{"id":256390,"date":"2025-07-11T14:29:18","date_gmt":"2025-07-11T14:29:18","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/256390\/"},"modified":"2025-07-11T14:29:18","modified_gmt":"2025-07-11T14:29:18","slug":"horsforth-town-council-seeks-public-opinion-on-proposals-for-3-5-the-green","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/256390\/","title":{"rendered":"Horsforth Town Council seeks public opinion on proposals for 3 &#038; 5 The Green"},"content":{"rendered":"<p class=\"has-text-align-right\"><strong>By Jill Stocks<\/strong><\/p>\n<p>A survey is now open for Horsforth residents to have their say on proposed increases to the precept to cover the cost of a loan for works a new community hub.<\/p>\n<p>Horsforth Town Council has published the <a href=\"https:\/\/www.horsforthtowncouncil.gov.uk\/_VirDir\/CoreContents\/News\/Display.aspx?id=76782\" target=\"_blank\" rel=\"noopener\">survey<\/a> to gauge views on a potential increase over the next two financial years which would cover the increased costs of works on the buildings at 3 &amp; 5 The Green.<\/p>\n<p>The Public Works Loan of \u00a3200,000, which is subject to approval by the Secretary of State, would cover additional costs to the work on the buildings, costs which have increased as a result of several factors including Covid and rising material prices.\u00a0<\/p>\n<p>The initial process of re-developing the buildings began seven years ago and it is hoped that work will be completed this year. The increase in the precept would equate to an annual additional cost to households in Horsforth of 77p for a band D property.<\/p>\n<p>The Town Council said: \u201cIn 2018, Horsforth Town Council began the process of leasing and developing 3&amp;5 The Green\u2014home to Horsforth Museum, The Stables, and the adjacent building\u2014into a vibrant, multi-use community space.<\/p>\n<p>\u201cSince the project\u2019s inception, the cost of works has increased significantly, largely due to the COVID-19 pandemic and rising construction and material costs.\u00a0<\/p>\n<p>\u201cTo ensure the building is fully completed, equipped and open for community use in 2025, the Town Council is now seeking a Public Works Loan of \u00a3200,000, subject to approval by the Secretary of State.\u201d<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" width=\"900\" height=\"876\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/07\/IMG_5287-Copy-900x876.jpeg\" alt=\"\" class=\"wp-image-183599\"  \/><\/p>\n<p>The development of the buildings will not affect the normal operation of the museum, who have contributed towards the cost of a lift to improve accessibility.\u00a0<\/p>\n<p>No 3, once completed, will provide public spaces, available for hire at \u201creasonable cost\u201d to cover ongoing maintenance of the building, for community activities and events such as youth groups, community organisation events or meetings and adult learning and activities.\u00a0<\/p>\n<p>Town and parish councils set a precept payment amount to cover the amount of money required from council tax payers in the area and represents the difference in the councils estimated income against their planned spending requirements.\u00a0<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"900\" height=\"711\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/07\/IMG_5284-900x711.jpeg\" alt=\"\" class=\"wp-image-183600\"  \/><\/p>\n<p>Horsforth Town Council are keen to have the public\u2019s support: \u201cWe are extremely grateful for the strong support already shown by residents for this important community project. However, to move forward with the loan application, we must once again seek your views.<\/p>\n<p>\u201cYour support is vital.
