In conjunction with the United Kingdom, the sanctions package targets Russia\u2019s energy and banking sectors; shadow fleet of aging oil tankers; and military intelligence service, known as the GRU, among others.<\/p>\n<p>\u201cThe U.K. and its EU allies are turning the screw on the Kremlin\u2019s war chest by stemming the most valuable funding stream of its illegal war in Ukraine even further,\u201d British Chancellor of the Exchequer Rachel Reeves <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jul\/18\/eu-and-uk-lower-price-cap-on-russian-oil-in-bid-to-curb-war-on-ukraine\" target=\"_blank\" rel=\"noopener\">said<\/a> on Friday.<\/p>\n<p>As part of the sanctions package, Europe will target <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-07-18\/uk-joins-eu-push-to-hit-russia-by-cutting-crude-oil-price-cap?embedded-checkout=true\" target=\"_blank\" rel=\"noopener\">Russian oil exports<\/a>, which are key to financing Moscow\u2019s war machine. Beginning early September, the price cap on Russian oil will decrease for the first time from $60 to $47.60 per barrel, lower than current market price. The sanctions will also block <a href=\"https:\/\/x.com\/kajakallas\/status\/1946092488604758465?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1946092488604758465%7Ctwgr%5E2d55504425d52e98bbb73e869ea00179efa2e206%7Ctwcon%5Es1_&amp;ref_url=https%3A%2F%2Fwww.bloomberg.com%2Fnews%2Farticles%2F2025-07-18%2Fuk-joins-eu-push-to-hit-russia-by-cutting-crude-oil-price-cap\">105 more ships<\/a> from accessing European ports, locks, and ship-to-ship transfers, bringing the total number of sanctioned vessels to more than 400. And it will aim to restrict any efforts to revive the now-destroyed Nord Stream pipelines carrying Russian gas to Europe.<\/p>\n<p>Ukrainian President Volodymyr Zelensky <a href=\"https:\/\/apnews.com\/article\/europe-eu-russia-sanctions-oil-fleet-ce7b2fa3ebb4e07cc3251b456a5e99af?user_email=6b04284e4d00370f16d3dac0a626e01bf24d86e4d6995646867da6aa680488d0&amp;utm_medium=Morning_Wire&amp;utm_source=Sailthru_AP&amp;utm_campaign=Morning%20Wire_18%20Jul_2025&amp;utm_term=Morning%20Wire%20Subscribers\" target=\"_blank\" rel=\"noopener\">championed<\/a> the new measures as \u201ctimely and necessary,\u201d particularly given Russia\u2019s intensified aerial strikes on Ukraine in recent weeks. And he vowed to synchronize Kyiv\u2019s own sanctions against Moscow with the rest of Europe\u2019s. But the Kremlin was quick to brush off the measures. \u201cWe consider such unilateral restrictions unlawful,\u201d Kremlin spokesperson Dmitry Peskov said.<\/p>\n<p>This is the <a href=\"https:\/\/www.reuters.com\/sustainability\/boards-policy-regulation\/whats-eus-18th-sanctions-package-against-russia-2025-07-18\/\" target=\"_blank\" rel=\"noopener\">18th round<\/a> of EU sanctions against Russia since Moscow launched its full-scale invasion of Ukraine in February 2022, with the last raft of measures, imposed on May 20, targeting almost 200 ships in Russia\u2019s shadow fleet. \u201cThe message is clear: Europe will not back down in its support for Ukraine,\u201d EU foreign-policy chief Kaja Kallas said on Friday. \u201cThe EU will keep raising the pressure until Russia ends its war.\u201d<\/p>\n<p>However, with each new round of sanctions, consensus among EU member states is becoming harder to achieve. Slovakia <a href=\"https:\/\/www.washingtonpost.com\/world\/2025\/07\/18\/eu-russia-sanctions-18th-round-energy-banking\/\" target=\"_blank\" rel=\"noopener\">stalled<\/a> the latest round of sanctions for weeks, citing concerns about proposals to stop Russian gas supplies, which Bratislava is reliant on. Ultimately, Slovakian Prime Minister Robert Fico dropped the country\u2019s veto after reportedly receiving \u201cguarantees\u201d that the EU would help contain the fallout of reducing Russian gas.<\/p>\n<p>Friday\u2019s sanction announcement comes just days after U.S. President Donald Trump <a href=\"https:\/\/foreignpolicy.com\/2025\/07\/14\/trump-ukraine-russia-weapons-patriot-secondary-tariffs-nato-rutte\/\" target=\"_blank\" rel=\"noopener\">threatened<\/a> to impose his own \u201cvery severe\u201d tariffs on Russia\u2019s trading partners if the Kremlin does not agree to a peace deal with Kyiv within 50 days. These 100 percent \u201csecondary tariffs\u201d would target nations that purchase Russian exports, particularly India and China, the two main buyers of Russian oil.<\/p>\n<p>Today\u2019s Most Read<\/p>\n<p>What We\u2019re Following<\/p>\n<p><strong>Renewed sectarian violence. <\/strong>Fighting <a href=\"https:\/\/apnews.com\/article\/syria-druze-bedouins-israel-clashes-fighting-54476ab26aac668babe858aa805b7170\" target=\"_blank\" rel=\"noopener\">reignited<\/a> between Syria\u2019s Druze religious minority and Bedouin tribes on Friday in the southern Syrian province of Suwayda. The renewed conflict comes just one day after Syrian security forces withdrew from the area as part of conditions outlined under a Wednesday cease-fire deal. The country\u2019s Interior Ministry has <a href=\"https:\/\/www.aljazeera.com\/news\/2025\/7\/18\/israel-reportedly-targets-bedouin-convoy-in-syria-after-attacks\" target=\"_blank\" rel=\"noopener\">denied reports<\/a> that state forces have returned to Suwayda.