French descendants want Paris to maintain power, while the indigenous Kanak people <a href=\"https:\/\/www.politico.eu\/article\/france-suspends-new-caledonia-electoral-reform-deadly-riots\/\" data-type=\"link\" data-id=\"https:\/\/www.politico.eu\/article\/france-suspends-new-caledonia-electoral-reform-deadly-riots\/\" target=\"_blank\" rel=\"noopener\">seek self-determination<\/a>.\u00a0<\/p>\n<p>In May last year, unrest broke out after the French parliament <a href=\"https:\/\/www.politico.eu\/article\/new-caledonia-france-brink-civil-war-nickel-gun-macron\/\" data-type=\"link\" data-id=\"https:\/\/www.politico.eu\/article\/new-caledonia-france-brink-civil-war-nickel-gun-macron\/\" target=\"_blank\" rel=\"noopener\">proposed a change to the electoral role<\/a> that would weaken the political power of the pro-independence movement.\u00a0<\/p>\n<p><a href=\"https:\/\/www.lnc.nc\/article\/nouvelle-caledonie\/politique\/sommet-sur-l-avenir-institutionnel-un-accord-a-ete-signe-a-bougival\" target=\"_blank\" rel=\"noopener\">Les Nouvelles Cal\u00e9doniennes reported<\/a> that the deal \u2014 the text of which had not been released at the time of publication \u2014 allowed for the creation of a <a href=\"https:\/\/www.politico.eu\/article\/france-china-new-caledonia-south-pacific-australia-months-unrest\/\" data-type=\"link\" data-id=\"https:\/\/www.politico.eu\/article\/france-china-new-caledonia-south-pacific-australia-months-unrest\/\" target=\"_blank\" rel=\"noopener\">New Caledonian nationality<\/a>, which would mean islanders could become dual nationals, and for the transfer to New Caledonia of the competence <a href=\"https:\/\/www.politico.eu\/article\/emmanuel-macron-france-europe-national-assembly-parliament-budget\/\" data-type=\"link\" data-id=\"https:\/\/www.politico.eu\/article\/emmanuel-macron-france-europe-national-assembly-parliament-budget\/\" target=\"_blank\" rel=\"noopener\">for international relations<\/a>.<\/p>\n<p>The deal now faces a referendum in New Caledonia and a vote in the French parliament.<\/p>\n<p>In a <a href=\"https:\/\/www.facebook.com\/photo?fbid=1036011655370278&amp;set=pcb.1036011758703601\" target=\"_blank\" rel=\"noopener\">statement<\/a>, French loyalist groups noted the deal involved \u201cconcessions from all parties.\u201d They said it would create \u201ca New Caledonian nationality inseparable from French nationality.\u201d<\/p>\n<p>The deal also includes commitments from France to assist in economic development, notably in the country\u2019s <a href=\"https:\/\/www.politico.eu\/article\/new-caledonia-france-brink-civil-war-nickel-gun-macron\/\" data-type=\"link\" data-id=\"https:\/\/www.politico.eu\/article\/new-caledonia-france-brink-civil-war-nickel-gun-macron\/\" target=\"_blank\" rel=\"noopener\">strategically important nickel sector<\/a>, the loyalists noted.<\/p>\n<p>French Justice Minister G\u00e9rald Darmanin <a href=\"https:\/\/x.com\/GDarmanin\/status\/1943934911863283840\" target=\"_blank\">said on X<\/a> that the deal would give New Caledonia \u201cexpanded powers, an unfrozen electorate, and possible international recognition.\u201d<\/p>\n<p>Sonia Backes, the leader of the majority loyalist South Province of New Caledonia, said: \u201cThis New Caledonian nationality takes nothing away from us: neither from our belonging to the Republic nor from our French nationality.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"Residents of the Pacific archipelago and former French penal colony have long been divided over its future.
