{"id":285482,"date":"2025-07-23T15:09:14","date_gmt":"2025-07-23T15:09:14","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/285482\/"},"modified":"2025-07-23T15:09:14","modified_gmt":"2025-07-23T15:09:14","slug":"how-trump-turned-the-tide-in-his-trade-war","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/285482\/","title":{"rendered":"How Trump turned the tide in his trade war"},"content":{"rendered":"<p>      CNN<br \/>\n        \u00a0\u2014\u00a0<\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdfuhty3001o27qoh2vydimd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            President Donald Trump has pulled off an impressive feat: He is raising tariffs on some of America\u2019s most important trading partners, and the world is largely <a href=\"https:\/\/www.cnn.com\/2025\/07\/23\/investing\/us-stock-market\" target=\"_blank\" rel=\"noopener\">cheering the agreements<\/a> as victories.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdfunmt4000g356nbmi80d06@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Placing historically high taxes on imports from around the world \u2014 particularly at a time when American consumers are still reeling from the highest inflation they\u2019ve experienced in four decades \u2014 marked one of Trump\u2019s boldest gambles of his presidency. Trump was largely elected on his pledge to fix Americans\u2019 finances. Economists have widely shunned his trade policy, which is <a href=\"https:\/\/www.cnn.com\/2025\/06\/20\/business\/tariff-price-increases-inflation-explained\" target=\"_blank\" rel=\"noopener\">expected to raise costs for businesses and consumers<\/a>.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdfw62gp0018356n9jofk0dh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But Trump zagged when everyone was zigging, and \u2014 so far \u2014 the bet has paid off. He achieved that with some old-fashioned psychology: setting the bar so high for potential tariff pain that anything that has come below that bar appears like a win.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdfwwpge001p356npmuwiajm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump \u201calways has a plan, but it\u2019s not always obvious,\u201d Treasury Secretary Scott Bessent told Bloomberg Television Wednesday morning.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdfwm1yj001g356n03ng1eex@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            For example, Trump had threatened Japan with a 25% tariff earlier this month when negotiations stalled. But late Tuesday, a <a href=\"https:\/\/www.cnn.com\/2025\/07\/22\/business\/japan-trade-agreement-us\" target=\"_blank\" rel=\"noopener\">trade agreement between the two nations<\/a> was announced, including a tariff rate of 15% on Japanese goods imported into the United States. US markets got a healthy bounce higher Wednesday. Japan\u2019s markets took off like a rocket.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdfwma7d001j356no8odwbl2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But 15% is more than the 10% that US importers have been paying for Japanese exports since April, when Trump first rolled out his <a href=\"https:\/\/www.cnn.com\/2025\/07\/06\/economy\/reciprocal-tariff-pause-expires\" target=\"_blank\" rel=\"noopener\">so-called reciprocal tariffs<\/a> on trading partners \u2014 and much more than what the Japanese were paying before Trump took office.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdfwsnfp001m356nryarcx4y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The victory, some analysts say, is the certainty that the trade agreements provide investors, consumers and businesses.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdfw9uq8001b356n77tvpgoz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe positive is that hopefully we\u2019re coming to the end of all the tariff cloudiness in terms of what the ultimate rates will be so businesses can plan around them,\u201d said Peter Boockvar, chief investment officer of One Point BFG Wealth Partners, in a note to investors Wednesday morning. Boockvar, however, acknowledged this is \u201ca bizarre political and economic theory world we now live in.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdg266yd0008356nahv49qjk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump is winning by moving the goal posts, noted Ed Mills, Washington policy analyst at Raymond James.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdg267in000a356nd6ygnarq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cCompared to what he threatened, it looks like he caved. Compared to what was previous, it\u2019s a significant tariff,\u201d Mills told CNN. \u201cInvestors just want to know a number. They almost don\u2019t care what it is, they just want the uncertainty to go away.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdg26ejm000f356nxub2ti5o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Or as TD Securities Analyst Chris Krueger put it: Trump has shifted the Overton window \u2013 the range of outcomes that the public is willing to accept.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdg28saa000l356ndiadhyhb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201c(A) 15% tariff on the US\u2019s fifth-largest trading partner? Better than 25%,\u201d Kruger said in a note to investors.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdfvtjzp000y356n8cjiyxu8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The trade war is far from complete, and the long-term implications of Trump\u2019s decisions could yet be damaging \u2014 economically and politically. But, in the near term, Trump appears to be winning.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdfx01e5001u356nhgxskoae@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            That tide began to turn on April 9, when Trump paused for 90 days his \u201cLiberation Day\u201d tariffs announced a week earlier that had sent the stock market plunging and briefly entering bear market territory. The bond market had also begun to show signs that it might break \u2014 until Treasury Secretary Scott Bessent <a href=\"https:\/\/www.cnn.com\/2025\/04\/09\/politics\/trump-tariffs-retreat-bond-market\" target=\"_blank\" rel=\"noopener\">guided Trump away<\/a> from his harshest tariff levels.