<\/p>\n<p>Deadly clashes first erupted between Druze and Bedouin fighters on Sunday; the two sides have a long history of animosity. However, the conflict escalated when Syrian forces deployed to Suwayda to try to quell the violence, with state troops instead joining the fray. On Wednesday, Israel (which has its own significant Druze population) <a href=\"https:\/\/foreignpolicy.com\/2025\/07\/16\/syria-israel-bombing-damascus-druze-cease-fire-suwayda\/\" target=\"_blank\" rel=\"noopener\">launched strikes<\/a> at Damascus\u2019s government and military infrastructure to urge Syrian forces to leave the area, and within hours, Syrian and Druze leaders had struck a cease-fire deal to prevent further devastation.<\/p>\n<p>With renewed fighting, though, the death toll in Suwayda is expected to rise. Already, more than 300 people have been killed and at least 570 others wounded since clashes began on Sunday, according to the Syrian Network for Human Rights and Syrian Emergency Response Minister Raed al-Saleh.<\/p>\n<p><strong>U.S. foreign aid cuts. <\/strong>Trump issued his final stamp of approval on Friday for legislation that will cut nearly $8 billion in foreign aid and around $1.1 billion for public broadcasting. \u201cTHIS IS BIG!!!\u201d Trump <a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/114872393229075156\" target=\"_blank\" rel=\"noopener\">posted<\/a> on Truth Social prior to the signing, with House Speaker Mike Johnson adding, \u201cThis isn\u2019t the end, it\u2019s the beginning.\u201d<\/p>\n<p>After getting through the Senate by a 51-48 vote on Thursday, the House of Representatives passed the legislation early Friday largely along party lines, marking the first time in decades that the White House has <a href=\"https:\/\/www.bbc.com\/news\/articles\/cq5367gzpxjo\" target=\"_blank\" rel=\"noopener\">successfully submitted<\/a> such a rescissions request.<\/p>\n<p>Among the <a href=\"https:\/\/apnews.com\/article\/pbs-npr-budget-cuts-trump-republicans-b0044285659ab708e23eb2dc2f3eabfa?user_email=6b04284e4d00370f16d3dac0a626e01bf24d86e4d6995646867da6aa680488d0&amp;utm_medium=Morning_Wire&amp;utm_source=Sailthru_AP&amp;utm_campaign=Morning%20Wire_18%20Jul_2025&amp;utm_term=Morning%20Wire%20Subscribers\" target=\"_blank\" rel=\"noopener\">foreign aid cuts<\/a>, the bill will slash $4.15 billion for efforts to boost economies and democratic institutions in developing nations; $800 million for a program that provides shelter, water, and family reunification for refugees; and $496 million for food, water, and health care services for countries hit by natural disasters and conflicts.<\/p>\n<p>The Trump administration has argued that the cuts will help <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/jul\/18\/us-house-vote-trump-cut-foreign-aid-public-broadcasting\" target=\"_blank\" rel=\"noopener\">incentivize other nations<\/a> to shoulder more of the responsibility for responding to humanitarian crises, relieving the American taxpayer. But Democratic lawmakers maintain that the ensuing power vacuum will bolster U.S. adversaries\u2019 influence in the global south. \u201cThis is not an America first bill. It\u2019s a China first bill because of the void that\u2019s being created all across the world,\u201d House Minority Leader Hakeem Jeffries said.<\/p>\n<p>Meanwhile, rights activists warned that the legislation will further hurt those suffering from poverty and conflict. \u201cThese canceled resources would have been a lifeline to the most vulnerable and served as a bulwark against instability in fragile places,\u201d said Kate Phillips-Barrasso, the vice president of global policy and advocacy at Mercy Corps.<\/p>\n<p><strong>Strategic military victory. <\/strong>Myanmar\u2019s military, known as the Tatmadaw, recaptured a strategic town from rebel forces on Wednesday, state media <a href=\"https:\/\/myanmar-now.org\/en\/news\/myanmar-junta-forces-recapture-strategic-northern-shan-town-of-nawnghkio\/?tztc=1\" target=\"_blank\" rel=\"noopener\">reported<\/a> on Thursday. The town of Nawnghkio sits on a major highway trading route that links central Myanmar to China and was initially seized last July by the Ta\u2019ang National Liberation Army (TNLA), a militant group in the Three Brotherhood Alliance. The Three Brotherhood Alliance is loosely allied with the People\u2019s Defense Force, a pro-democracy organization that opposes <a href=\"https:\/\/foreignpolicy.com\/2024\/10\/29\/myanmar-military-resistance-ethnic-minorities-rights-federalism\/\" target=\"_blank\" rel=\"noopener\">Myanmar\u2019s military dictatorship<\/a>, which seized power in February 2021.<\/p>\n<p>Throughout much of <a href=\"https:\/\/foreignpolicy.com\/2025\/06\/24\/myanmar-mon-kayin-nmsp-knla-military-junta\/\" target=\"_blank\" rel=\"noopener\">Myanmar\u2019s yearslong civil war<\/a>, the Tatmadaw has fought on the defensive against the country\u2019s many ethnic rebel groups.
