A majority is concerned about what exactly would be targeted, and whether this could trigger further reprisals from Washington, just as the two sides <a href=\"https:\/\/www.politico.eu\/article\/eu-faces-dilemma-tariff-showdown-donald-trump-trade\/\" target=\"_blank\" rel=\"noopener\">try to hammer out an agreement<\/a> that would spare Europe from a 30 percent import tariff on all its goods.<\/p>\n<p>A first round of retaliatory tariffs, targeting \u20ac21 billion in U.S. exports, has already been approved but suspended until Aug. 6 to allow time to negotiate a deal. The Commission <a href=\"https:\/\/www.politico.eu\/article\/eu-to-hit-us-aircraft-cars-and-food-in-latest-retaliatory-strike\/\" target=\"_blank\" rel=\"noopener\">has proposed a second package<\/a> \u2014\u00a0covering \u20ac72 billion in items such as aircraft, autos, machinery and farm produce \u2014\u00a0which awaits a green light.<\/p>\n<p>America\u2019s big transatlantic trade surplus in services \u2014 which contrasts with its chronic deficit in goods \u2014 could be its Achilles\u2019 heel should things escalate. Targeting services has been an <a href=\"https:\/\/www.politico.eu\/article\/eu-tariffs-counter-strike-big-tech-us-banks-donald-trump\/\" target=\"_blank\" rel=\"noopener\">ongoing discussion within the bloc<\/a> \u2014 but was temporarily put on the back burner as hopes rose that a preliminary agreeement was within reach.\u00a0<\/p>\n<\/p>\n<p>Eye to eye?<\/p>\n<p>European capitals still don\u2019t see eye to eye on whether to raise the stakes further with Washington, after Trump threatened to triple tariffs on the bloc from the current 10 percent from Aug. 1.\u00a0<\/p>\n<p>One national official said that the discussion aimed at preparing the ground in case there\u2019s no deal by that date. \u201cBasically, if there\u2019s no deal, don\u2019t wait until you\u2019re up against the wall to ask yourself the question,\u201d they said.\u00a0<\/p>\n<p>Countries such as France have been pushing for Brussels <a href=\"https:\/\/www.politico.eu\/article\/eu-us-donald-trump-tariff-hike-negotiation-no-action-yet\/\" target=\"_blank\" rel=\"noopener\">to get tougher<\/a> on Trump, with President Emmanuel Macron going as far as calling to invoke its Anti-Coercion Instrument \u2014\u00a0an all-purpose trade \u201cbazooka\u201d that could be deployed to target services.\u00a0<\/p>\n","protected":false},"excerpt":{"rendered":"However, the idea met a cautious response from EU countries, the diplomats said.
