Russia has intensified its assault with <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jul\/10\/russia-largest-missile-drone-attack-kyiv-ukraine-war\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">punishing strikes<\/a> far beyond the frontline \u2013 including a record 728 drones and 13 missiles one day before the conference. The UN said that <a href=\"https:\/\/ukraine.un.org\/en\/297777-civilian-casualties-ukraine-reach-three-year-high-june-un-human-rights-monitors-say\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">civilian casualties<\/a> last month were at their highest for three years, with at least 232 people killed and 1,343 injured.<\/p>\n<p class=\"dcr-16w5gq9\">Russia\u2019s brutal offensive aims to break Ukraine\u2019s spirit and European solidarity. Even Donald Trump <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/jul\/09\/has-the-trump-putin-bromance-finally-run-its-course\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">appears to be realising<\/a>, with <a href=\"https:\/\/www.dw.com\/en\/merz-diplomacy-with-russia-exhausted\/video-73220179\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">encouragement<\/a>, that Moscow is not interested in peace. For Mr\u00a0Trump, maximalism is a negotiating tactic; he does not recognise that for Vladimir Putin it reflects a fixation. Yet this week he acknowledged: \u201cWe get a\u00a0lot of bullshit thrown at us by Putin \u2026 He\u2019s very nice all the time, but it turns out to be meaningless.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">War is exhausting. Olena Zelenska, Ukraine\u2019s first lady, reminded the conference that Ukrainians are living in a chronic state of stress and emotional pain. At the same time, there is a growing awareness of the gap between those fighting on the frontline and those making decisions in Kyiv \u2013 even if the latter have repeatedly rushed for shelters this week.<\/p>\n<p class=\"dcr-16w5gq9\">But Ukraine is fighting to remain a viable, independent state; Russia to ensure that it does not. The finding by the European court of human rights\u00a0<a href=\"https:\/\/www.theguardian.com\/world\/2025\/jul\/09\/russia-has-committed-flagrant-human-rights-abuses-in-ukraine-since-2014-rules-echr\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">of Russian abuses \u201con a massive scale\u201din Ukraine<\/a> from 2014 onwards, including extrajudicial killings, sexual violence and forced labour, is a potent encapsulation of why resolve endures.<\/p>\n<p class=\"dcr-16w5gq9\">No one should count on Mr\u00a0Trump remaining aggrieved by Russia for long, still less on that producing significant action. Though the US has resumed <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jul\/02\/us-halts-ukraine-weapons-shipments\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">weapons shipments<\/a> after a pause, the deliveries authorised by Joe\u00a0Biden\u00a0will soon reach their end and the US no longer sees this as its war. The long-awaited bipartisan sanctions bill promoted by the Republican senator Lindsey Graham\u00a0appears to be <a href=\"https:\/\/www.nytimes.com\/2025\/07\/09\/us\/politics\/russia-sanctions-senate-thune-trump.html\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">finally making progress<\/a>. But\u00a0the president will not approve it unless it gives\u00a0him plenty of wiggle room on actually imposing measures.<\/p>\n<p class=\"dcr-16w5gq9\">European obeisance <a href=\"https:\/\/www.youtube.com\/watch?v=oHJGeyP3x20&amp;t=1075s\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">to \u201cDaddy\u201d<\/a> may be emetic, but aims to ensure that allies can buy the arms that\u00a0Ukraine needs, and that the US keeps supplying\u00a0intelligence. The future lies in European self-reliance. For now, the hope is not of decisively defeating Moscow but preventing it from winning. If victory is measured by the metre, Russia continues to grind out an advance \u2013 but slowly and at growing cost. And as Prof Sir Lawrence Freedman, the military strategy expert, <a href=\"https:\/\/samf.substack.com\/p\/putins-narrative-power\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">wrote recently<\/a>: \u201cThe question to ask is not whether Russia can keep going but whether it can meet its political objectives \u2026 For the foreseeable future, it can\u2019t.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">Andriy Zagorodnyuk, a former Ukrainian defence\u00a0minister, <a href=\"https:\/\/carnegieendowment.org\/research\/2025\/06\/ukraines-new-theory-of-victory-should-be-strategic-neutralization?lang=en\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">has suggested<\/a> that Kyiv should pursue \u201cstrategic neutralisation\u201d. It would seek to prevent Russia achieving its military goals, shifting \u201cfrom a contest of exhaustion to a contest of operational irrelevance in which Russia may still fight, but cannot win\u201d. This would require sharp focus and continued military innovation and\u00a0should\u00a0help to preserve personnel. Mr\u00a0Zagorodnyuk cited Ukraine\u2019s success in the Black\u00a0Sea; it did not destroy the Russian fleet, but ensured that shipping could resume. This more limited approach may not be an inspiring prospect\u00a0for a battered nation. But, with Moscow intent on subjugation and the US keeping its distance, it may be a pragmatic one.<\/p>\n<ul class=\"dcr-16w5gq9\">\n<li class=\"dcr-16w5gq9\">\n<p class=\"dcr-16w5gq9\"><strong>Do you have an opinion on the issues raised in this article?
