While the plans do not involve sending British or French troops to fight in Ukraine, Moscow has long viewed the training of Ukrainian troops as tantamount to direct involvement in the war.\n<\/p>\n<p>Notably, the confirmed plans do not go as far as originally planned. Under earlier proposals for \u201cCoalition of the Willing\u201d countries, thousands of troops from across Europe would have been deployed to Ukrainian cities as soon as Russia agreed to a ceasefire \u2013 a move that could, in fact, have dissuaded Moscow from agreeing to a ceasefire during the last round of talks in Istanbul.\n<\/p>\n<p><strong>Russia\u2019s \u201cMain Enemy\u201d?<\/strong><\/p>\n<p>During a rare press conference held in Paris on Friday, July 11, the head of the French army said that Russia considers <a href=\"https:\/\/nationalsecurityjournal.org\/pang-frances-dream-for-a-new-aircraft-carrier\/\" target=\"_blank\" rel=\"noopener\">France<\/a> its \u201cmain enemy in Europe.\u201d\n<\/p>\n<p>General Thierry Burkhard <a href=\"https:\/\/www.france24.com\/en\/europe\/20250711-france-is-russia-s-main-enemy-in-europe-says-head-of-french-army\" target=\"_blank\" rel=\"noopener\">described<\/a> how Russia is particularly angry at France over its extensive support for Ukraine. The country\u2019s commitment to providing military and financial aid to Kyiv has been consistent and generous since the outbreak of the war.<\/p>\n<p>France has delivered military equipment worth approximately <a href=\"https:\/\/www.defense.gouv.fr\/en\/news\/french-military-equipment-delivered-ukraine\" target=\"_blank\" rel=\"noopener\">\u20ac2.615\u202fbillion<\/a> as of the end of 2023 and contributed an additional \u20ac1.2\u202fbillion to the European Peace Facility, totalling \u20ac3.8\u202fbillion between February 2022 and December 2023.\n<\/p>\n<p>Earlier this year, France provided a further \u20ac2.2\u202fbillion in military aid, and by January 1 of this year, it had contributed around <a href=\"https:\/\/nz.ambafrance.org\/STAND-WITH-UKRAINE-France-s-humanitarian-action-in-Ukraine\" target=\"_blank\" rel=\"noopener\">\u20ac436\u202fmillion<\/a> in humanitarian aid, making it one of the biggest European contributors to the war effort.\n<\/p>\n<p>Speaking to journalists, Burkhard said that Putin sees Paris as his main adversary because of its commitment to Ukraine, especially since January when U.S. support for Ukraine largely came to an end. Burkhard claimed that it was Putin himself who described France as his primary adversary.\n<\/p>\n<p>The French army chief also claimed that France was prepared to defend itself against a potential attack by Russia.
