There are still 161 people missing in the county, including five campers and one counselor from <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/jul\/09\/texas-floods-camp-mystic-loss\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Camp Mystic<\/a>.<\/p>\n<p class=\"dcr-16w5gq9\">Thursday morning\u2019s update comes a day after Kristi Noem, secretary of the Department of Homeland Security (DHS), discussed plans to overhaul the Federal Emergency Management Agency (Fema). Weeks ago, Trump had promised to begin \u201cphasing out\u201d Fema in order to \u201cbring it down to the state level\u201d.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cWe\u2019re cutting through the paperwork of the old Fema, streamlining it, much like your vision of how Fema should operate,\u201d Noem said on Wednesday. Noem added that Americans helping one another after such tragic events was proof that \u201cGod created us to take care of each other\u201d, <a href=\"https:\/\/apnews.com\/article\/noem-trump-texas-flash-flood-fema-cabinet-a35ffd4f4139beec88d45c086bcfb1de\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">the Associated Press reports<\/a>.<\/p>\n<p class=\"dcr-16w5gq9\">In early June, Trump stated he wanted to \u201cwean off Fema\u201d, a repeatedly stated aim of Noem and Trump. Experts warn that dismantling the agency and bringing it \u201cdown to the state level\u201d could leave gaps in crucial services, when responding to emergencies, like the Texas floods.<\/p>\n<p class=\"dcr-16w5gq9\">The Associated Press <a href=\"https:\/\/apnews.com\/article\/fema-hurricane-season-trump-eliminate-state-funding-25fb7714414e17fa51156be7e91a4474\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">interviewed Michael Coen<\/a>, Fema chief of staff during the Barack Obama and Joe Biden administrations, who said that the White House\u2019s push \u201ccauses more concern on how states should be planning for the future if the federal government\u2019s not going to be there for them\u201d.<\/p>\n<p class=\"dcr-16w5gq9\">On Sunday, Trump declared the Texas flooding to be a \u201cmajor disaster\u201d, ordering the further deployment of federal resources to assist in rescue and recovery efforts. Fema officials and resources were sent to the state to help with efforts. The DHS also deployed a number of its agencies to help in rescue and recovery efforts, including the US Coast Guard and a border patrol special tactical unit.<\/p>\n<p class=\"dcr-16w5gq9\">Fema, on Thursday, set up their taskforce command in Center Point, Texas, to continue their search operations.<\/p>\n<p class=\"dcr-16w5gq9\">Lamb, of the local police, said on Thursday morning that more than 2,100 personnel were on the ground, helping with reuniting families after the devastation. A <a href=\"https:\/\/www.tpr.org\/news\/2025-07-09\/part-of-who-we-are-mexican-firefighters-lend-a-hand-in-the-texas-flood-recovery\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">team of Mexican firefighters<\/a> are also present in Texas, helping with rescue and recovery efforts.<\/p>\n<p class=\"dcr-16w5gq9\">As the number of bodies recovered \u2013 and the number of missing \u2013 stagnate, community members are returning to their properties to survey the devastation. Trump and his wife will be visiting the disaster zone on Friday.<\/p>\n<p class=\"dcr-16w5gq9\">Summer camps on the banks of the Guadalupe River were flooded with water. Camp Mystic, an all-girls Christian camp, was devastated by the flood, leading to the tragic death of young girls.<\/p>\n<p class=\"dcr-16w5gq9\">But as recovery efforts continue, questions remain about local jurisdictions\u2019 preparedness for the flooding event.