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdfxc77o0026356nwg5kqqor@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Markets have <a href=\"https:\/\/www.cnn.com\/2025\/07\/09\/business\/trump-tariffs-markets-taco\" target=\"_blank\" rel=\"noopener\">rallied from that point on,<\/a> and consumer sentiment \u2014 which sank near all-time lows \u2014 has rebounded.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdfxg79c0028356n1nhw0qmv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Several other events helped soothe fears since the tariff pause: On April 12, the Trump administration excluded smartphones and electronics from the historically high tariffs it had placed on China, leading to another market bounce-back. In mid-May, the Trump administration reached an agreement with China to lower tariffs dramatically and open some markets that both sides had closed off as tensions rose. Tariffs on Chinese imports fell to 35% from 145%, which had been a historic level that served as an effective shipping embargo.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdfxbst50024356nwv1hc4mx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A trade agreement with the UK, a reinforced China agreement and a slew of announcements Tuesday on trade, from <a href=\"https:\/\/www.cnn.com\/2025\/07\/22\/business\/trump-philippines-trade-deal\" target=\"_blank\" rel=\"noopener\">Indonesia to the Philippines<\/a> and then Japan also provided much-needed doses of certainty.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdfumv8j0007356n41kjrrzo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump has also used tariffs, deals and threats as a way to give US industry a boost. He has fought hard against so-called non-tariff barriers, including digital services taxes, which the administration believes put undue pressure on the American tech industry.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdfxncyx002m356nwbnoqde7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            For example, late last month, Trump railed against Canada for imposing a tax on online companies and threatened to end trade talks. Trump also said he would set a new tariff for Canada by the end of this week. Days later, <a href=\"https:\/\/www.cnn.com\/2025\/06\/29\/economy\/canada-rescind-digital-tax-us-trade-talks\" target=\"_blank\" rel=\"noopener\">Canada backed down<\/a> and dropped the tax.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdfumy7v000a356nnc45vghk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Trump worked to include opening US exports to foreign countries as part of his trade agreements, too, <a href=\"https:\/\/www.cnn.com\/2025\/05\/09\/economy\/china-trade-talks\" target=\"_blank\" rel=\"noopener\">including beef to the United Kingdom<\/a>, rice and cars to Japan, and various items to Vietnam, Indonesia and the Philippines.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdfun8dc000d356n5zysqh9x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            However, it\u2019s not clear Trump can claim victory on trade just yet. At least dozens of trading partners are expected to get higher tariffs set at the end of next week, and Trump has floated raising the 10% universal tariff he imposed on April 2 <a href=\"https:\/\/www.cnn.com\/2025\/07\/10\/business\/canada-tariff-trump\" target=\"_blank\" rel=\"noopener\">to 15% or 20%<\/a>. The European Union, another major US trading partner, has found a trade agreement elusive, and tariffs could surge on both sides of the Atlantic as a result.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdfxsa950000356nd0uk2rl5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The US and global economies have largely been able to withstand Trump\u2019s tariffs over the past several months, but it\u2019s not clear that they can if those rates go higher \u2014 particularly as US importers work through warehoused inventories of goods that were brought in to the United States before tariffs were put in place.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdfx0kbs001y356njz696xk1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt remains too early to fully understand the longer-term implications, especially with another round of new tariff developments expected in August,\u201d Lynn Song, ING\u2019s chief economist for Greater China, said in a note to clients Wednesday morning.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdg2b497000o356ncqoj22bz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Trump administration knows this. And the better-than-expected deal with Japan suggests the White House may be reluctant to push important trading partners too hard, recognizing that the economic pain from high tariffs and potential tit-for-tat retaliation could prove unacceptable to businesses, investors and the public, noted Ulrike Hoffmann-Burchardi, global head of equities for UBS Global Wealth Management.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdfvuksr0010356ngfj9i0zy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            <a href=\"https:\/\/www.cnn.com\/2025\/07\/10\/economy\/tariffs-higher-prices-inflation\" target=\"_blank\" rel=\"noopener\">Inflation is starting to creep higher<\/a>. Business sentiment is improving, but earnings and growth expectations remain pretty stagnant. Consumer sentiment is on the upswing but still comparatively low to where it was before Trump started putting tariffs in place. The job market is showing some cracks.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdfy5rhz000g356nbj632cgb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            As a result, the US dollar continues to sink sharply, in a sign of concern about potential US economic weakness to come.
