Sadiq Khan<\/a> was last night accused of orchestrating a new war against motorists.<\/p>\n

In an extraordinary leak, a local government official was photographed on the Tube reading a confidential Transport for London<\/a> (TfL<\/a>) document that listed a string of anti-car proposals.<\/p>\n

They included expanding cash-raising controlled parking zones, hiking the cost of parking permits, increasing the use of double yellow lines and slashing car parking spaces.<\/p>\n

The Mail on Sunday understands the controversial measures are championed by a senior advisor at TfL, which is overseen by Sir Sadiq, London\u2019s Labour<\/a> Mayor, and are being suggested to councils.<\/p>\n

Last night senior Tory<\/a> MP Nick Timothy accused Khan of \u2018planning to expand his war on motorists\u2026 and make life in our nation\u2019s capital completely unliveable for ordinary Londoners who need a car to travel to work, get their kids to school, or look after elderly relatives\u2019.<\/p>\n

Sir Sadiq has already faced criticism for imposing the Ultra Low Emission Zone (Ulez<\/a>), which charges vehicles that do not meet certain engine standards \u00a312.50 a day, and increasing the Congestion Charge from \u00a315 per day to \u00a318 from January 2026.<\/p>\n

Now, the MoS\u2019s revelations will spark fears that costs will rise even further for London\u2019s drivers.<\/p>\n

The local government official, whose identity is unknown, was pictured reading the document \u2013 marked \u2018confidential\u2019 \u2013 on the London Underground on June 3.<\/p>\n

A page entitled \u2018Jack\u2019s list of policies\u2019 listed multiple parking rules and costs to impose on motorists.<\/p>\n

The MoS has confirmed the Jack in question is Jack Maizels, the \u2018spatial policy lead\u2019 on TfL\u2019s \u2018London Plan\u2019 team. The London Plan sets out developments for the capital over the next 20 to 25 years.<\/p>\n

TfL last night denied the policies in the leaked document were part of the next London Plan.<\/p>\n

In a post on X in 2023, Mr Maizels wrote: \u2018The idea that prioritising cars somehow provides people with more choice is the biggest misconception in transport.\u2019<\/p>\n

The policies in the confidential document include \u2018new\/expanded\/strengthened parking zones\u2019, \u2018higher permit charges\u2019, \u2018emission based charges\u2019 and \u2018double yellow line expansion\u2019.<\/p>\n

One of the most controversial proposals is the \u2018reallocation of car parking to other modes\u2019.<\/p>\n

It follows calls last year by a green charity for councils to scrap 25 per cent of London\u2019s roadside parking spaces and turn them into \u2018parklets\u2019, rain gardens and cycle storage.<\/p>\n

The document\u2019s policies also included the \u2018reallocation of general traffic lanes to other modes\u2019, which it said would result in \u2018quicker buses\u2019, and \u2018bus and cycle only streets\u2019.<\/p>\n

Sadiq Khan has become the target for many drivers unhappy with the capitals ultra low emission zone (Ulez) but the scheme was actually announced when Boris Johnson was mayor<\/p>\n

Mayor of London Sadiq Khan made the Ulez area almost four times larger in August 2023, creating the world’s biggest pollution charging zone<\/p>\n

It also listed \u2018destination parking charges\u2019, suggesting cost hikes in the most popular areas of the capital, and \u2018speed limits \u2013 safer speeds\u2019, hinting at an expansion of 20mph zones with cameras.<\/p>\n

Edmund King, president of the AA, said: \u2018We\u2019ve already seen an onslaught on drivers in London and Jack\u2019s list seems to be the final nail in the coffin. If parking spaces are removed, what are Londoners to do?\u2019<\/p>\n

A Tfl spokesman said: \u2018This is nothing to do with the London Plan or its policy development, and the document is not being used by TfL to inform transport policy.\u00a0<\/p>\n

‘It is simply a list of potential tools that boroughs may consider using to improve transport infrastructure\u00a0and schemes.\u2019<\/p>\n
