{"id":260273,"date":"2025-07-13T00:34:09","date_gmt":"2025-07-13T00:34:09","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/260273\/"},"modified":"2025-07-13T00:34:09","modified_gmt":"2025-07-13T00:34:09","slug":"texas-hill-country-under-flood-watch-as-search-continues-for-missing-people-texas-floods-2025","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/260273\/","title":{"rendered":"Texas Hill Country under flood watch as search continues for missing people | Texas floods 2025"},"content":{"rendered":"<p class=\"dcr-16w5gq9\">Texas Hill Country was back under a flood watch on Saturday, with the National Weather Service <a href=\"https:\/\/weatherkit.apple.com\/alertDetails\/index.html?lang=en-US&amp;timezone=America\/Chicago&amp;party=apple&amp;ids=4F3EDE53-8DDF-5220-8A2E-46E267CEBFD1\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">warning<\/a> of \u201clocally heavy rainfall\u201d of 1-3in with isolated amounts close to 6in possible.<\/p>\n<p class=\"dcr-16w5gq9\">The flood watch, which continues through Sunday evening, comes as the death toll from the 4 July flood continues to rise \u2013 now at <a href=\"https:\/\/www.foxweather.com\/extreme-weather\/texas-death-toll-rises-kerrville-guadalupe-river-more-flash-flooding\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">nearly 130 people<\/a> &#8211; and authorities continue their search for the 160 more who are missing.<\/p>\n<p class=\"dcr-16w5gq9\">The latest warnings anticipate considerably less rain than what came down last week, which caused the Guadalupe River to rise 29ft in 45 minutes.<\/p>\n<p class=\"dcr-16w5gq9\">The <a href=\"https:\/\/www.theguardian.com\/us-news\/texas\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Texas<\/a> division of emergency management had mobilized before the storm, but its assets were not focused exclusively on Texas Hill Country. The storm alerts that were issued before and during the storm, in an area of patchy cellphone service, are now the subject of scrutiny.<\/p>\n<p class=\"dcr-16w5gq9\">On Saturday, the Associated Press reported that the Federal Emergency Management Agency (Fema) repeatedly granted appeals to remove Camp Mystic\u2019s buildings from its 100-year flood map, loosening oversight as the camp operated and expanded in a dangerous floodplain in the years before rushing waters <a href=\"https:\/\/apnews.com\/article\/texas-flooding-girls-missing-camp-mystic-395992e236e35c4486f9a6a97eed7704\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">swept away children and counselors<\/a>.<\/p>\n<p class=\"dcr-16w5gq9\">Fema had included the prestigious girls\u2019 summer camp in a \u201cspecial flood hazard area\u201d on its national flood insurance map for Kerr county in 2011, which meant it was required to have flood insurance and faced tighter regulation on any future construction projects.<\/p>\n<p class=\"dcr-16w5gq9\">That designation means an area is likely to be inundated during a 100-year flood \u2013 one severe enough that it only has a 1% chance of happening in any given year.<\/p>\n<p class=\"dcr-16w5gq9\">The 4 July flood was far more severe than the 100-year event envisioned by Fema, experts said, and moved so quickly in the middle of the night that it caught many off-guard in a county that lacked a warning system.<\/p>\n<p class=\"dcr-16w5gq9\">Syracuse University associate professor Sarah Pralle, who has extensively studied Fema\u2019s flood map determinations, said it was \u201cparticularly disturbing\u201d that a camp in charge of the safety of so many young people would receive exemptions from basic flood regulation.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cIt\u2019s a mystery to me why they weren\u2019t taking proactive steps to move structures away from the risk, let alone challenging what seems like a very reasonable map that shows these structures were in the 100-year flood zone,\u201d she said.<\/p>\n<p class=\"dcr-16w5gq9\">Pralle told the AP that some of the exempted properties were within 2ft (0.6 meters) of Fema\u2019s floodplain by the camp\u2019s revised calculations, which she said left almost no margin for error. They are not predictions of where it will flood, and they don\u2019t show where it has flooded before.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">While Texas officials and Donald Trump have been <a href=\"https:\/\/www.theguardian.com\/us-news\/live\/2025\/jul\/11\/us-politics-live-news-updates-donald-trump-texas-floods-democrats-republicans?page=with%3Ablock-6871726b8f088b778dd298ed#block-6871726b8f088b778dd298ed\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">resistant to questions<\/a> about any failures to forewarn of the impending flood \u2013 queries that have largely been put to one side as local and state recovery teams, along with thousands of volunteers, work in and alongside the river to find the missing \u2013 the Washington Post reported that Kerr county had the technology to turn every cellphone in the river valley into a loud alarm.<\/p>\n<p class=\"dcr-16w5gq9\">But the mass notification system, known as the Integrated Public Alert &amp; Warning System, or Ipaws, was not activated and emergency managers in the county relied on a series of text messages for alerts.<\/p>\n<p class=\"dcr-16w5gq9\"><a href=\"https:\/\/www.theguardian.com\/us-news\/donaldtrump\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Trump<\/a> visited the area on Friday, telling first responders that he and <a href=\"https:\/\/www.theguardian.com\/us-news\/melania-trump\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Melania Trump<\/a>, the first lady, were there to \u201cexpress the love and support and anguish of our entire nation\u201d.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cSo all across the country, Americans\u2019 hearts are shattered,\u201d he said. \u201cWe\u2019re filled with grief and devastation.
