The bill\u2019s passage into law has triggered the first serious protests against his government.<\/p>\n<p>What are the protests about?<\/p>\n<p class=\"dcr-16w5gq9\">Ukraine\u2019s parliament, the Verkhovna Rada, voted to bring two independent agencies \u2013 the national anti-corruption bureau (Nabu) and the specialised anti-corruption prosecutor\u2019s office (Sapo) \u2013 under effective government control.<\/p>\n<p class=\"dcr-16w5gq9\">The country\u2019s prosecutor general can now close cases against top officials, and investigations can be transferred to other bodies. Zelenskyy might have vetoed the new bill, but instead he signed it into law late on Tuesday night.<\/p>\n<p class=\"dcr-16w5gq9\">In <a href=\"https:\/\/x.com\/ZelenskyyUa\" data-link-name=\"in body link\">a video address<\/a>, he said he needed to clear Ukraine\u2019s \u201canti-corruption infrastructure\u201d of Russian influence. He accused the two organisations concerned of failing to pursue cases against Ukrainian officials living abroad and suggested they were guilty of leaking information helpful to Moscow.<\/p>\n<p>How have civil society activists reacted?<\/p>\n<p class=\"dcr-16w5gq9\">Many people are furious. Hours before Zelenskyy signed the bill into law, <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jul\/22\/zelenskyy-approves-bill-weakening-anti-corruption-bodies-despite-big-protests\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">about 1,500 young protesters gathered outside his presidential office in Kyiv<\/a>. They chanted: \u201cVeto the law\u201d, \u201cshame\u201d and \u201cwe are the power\u201d. Several waved banners with the number 12412 \u2013 referring to the new law \u2013 crossed out. There were also demonstrations in Lviv, Dnipro and Odesa.<\/p>\n<p class=\"dcr-16w5gq9\">The activists say Zelenskyy has <a href=\"https:\/\/www.facebook.com\/100000980123158\/posts\/30672129869069615\/?mibextid=wwXIfr&amp;rdid=ISorrmwntRu31kEY#\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">violated the informal social contract between government and society<\/a> that has existed since Russia\u2019s full-scale invasion in 2022. Under it, campaigners were largely silent about official failures because of the country\u2019s precarious wartime situation. The priority was Ukraine\u2019s survival as a state and nation.<\/p>\n<p class=\"dcr-16w5gq9\">That deal appears to be over, together with Zelenskyy\u2019s status as an uncontested leader. Opponents claim the president and his team are sliding towards authoritarianism. They see a return to the old days of the corrupt pro-Russian president Viktor Yanukovych, who enriched his friends and prosecuted his enemies <a href=\"https:\/\/www.theguardian.com\/world\/2014\/mar\/13\/ukraine-uprising-fascist-coup-grassroots-movement\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">before fleeing to Moscow in 2014<\/a>.<\/p>\n<p>What is the backstory?<\/p>\n<p class=\"dcr-16w5gq9\">Tensions between Nabu and the government have been brewing for some time.<\/p>\n<p class=\"dcr-16w5gq9\">Last week, the bureau accused a senior official from Ukraine\u2019s security service, the SBU, of taking bribes. The official <a href=\"https:\/\/www.kyivpost.com\/post\/56771?utm_source=Kyiv+Post%27s+Daily+Headlines&amp;utm_campaign=24d9a703b0-EMAIL_CAMPAIGN_2025_04_24_01_06_COPY_01&amp;utm_medium=email&amp;utm_term=0_-dee0dcadb3-254161729\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">allegedly asked for $300,000<\/a> (\u00a3220,000) to get rid of evidence in a case involving the illegal smuggling of conscripts abroad.<\/p>\n<p class=\"dcr-16w5gq9\">Nabu has also <a href=\"https:\/\/kyivindependent.com\/deputy-pm-chernyshov-returns-to-ukraine-as-questions-mount-amid-corruption-probe\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">made claims<\/a> against Ukraine\u2019s former deputy prime minister Oleksiy Chernyshov.<\/p>\n<p class=\"dcr-16w5gq9\">The SBU has <a href=\"https:\/\/www.kyivpost.com\/post\/56705\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">raided Nabu\u2019s offices<\/a> and says three employees have connections with Russia. It has also accused the bureau\u2019s deputy chief, Vitaliy Shabunin, a prominent anti-corruption campaigner, of failing to turn up for military duty. His supporters dismiss the charges against him as absurd and confected. Shabunin has given <a href=\"https:\/\/www.youtube.com\/watch?v=0HG0wxTpcTE\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">interviews denouncing Zelenskyy<\/a>.<\/p>\n<p class=\"dcr-16w5gq9\">On one side of the dispute are Ukraine\u2019s \u201cold\u201d law enforcement agencies \u2013 which are loyal to the president \u2013 including the SBU and prosecutor general\u2019s office. On the other are the two \u201cnew\u201d independent agencies, Nabo and Sapo, which were set up in 2014 with strong western backing. By stripping Nabu of its powers, Zelenskyy has dramatically escalated the feud between them.<\/p>\n<p class=\"dcr-16w5gq9\">It is unimpressed. In a statement on Tuesday, before the bill was signed, <a href=\"https:\/\/ti-ukraine.org\/en\/news\/we-call-on-the-president-to-veto-and-stop-the-dismantling-of-nabu-and-sapo-s-independence\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Transparency International said<\/a> Ukraine\u2019s parliament had stripped society of its anti-corruption institutions.<\/p>\n<p class=\"dcr-16w5gq9\">It described them as one of the country\u2019s greatest achievements since the \u201crevolution of dignity\u201d, the phrase used to describe the mass street protests in 2013 and 2014 that drove Yanukovych from power. The parliament had undermined the trust of Ukraine\u2019s partners, <a href=\"https:\/\/ti-ukraine.org\/en\/news\/we-call-on-the-president-to-veto-and-stop-the-dismantling-of-nabu-and-sapo-s-independence\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">it said<\/a>.<\/p>\n<p class=\"dcr-16w5gq9\">Several senior European officials have expressed serious concern. They include the EU\u2019s defence commissioner, Andrius Kubilius, and its enlargement commissioner, Marta Kos. The subtext is that Ukraine\u2019s attempts to join the EU could be badly damaged. Germany says its path to membership has been \u201champered\u201d. Well-known supporters of Ukraine have also raised the alarm.<\/p>\n<p class=\"dcr-16w5gq9\">It is unclear if Zelenskyy will back down in response to private pressure from western leaders, or shrug off the criticism at home and abroad.
