{"id":269950,"date":"2025-07-17T18:08:13","date_gmt":"2025-07-17T18:08:13","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/269950\/"},"modified":"2025-07-17T18:08:13","modified_gmt":"2025-07-17T18:08:13","slug":"german-boomers-should-pay-10-tax-on-pensions-for-next-generations","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/269950\/","title":{"rendered":"German boomers \u2018should pay 10% tax on pensions for next generations\u2019"},"content":{"rendered":"<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Higher-earning retired people should pay a \u201cboomer solidarity tax\u201d on their pension income, one of Germany\u2019s most prominent economics think tanks has suggested. <\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">The country is struggling to prepare for a financial time-bomb as the unusually large \u201cbaby boomer\u201d generation \u2014 those born in the two decades after the Second World War \u2014 gradually leave the labour market and start drawing their old-age pensions.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">The social insurance contributions that fund the system, which are typically split 50-50 between employees and employers, are forecast to hit 50 per cent of the average worker\u2019s salary early in the next decade. <\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">\u2022 <a href=\"https:\/\/www.thetimes.com\/article\/grey-britain-state-pension-crisis-looms-as-lifespans-increase-8w0skkv3r\" class=\"link__RespLink-sc-1ocvixa-0 csWvlP\" target=\"_blank\" rel=\"noopener\"><b>Patrick Hosking: State pension crisis looms as lifespans increase<\/b><\/a><\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">In ten years\u2019 time there will be 42 pensioners for every 100 workers, according to an estimate from the national statistics service.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">The government\u2019s economic advisors have repeatedly warned that this course is unsustainable and will ultimately lead the country \u201cinto the abyss\u201d.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">However, pensioners make up such an important part of the ruling coalition\u2019s voter base that ministers have promised to safeguard the current level of entitlements and even to increase it for retired mothers. <\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">This delicate political situation has now been shaken up by a radical report from the German Institute of Economic Research in Cologne.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">\u2022 <a href=\"https:\/\/www.thetimes.com\/article\/is-your-pension-at-risk-of-a-tax-grab-hk3j3vmgx\" class=\"link__RespLink-sc-1ocvixa-0 csWvlP\" target=\"_blank\" rel=\"noopener\"><b>Is your pension at risk of a tax grab?<\/b><\/a><\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">It suggests two ways out of the quandary. First, it argues, better-off retired households could pay a levy on their statutory pension income that would be directly transferred to their poorer peers, with the burden falling overwhelmingly on the richest 20 per cent of over-65s. <\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">That would cut the level of old-age poverty at no cost to the working-age population, the economists say.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">However, the economists prefer the concept of a \u201cboomer solidarity tax\u201d, a notion loosely modelled on the income tax surcharge that was introduced in the 1990s to help foot the bill for German reunification.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">In one scenario, Germans over the age of 65 would pay a 10 per cent levy on their \u201cretirement income\u201d \u2014 all private and public pensions benefits \u2014 above a tax-free threshold of \u20ac902 a month.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">\u2022 <a href=\"https:\/\/www.thetimes.com\/article\/british-taxpayers-paying-foreign-nationals-pension-loophole-092gt7gjq\" class=\"link__RespLink-sc-1ocvixa-0 csWvlP\" target=\"_blank\" rel=\"noopener\"><b>Britons are funding foreigners\u2019 pensions thanks to TikTok loophole<\/b><\/a><\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Under a more expansive proposal, their income from other investments such as stocks or rental property would also be subject to the boomer tax. <\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">This would, the authors acknowledge, be an \u201cimplicit wealth tax\u201d on richer pensioners\u2019 retirement savings.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">\u201cThose affected will not be able to avoid it,\u201d the report says. \u201cHowever, they might fight back against this supposed \u2018expropriation\u2019 if they don\u2019t accept the idea of solidarity within the older generations and easing the burden on younger people.\u201d<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">That fightback has already begun. Gitta Connemann, a conservative state secretary in the economics ministry, denounced the report as \u201cpoison\u201d and a \u201ccatastrophe\u201d, accusing the authors of casually \u201cshooting from the hip\u201d.<\/p>\n<p><img decoding=\"async\" alt=\"Gitta Connemann, a member of the German Greens, speaking at a Bundestag session.\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/07\/\/83770a05-5e3a-44e0-8704-da41cc2ef14a.jpg\" class=\"responsive-sc-1nnon4d-0 bAbKns\"\/><\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">The trade unions are also sceptical, arguing that the boomer levy would punish pensioners instead of corporations and wealthy landowners.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">But Monika Schnitzer, the head of the government\u2019s economic advisory council, said the ideas were worth discussing. <\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">\u2022 <a href=\"https:\/\/www.thetimes.com\/article\/why-you-need-to-tear-up-your-retirement-plans-0kb7p6cm9\" class=\"link__RespLink-sc-1ocvixa-0 csWvlP\" target=\"_blank\" rel=\"noopener\"><b>The retirement rethink: is it time to tear up your pension plans?<\/b><\/a><\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">\u201cThe fundamental thought is correct: the burden of the baby boomers\u2019 pensions cannot forever be heaped entirely upon the ever-shrinking number of young people who are paying into the system,\u201d she said. <\/p>\n<p id=\"last-paragraph\" class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">\u201cThe baby boomer generation is going to have to make a contribution of its own.
