{"id":288024,"date":"2025-07-24T13:37:09","date_gmt":"2025-07-24T13:37:09","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/288024\/"},"modified":"2025-07-24T13:37:09","modified_gmt":"2025-07-24T13:37:09","slug":"white-house-rescinds-20m-for-clean-water-in-pesticide-contaminated-rural-california-california","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/288024\/","title":{"rendered":"White House rescinds $20m for clean water in pesticide-contaminated rural California | California"},"content":{"rendered":"<p class=\"dcr-16w5gq9\">For decades, thousands of residents in <a href=\"https:\/\/www.theguardian.com\/us-news\/california\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">California<\/a>\u2019s agricultural heartland couldn\u2019t use their wells because the water was too contaminated with <a href=\"https:\/\/www.theguardian.com\/environment\/pesticides\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">pesticides<\/a>. In December, the <a href=\"https:\/\/www.theguardian.com\/us-news\/biden-administration\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Biden administration<\/a> stepped in with a long-awaited $20m grant to provide clean water, improve municipal sources and relieve the region\u2019s financial and health burden.<\/p>\n<p class=\"dcr-16w5gq9\">The <a href=\"https:\/\/www.theguardian.com\/us-news\/trump-administration\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Trump administration<\/a> just took the money away.<\/p>\n<p class=\"dcr-16w5gq9\">Donald Trump\u2019s Environmental Protection Agency (EPA) labeled the grant a \u201cwasteful DEI program\u201d, though advocates say the move is an act of cruelty. Drinking water in some parts of the Monterey county region, which largely produces strawberries, has not been safe for decades because it is contaminated with staggering levels of highly toxic pesticide ingredients that threaten the health of agricultural workers and others.<\/p>\n<p class=\"dcr-16w5gq9\">The decision to yank the money was \u201cunjust\u201d, said Maraid Jimenez, a spokesperson for the Community <a href=\"https:\/\/www.theguardian.com\/environment\/water\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Water<\/a> Center, which was helping manage the grant\u2019s implementation.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cPeople agree that everyone needs safe drinking water, so to have a grant help fix that for a rural community rescinded \u2013 it doesn\u2019t make any sense to us,\u201d Jimenez said. \u201cThe <a href=\"https:\/\/www.theguardian.com\/environment\/2020\/feb\/28\/california-water-wells-dry-sgma\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">drinking water crisis here<\/a> only gets worse, and, beyond our shock, we\u2019re trying to mobilize to find a solution.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">The funding, along with <a href=\"https:\/\/www.theguardian.com\/us-news\/california\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">California<\/a> state money, would have improved drinking water quality for about 5,500 people, either through improvements to municipal infrastructure or by connecting contaminated wells to municipal lines.<\/p>\n<p class=\"dcr-16w5gq9\">The aquifer in the rural, majority-Spanish-speaking communities in Monterey county, which sits about 50 miles (80km) south of the San Jose, is <a href=\"https:\/\/www.pajarosunnymesa.com\/springfield-1-2-3-tcp-notification\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">widely contaminated<\/a> with 1,2,3-TCP, a pesticide ingredient and carcinogen banned in 40 countries that persists for decades in the soil and groundwater. In many cases, the 1,2,3-TCP levels in wells have been found to far exceed state limits and EPA health guidelines for drinking water. 1,2,3-TCP can also evaporate and create toxic fumes in the shower, and it is linked to liver, kidney and reproductive damage.<\/p>\n<p class=\"dcr-16w5gq9\">The wells also often contain high levels of arsenic, hexavalent chromium and nitrates. Each are <a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC9851889\/#:~:text=NZ%20has%20one%20of%20the,mg\/L%20%5B4%5D.\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">carcinogens<\/a> and the latter can cause \u201cblue baby syndrome\u201d, a condition in young children that causes their skin to turn blue when the toxin gets into their bloodstream and restricts oxygen flow.