A man lay dead inside a locked toilet in Edinburgh\u2019s City Chambers <\/a>for six days after security staff failed to check the area, it has been suggested.<\/p>\n It is understood that the body of Sean Stephen<\/a> was only found after cleaning staff raised the alarm. A source claimed they had believed for almost a week that the toilet was locked shut due to being out of order.<\/p>\n Mr Stephen, 38, was found dead on the morning of July 7, with Police Scotland<\/a> being called out at 9.10am.<\/p>\n He had been reported missing on July 1 , with his wife Julie telling reporters that in her last conversation <\/a>with him he said he was going to use the bathroom.<\/p>\n Despite that, it is understood early reports suggest the locket toilet cubicle <\/a>was not checked by either police or council security staff.<\/p>\n It is understood that the contract security staff at the City Chambers were meant to check toilets<\/a> on site as part of their rounds at the end of the working day.<\/p>\n A police spokesperson said: “At 9.20pm on Tuesday, 1 July, 2025 we received a report of concern for a 38-year-old man in the Edinburgh area who failed to make a pre-arranged appointment.<\/a><\/p>\n “Enquiries were carried out to trace him<\/a> and he was traced deceased on Monday, 7 July in the High Street area of Edinburgh.”<\/p>\n In an earlier statement, police said the death was \u2018unexplained\u2019, but not believed to be suspicious and that a report would be sent to the Procurator Fiscal.<\/a><\/p>\n Mr Stephen’s wife Julie shared an image online with the caption, \u201cShame on Edinburgh Council<\/a>. Left you inside their building for a week. You could\u2019ve been saved.\u201d<\/p>\n Speaking to the Record, Julie that she was \u201cbaffled\u201d that her husband had spent so long in the toilet without being discovered.<\/p>\n Julie continued: \u201cThere\u2019s CCTV footage of him on the phone to me walking up the Royal Mile <\/a>and into the council building. He was healthy but said he was feeling dizzy and sick. He said he was going to get a taxi.<\/p>\n \u201cI came off the phone when he was going to do the toilet. That was the last time I spoke to him<\/a>. How\u2019s no one been in that toilet for six days, it baffles me.<\/p>\n \u201cThere are security guards, cleaners and someone who sits at reception. The CID <\/a>are still digging. Could he have been saved? These are questions which will be in my head for rest of my life.\u201d<\/p>\n The council\u2019s customer hub, located at the eastern end of the City Chambers<\/a> building off High Street, provides welfare and other advice to city residents.It is op en from 8.30am until 4.30pm most days, except Fridays when it closes at 3.00pm.<\/p>\n
