The announcement came at the end of Macron\u2019s three-day trip to Britain, which also included high-level discussions on defense and energy.<\/p>\n<p>Under the agreement, the two countries will launch a pilot \u201cone in, one out\u201d scheme in which Britain will be able to deport to France migrants who arrive illegally by boat, in exchange for accepting an equal number of migrants from France who might have stronger cases for asylum in the United Kingdom. However, it remains unclear when the agreement will be implemented, as it is subject to legal scrutiny by the European Commission and EU member states.<\/p>\n<p>Small boat crossings have become a political flash point in Britain, which recently <a href=\"https:\/\/www.cnbc.com\/2025\/05\/02\/farages-reform-uk-party-support-surges-wins-closest-ever-by-election.html\" target=\"_blank\" rel=\"noopener\">witnessed<\/a> a surge in popularity for the far-right, anti-immigration Reform U.K. party during local elections. In 2024, around <a href=\"https:\/\/migrationobservatory.ox.ac.uk\/resources\/briefings\/people-crossing-the-english-channel-in-small-boats\/\" target=\"_blank\" rel=\"noopener\">37,000 people<\/a> crossed into the United Kingdom in small boats via the English Channel, and arrivals increased further in the first half of 2025.<\/p>\n<p>\u201cThere is no silver bullet here, but with a united effort, new tactics and a new level of intent, we can finally turn the tables,\u201d Starmer <a href=\"https:\/\/apnews.com\/article\/macron-france-english-channel-migration-33d17944840acdfbd991d13eea7ef854\" target=\"_blank\" rel=\"noopener\">told<\/a> reporters. However, the deal has drawn criticism from the opposition Conservative Party, which <a href=\"https:\/\/www.theguardian.com\/politics\/live\/2025\/jul\/10\/keir-starmer-emmanuel-macron-tories-migration-france-kemi-badenoch-uk-politics-live-news?CMP=share_btn_url&amp;page=with%3Ablock-686fec468f08087814a70d4c#block-686fec468f08087814a70d4c\" target=\"_blank\" rel=\"noopener\">called it<\/a> a \u201cweak and ineffective gimmick,\u201d as well as from aid groups, which say it <a href=\"https:\/\/www.theguardian.com\/politics\/live\/2025\/jul\/10\/keir-starmer-emmanuel-macron-tories-migration-france-kemi-badenoch-uk-politics-live-news?CMP=share_btn_url&amp;page=with%3Ablock-686fe1b48f08ed9c6fb4bb15#block-686fe1b48f08ed9c6fb4bb15\" target=\"_blank\" rel=\"noopener\">ignores<\/a> the root causes of migration. A lawmaker from Starmer\u2019s own Labour Party also <a href=\"https:\/\/www.reuters.com\/world\/uk\/uks-starmer-hopes-migration-win-summit-with-macron-2025-07-09\/\" target=\"_blank\" rel=\"noopener\">said<\/a> he was \u201cskeptical that this is the answer.\u201d<\/p>\n<p>Macron and Starmer also signed new defense cooperation <a href=\"https:\/\/www.nytimes.com\/2025\/07\/10\/world\/europe\/starmer-macron-nuclear-agreement.html\" target=\"_blank\" rel=\"noopener\">agreements<\/a> in response to what Macron <a href=\"https:\/\/www.theguardian.com\/politics\/live\/2025\/jul\/10\/keir-starmer-emmanuel-macron-tories-migration-france-kemi-badenoch-uk-politics-live-news?CMP=share_btn_url&amp;page=with%3Ablock-686fdf4f8f08ed9c6fb4bad3#block-686fdf4f8f08ed9c6fb4bad3\" target=\"_blank\" rel=\"noopener\">described<\/a> as a \u201cmarkedly more threatening environment\u201d in Europe amid the fourth year of Russia\u2019s war against Ukraine. Among the agreements is a pledge to coordinate the use of the two countries\u2019 nuclear arsenals in the event of a serious attack on the continent, a commitment to <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2025\/07\/10\/france-uk-join-forces-in-step-toward-european-nuclear-deterrent\/\" target=\"_blank\" rel=\"noopener\">boost<\/a> bilateral nuclear research cooperation, and a <a href=\"https:\/\/www.politico.eu\/article\/emmanuel-macron-keir-starmer-france-uk-defense-pacts\/\" target=\"_blank\" rel=\"noopener\">deal<\/a> to jointly develop a new cruise missile and advanced anti-drone weapons.