere \u2013 in the Middle East and the Indo-Pacific \u2014 but Europe\u2019s effort to arm is moving only slowly.<\/p>\n<p>When NATO\u2019s ambitions are not enough<\/p>\n<p>At a <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/nato-defense-spending-trump-spain-db0912cbfdaedc4c6b57809c9e11d6bd\" target=\"_blank\" rel=\"noopener\">key summit<\/a> last month, NATO leaders endorsed a statement saying: \u201cAllies commit to invest 5% of GDP annually on core defense requirements as well as defense- and security-related spending by 2035 to ensure our individual and collective obligations.\u201d<\/p>\n<p>That historic pledge will require them to spend tens of billions of euros (dollars) more over the coming decade, not five years. Heavyweights France and Italy are mired in economic woes and will struggle to get there too.<\/p>\n<p>Money spent on military support to Ukraine can now be included in NATO\u2019s defense calculations, but even that will not hike the GDP military spend by much.<\/p>\n<p>The EU\u2019s Readiness 2030 plan<\/p>\n<p>With the threat of Russian aggression in mind, the EU\u2019s executive branch has come up with <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/eu-defense-us-ukraine-industry-ammunition-weapons-ea03077814f9113b548d7281f32a11b5\" target=\"_blank\" rel=\"noopener\">a security plan<\/a>. It hinges on a 150-billion-euro ($176 billion) loan program that member countries, Ukraine and outsiders like Britain could dip into.<\/p>\n<p>It aims to fill gaps that the U.S. might leave. Spending priorities for joint purchase include air and missile defense systems, artillery, ammunition, drones, equipment for use in cyber and electronic warfare, and \u201cstrategic enablers\u201d like air-to-air refueling and transport.<\/p>\n<p>On Tuesday, 15 EU countries were permitted to take advantage of another measure \u2014 a \u201cnational escape clause\u201d \u2014 to allow them to spend more on defense without breaking the bloc\u2019s debt rules.<\/p>\n<p>Beefing up <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/russia-ukraine\" target=\"_blank\" rel=\"noopener\">Ukraine<\/a> \u2019s defense industry is also a pillar. The country produces arms and ammunition faster and more cheaply than its EU partners. Kyiv estimates that 40% more of its industrial capacity could be exploited if Europe were to invest.<\/p>\n<p>Still, ambition is one thing, and the reality another.<\/p>\n<p>\u201cThings are not moving fast enough to be able to defend ourselves in 5 years,\u201d Danish Defense Minister Troels Lund Poulsen told reporters last week. \u201cIt\u2019s a huge, huge challenge to reach that goal.\u201d<\/p>\n<p>On the need to take risks<\/p>\n<p>A big part of the problem is that governments and the defense industry are stuck in old ways of thinking and neither wants to take a risk, even with Europe\u2019s biggest land war in many decades still raging in its fourth year.<\/p>\n<p>\u201cYou cannot expect industry to invest in production capacity if you don\u2019t have long-term orders,\u201d said Joachim Finkielman, the director of Danish Defense and Security Industries.<\/p>\n<p>\u201cIf you need to build new factories, if you need to engage a larger workforce, you need to make sure that you have that,\u201d he told The Associated Press on Friday.<\/p>\n<p>    <a class=\"AnchorLink\" id=\"image-880000\"\/><\/p>\n<p><img decoding=\"async\" class=\"Image\" alt=\"European Commission president Ursula von der Leyen delivers her speech during a statement on the preparation for the EU\u2013China Summit, Tuesday, July 8, 2025 at the European Parliament in Strasbourg, eastern France.