<\/p>\n<p class=\"dcr-16w5gq9\">Residents have either had to buy jugs of water or use state assistance to purchase them over the last 30 years. Among them is Marcela, a mother of three who has lived in the region for about 10 years. She and her husband are strawberry pickers, and she declined to provide her last name for fear of retaliation from the federal government.<\/p>\n<p class=\"dcr-16w5gq9\">Marcela said the family, which lives near Moss Landing, spends about $450 every three weeks on 5-gallon jugs of water. The well on the property that she rents is broken. She and her landlords, an elderly couple who live at the house and whom she takes care of, don\u2019t have enough money to fix it. Even if they could, the water from the well would in all likelihood be too contaminated to use.<\/p>\n<p class=\"dcr-16w5gq9\">They learned in late 2024 of the plan to connect their property to a nearby water district within three years, which would have alleviated a major stress and financial burden. Then they learned that the <a href=\"https:\/\/www.theguardian.com\/us-news\/trump-administration\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Trump administration<\/a> had rescinded the funding.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cIt is devastating news for us,\u201d Marcela said via a translator. \u201cWe urgently need water.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">Marcela\u2019s family is protected by the bottled water, but some in the region \u201cdidn\u2019t know that they couldn\u2019t drink or cook with the tap water, so they would use it\u201d, said Mayra Hernandez, community advocacy manager with Community Water Center. What that has meant for their health is unclear.<\/p>\n<p class=\"dcr-16w5gq9\">Educating residents about the risks has involved Community Water Center staff knocking on doors. The challenges in getting out the word in the region, where there are a large number of workers who don\u2019t speak English and who live in isolation from information sources, highlights how essential it is to hook up properties to clean water.<\/p>\n<p class=\"dcr-16w5gq9\">The EPA grant, along with state funding, would have connected more than 1,000 residents with unsafe wells to municipal lines. We use Google reCaptcha to protect our website and the Google <a data-ignore=\"global-link-styling\" href=\"https:\/\/policies.google.com\/privacy\" rel=\"noreferrer noopener\" class=\"dcr-1rjy2q9\" target=\"_blank\">Privacy Policy<\/a> and <a data-ignore=\"global-link-styling\" href=\"https:\/\/policies.google.com\/terms\" rel=\"noreferrer noopener\" class=\"dcr-1rjy2q9\" target=\"_blank\">Terms of Service<\/a> apply.<\/p>\n<p id=\"EmailSignup-skip-link-16\" tabindex=\"0\" aria-label=\"after newsletter promotion\" role=\"note\" class=\"dcr-jzxpee\">after newsletter promotion<\/p>\n<p class=\"dcr-16w5gq9\">In an emailed statement, the EPA said: \u201cMaybe the Biden-Harris Administration shouldn\u2019t have forced their radical agenda of wasteful DEI programs and \u2018environmental justice\u2019 preferencing on the EPA\u2019s core mission of protecting human health and the environment.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">The cuts are part of the Trump administration\u2019s broader attack aimed at killing approximately $2bn for environmental and climate justice <a href=\"https:\/\/www.epa.gov\/inflation-reduction-act\/inflation-reduction-act-environmental-and-climate-justice-program\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">initiatives<\/a> made available through the Inflation Reduction Act (IRA) that would reduce pollution and improve communities\u2019 resilience to the effects of climate change.<\/p>\n<p class=\"dcr-16w5gq9\">Hundreds of projects across the nation have lost funding, and though <a href=\"https:\/\/earthjustice.org\/article\/trumps-epa-cancelled-350-environmental-justice-grants-then-congress-cut-funding-for-future-projects-heres-why-that-matters\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">lawsuits<\/a> have sought to restore it, Trump\u2019s \u201cbig, beautiful bill\u201d eliminated all IRA money that was not yet disbursed.<\/p>\n<p class=\"dcr-16w5gq9\">The decision to rescind the funding came at almost the same time that the EPA <a href=\"https:\/\/www.epa.gov\/newsreleases\/epa-announces-30-million-grant-funding-strengthen-drinking-water-and-wastewater#:~:text=Funding%20for%20the%20training%20and,including%20testing%20for%20PFAS%20contamination.\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">announced<\/a> $30m in funding for rural water improvements \u2013 a drop in the bucket compared with what was available under the Biden administration.