<\/p>\n<p>The agreements signal a new chapter of post-Brexit Anglo-French cooperation, and they come as the United States\u2014under President Donald Trump\u2014has pushed Europe to do more to shoulder the burden of defending the continent. In a speech in front of British lawmakers on Tuesday, Macron called on London and Paris to defend the international order. \u201cThe United Kingdom and France must once again show the world that our alliance can make all the difference,\u201d he <a href=\"https:\/\/www.reuters.com\/world\/uk\/king-charles-hosts-macron-first-european-state-visit-since-brexit-2025-07-08\/\" target=\"_blank\" rel=\"noopener\">said<\/a>.<\/p>\n<p><strong>Today\u2019s Most Read<\/strong><\/p>\n<p><strong>What We\u2019re Following<\/strong><\/p>\n<p><strong>Trade war. <\/strong>Trade tensions between the United States and Brazil sharply escalated this week after Trump announced plans to charge a <a href=\"https:\/\/www.nytimes.com\/2025\/07\/09\/world\/americas\/brazil-trump-bolsonaro-lula-coup-tariff.html\" target=\"_blank\" rel=\"noopener\">50 percent tariff<\/a> on Brazilian goods starting Aug. 1. It\u2019s not just Brazil that could face tougher measures, either; Trump sent a <a href=\"https:\/\/www.cnbc.com\/2025\/07\/09\/trump-tariff-letters-trade.html\" target=\"_blank\" rel=\"noopener\">raft of letters<\/a> to other world leaders this week with new tariff levels, although none of the others are <a href=\"https:\/\/www.wsj.com\/world\/americas\/trump-threatens-50-brazil-tariff-citing-bolsonaro-trial-93a95e7b?gaa_at=eafs&amp;gaa_n=ASWzDAi168WDVCpAcanbly9pYLKU1e7DHDxYwFfPHjgUlnxmZacngGYkf82VsUueAuE%3D&amp;gaa_ts=686ff389&amp;gaa_sig=FfJMCHA2uj9zQNYFOpnOlr1qYoV_5Qx89E3PzbOHZgAiGkKLLZStmPQym_wu2LMwfSv9XOr1NhLj3iPdAeA20g%3D%3D\" target=\"_blank\" rel=\"noopener\">as high as 50 percent<\/a>.<\/p>\n<p>The steeper tariff appears to be at least partly motivated by Trump\u2019s support for former Brazilian President Jair Bolsonaro, a longtime Trump ally who is on trial in Brazil on allegations of making a <a href=\"https:\/\/www.nytimes.com\/2025\/07\/09\/world\/americas\/brazil-trump-bolsonaro-lula-coup-tariff.html\" target=\"_blank\" rel=\"noopener\">coup attempt<\/a>. Trump <a href=\"https:\/\/www.washingtonpost.com\/world\/2025\/07\/09\/trump-tariffs-brazil-jair-bolsonaro\/\" target=\"_blank\" rel=\"noopener\">cited Bolsonaro\u2019s trial<\/a> in his tariff announcement, calling it a \u201cWitch Hunt that should end IMMEDIATELY!\u201d<\/p>\n<p>Brazilian President Luiz In\u00e1cio Lula da Silva has <a href=\"https:\/\/x.com\/LulaOficial\/status\/194309446690395750\">vowed<\/a> to reciprocate the measures and said in a <a href=\"https:\/\/x.com\/LulaOficial\/status\/1943094466903957505\">statement on X<\/a> that his predecessor\u2019s judicial proceedings \u201care not subject to any interference or threats that could compromise the independence of national institutions.\u201d He added, \u201cBrazil is a sovereign nation with independent institutions and will not accept any form of tutelage.\u201d<\/p>\n<p><strong>\u201cFrank conversation.\u201d <\/strong>U.S. Secretary of State Marco Rubio met with his Russian counterpart, Sergey Lavrov, in Malaysia on Thursday, on the sidelines of a foreign ministers\u2019 conference of the Association of Southeast Asian Nations. Afterward, Rubio said he used the meeting with Lavrov\u2014which he called a \u201c<a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/rubio-meet-russias-lavrov-kuala-lumpur-us-official-says-2025-07-10\/\" target=\"_blank\" rel=\"noopener\">frank conversation<\/a>\u201d\u2014to voice U.S. frustrations with stalled peace talks in the Russia-Ukraine war.