Trump has permitted NATO\u2019s other members to buy American arms \u2013 a wide range of them, it seems. Included are the urgently needed <a href=\"https:\/\/www.cnn.com\/2025\/03\/05\/world\/trump-cut-ukrainian-aid-patriot-missiles-intl\" target=\"_blank\" rel=\"noopener\">Patriot interceptor missiles<\/a>, and the batteries that fire them. Trump even suggested there were 17 hanging around to \u201cspare\u201d in one NATO nation.\n    <\/p>\n<blockquote class=\"tiktok__post\">\n<blockquote class=\"tiktok-embed\" cite=\"https:\/\/www.tiktok.com\/@cnn\/video\/7527025085312437559\" data-video-id=\"7527025085312437559\" data-embed-from=\"oembed\" style=\"max-width:605px; min-width:325px;\"><p>  <a target=\"_blank\" title=\"@cnn\" href=\"https:\/\/www.tiktok.com\/@cnn?refer=embed\" rel=\"noopener\">@cnn<\/a> <\/p>\n<p>President Donald Trump made several announcements on Monday aligning him more firmly with Ukraine\u2019s defense against Russia\u2019s invasion than ever before. The nightly barrage of Russian ballistic missiles can only be stopped by US Patriot missiles, and only the White House can authorize their supply. Ukraine was short of these, and other sophisticated American weapons that may not have been referenced by name and may be included in the deal. This is short-term, vital relief.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd3h6euv00033b6no7gxjwzr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But the sting for Ukraine comes in what was not announced: Immediate secondary sanctions against customers of Russian energy, which could significantly empty Moscow\u2019s coffers. The scope of sanctions proposed <a href=\"https:\/\/www.cnn.com\/2025\/07\/13\/politics\/russia-sanctions-bill-trump-senators-bipartisan\" target=\"_blank\" rel=\"noopener\">by a bill in the US Senate<\/a> \u2013 potentially 500% on all trade with those who buy Russian hydrocarbons \u2013 would have been devastating.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd3hwvgo00183b6nrszk5fmr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            And those sanctions would hit China and India \u2013 the US\u2019s main rival and key ally respectively \u2013 at a time when oil prices are low, but trade turmoil is high. The damage to energy markets would have been palpable, and the US would also have been impacted by likely higher oil prices. But this comes with a significant delay, together with the somewhat toothless threat of sanctions against Russia itself (there is almost no trade to penalize).\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd3h6euv00043b6nb91w376z@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Fifty days gives Vladimir Putin until September for Trump to change his mind, or for the Russian president\u2019s rumored summer offensive to alter the battlefield reality to the point where Putin is happy to seek a freeze in the conflict. It does create a window in which New Delhi and Beijing may seek to decouple from Russian energy \u2013 unlikely given their dependency and how complex that would be \u2013 or perhaps apply pressure on Moscow to end the war. Trump again held out a deadline to push Russia into a deal. We have been here before, and Putin has let the ticking clock whizz past his ear.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd3h6euv00063b6n14jm6iae@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Yet it is important to seize upon Trump\u2019s change in tone \u2013 mood music being perhaps the more enduring indication of White House policy than the specifics provided. There was a telling moment in which Trump stopped short of calling Putin an assassin, and painted an image of a White House where the first lady often reminds him of how violently Kyiv is hit by Russians drones and missiles.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd3hrxgi00123b6ndy8ol57t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The US president has swung wildly through all the seasons of Putin \u2013 his spring of hope that peace was possible, a brief summer of diplomacy in the Gulf and Istanbul, a fall of souring relations, and now, finally, the same winter of discontent that was President Joe Biden\u2019s default position. Yet after six months, in which, Russian diplomacy \u2013 its synthetic and performative nature, combined with cynical, maximalist demands \u2013 has flexed its muscles, Trump has still not given up on talking the Kremlin into voluntarily stopping its existential war of choice.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd3h6euv00073b6nim4p2uct@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump has also shied away from some of the tougher options available to him. No new American money is going to Ukraine, and we heard nothing public about new capabilities being delivered either.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd3h6euv00083b6nh9vi3pku@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump\u2019s Ukraine policy is transformed in mood, perhaps, but retains key elements from its past.