<\/p>\n<p>\u201cLook, the president\u2019s been pretty clear,\u201d Rubio <a href=\"https:\/\/www.nytimes.com\/2025\/07\/09\/world\/asia\/rubio-asia-diplomacy-tariffs.html\" target=\"_blank\" rel=\"noopener\">told reporters afterward<\/a>. \u201cHe\u2019s disappointed and frustrated that there\u2019s not been more flexibility on the Russian side to bring about an end to this conflict.\u201d<\/p>\n<p>Russia fired hundreds of drones at Ukraine on Wednesday in an attack that Ukrainian officials said was of <a href=\"https:\/\/foreignpolicy.com\/2025\/07\/09\/russia-ukraine-trump-drone-attack-defense-weapons\/\" target=\"_blank\" rel=\"noopener\">record scale<\/a>, coming just days after Trump promised to resume arms deliveries to Ukraine. The White House had previously said that the Pentagon would halt some of those shipments in an announcement that shocked Kyiv, Ukraine\u2019s European allies, and some Republican lawmakers.<\/p>\n<p><strong>Deadly toll. <\/strong>An Israeli strike in Gaza on Thursday killed 16 civilians\u2014including 10 children and two women\u2014<a href=\"https:\/\/www.haaretz.com\/israel-news\/2025-07-10\/ty-article\/.premium\/sixteen-gazans-including-10-children-killed-by-idf-while-waiting-for-aid-medics-say\/00000197-f3b4-dac3-a1b7-fbfcee890000\" target=\"_blank\" rel=\"noopener\">at a health clinic<\/a> in the city of Deir al-Balah. According to <a href=\"https:\/\/x.com\/projecthopeorg\/status\/1943307386619596944\">Project Hope<\/a>, the <a href=\"https:\/\/www.bbc.com\/news\/articles\/c4gd01g1gxro\" target=\"_blank\" rel=\"noopener\">U.S.-based<\/a> aid group that runs the clinic, the victims were waiting outside for the facility to open to receive treatment for malnutrition, infection, and chronic illness.<\/p>\n<p>The Israel Defense Forces (IDF) said it was targeting and struck a <a href=\"https:\/\/www.nytimes.com\/2025\/07\/10\/world\/middleeast\/israel-strike-gaza-clinic.html\" target=\"_blank\" rel=\"noopener\">Hamas operative<\/a> who was involved in the Oct. 7, 2023, attack on Israel, adding that it <a href=\"https:\/\/www.washingtonpost.com\/world\/2025\/07\/10\/israel-gaza-strike-clinic-children-malnutrition\/\" target=\"_blank\" rel=\"noopener\">was<\/a> \u201caware of reports regarding a number of injured individuals in the area\u201d and would <a href=\"https:\/\/www.nytimes.com\/2025\/07\/10\/world\/middleeast\/israel-strike-gaza-clinic.html\" target=\"_blank\" rel=\"noopener\">review the strike<\/a>. \u201cThe IDF regrets any harm to uninvolved individuals and operates to minimize harm as much as possible,\u201d the military said in a statement.<\/p>\n<p>The strike comes as the death toll in Gaza has <a href=\"https:\/\/www.pbs.org\/newshour\/world\/94-palestinians-killed-in-gaza-including-45-people-waiting-for-aid-authorities-say\" target=\"_blank\" rel=\"noopener\">surpassed 57,000 people<\/a> since the war first erupted on Oct. 7, 2023, according to the Gaza Health Ministry. \u201cThis is a blatant violation of international humanitarian law, and a stark reminder that no one and no place is safe in Gaza, even as ceasefire talks continue,\u201d Project Hope President Rabih Torbay said in a <a href=\"https:\/\/x.com\/projecthopeorg\/status\/1943307386619596944\">statement on X<\/a>.<\/p>\n<p><strong>Odds and Ends<\/strong><\/p>\n<p>Thousands of fans have flocked to Thailand\u2019s Khao Kheow Open Zoo to <a href=\"https:\/\/apnews.com\/article\/thailand-hippo-moo-deng-birthday-3c14081f7484128e2ce532a8435f8f4c\" target=\"_blank\" rel=\"noopener\">celebrate<\/a> Moo Deng\u2019s first birthday.
