{"id":289972,"date":"2025-07-25T07:16:14","date_gmt":"2025-07-25T07:16:14","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/289972\/"},"modified":"2025-07-25T07:16:14","modified_gmt":"2025-07-25T07:16:14","slug":"zelenskyy-moves-to-restore-ukraine-anti-corruption-agencies-independence","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/289972\/","title":{"rendered":"Zelenskyy moves to restore Ukraine anti-corruption agencies&#8217; independence"},"content":{"rendered":"<p>KYIV, Ukraine (AP) \u2014 President Volodymyr Zelenskyy on Thursday submitted a new bill that would restore the independence of Ukraine\u2019s anti-corruption agencies in an effort to defuse tensions following his approval earlier this week of a controversial law that weakened their autonomy.<\/p>\n<p>The previous bill was seen as undermining the agencies\u2019 independence and sparked <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/ukraine-corruption-law-european-union-f1ab949db19e079a52291c020ec3d24e\" target=\"_blank\" rel=\"noopener\">a public outcry and protests<\/a>, the first major demonstrations since the war began, as well as sharp criticism from the European Union.<\/p>\n<p>Zelenskyy said parliament would review the new bill, which \u201cguarantees real strengthening of Ukraine\u2019s law enforcement system, the independence of anti-corruption bodies, and reliable protection of the legal system from any Russian interference.\u201d<\/p>\n<p>First reactions<\/p>\n<p>Ukraine\u2019s two main anti-graft agencies \u2014 the National Anti-Corruption Bureau of Ukraine and the Specialized Anti-Corruption Prosecutor\u2019s Office \u2014 quickly welcomed Zelenskyy\u2019s new proposal, saying it restores all their procedural powers and guarantees their independence. <\/p>\n<p>The agencies said they helped draft the new bill, and urged lawmakers to adopt it \u201cas soon as possible\u201d to prevent threats to ongoing criminal cases.<\/p>\n<p>The bill would replace the contentious law passed by lawmakers and approved by Zelenskyy earlier this week. Critics said it stripped Ukraine\u2019s anti-corruption agencies of their independence by granting the government more oversight of their work. <\/p>\n<p>A controversial law<\/p>\n<p>Zelenskyy initially argued the law was needed to <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/ukraine-corruption-law-european-union-e4e1463a20555fe6db4ee7732fe1ab38\" target=\"_blank\" rel=\"noopener\">speed up investigations<\/a>, ensure more convictions and remove Russian meddling. <\/p>\n<p>After Thursday\u2019s U-turn, Zelenskyy said the new bill reverses the earlier changes and also introduced additional measures aimed at \u201ccombating Russian influence,\u201d including mandatory polygraph tests for law enforcement officers.<\/p>\n<p>\u201cThe text is balanced,\u201d Zelenskyy said. \u201cThe most important thing is real tools, no Russian ties and the independence\u201d of the anti-graft agencies. <\/p>\n<p>The new draft underlines that the prosecutor general and his deputies cannot give orders to anti-graft agencies or interfere in their work. <\/p>\n<p>Bowing to pressure and protests<\/p>\n<p>The controversy surrounding the initial bill has threatened to undermine public trust in Ukraine\u2019s leadership after more than three years of <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/russia-ukraine\" target=\"_blank\" rel=\"noopener\">fighting Russia\u2019s full-scale invasion<\/a>. The protests haven\u2019t called for Zelenskyy\u2019s ouster, but they are the first major anti-government demonstrations since the war started in February 2022.<\/p>\n<p>\u201cIt is important that we maintain unity,\u201d Zelenskyy said in his post.<\/p>\n<p>It was not immediately clear when the new bill will be voted on in the parliament, and the protests are likely to continue until the law is passed. At the protests on Thursday evening, the crowd was smaller than on previous days. <\/p>\n<p>The unrest has come at a difficult time in the all-out war. Russia\u2019s bigger army is <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-spring-fighting-offensive-ceasefire-talks-49ee814cc4a8416c444ab7deae42488c\" target=\"_blank\" rel=\"noopener\">accelerating its efforts<\/a> to pierce Ukraine\u2019s front-line defenses and is <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-drones-putin-attacks-0a06736dea37114aa0f351d21746912b\" target=\"_blank\" rel=\"noopener\">escalating its bombardment<\/a> of Ukrainian cities.<\/p>\n<p>The bigger picture<\/p>\n<p>Ukraine is also <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-drone-attacks-c7a1bf1a28ecd2853c037f1864ef7edc\" target=\"_blank\" rel=\"noopener\">facing a question mark<\/a> over whether the United States will provide more military aid and whether European commitments can <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/ukraine-russia-contact-group-nato-weapons-ammunition-838bee2f4c8389b1eb40c52d28dec970\" target=\"_blank\" rel=\"noopener\">take up the slack<\/a>, with no end in sight to the war.<\/p>\n<p>Delegations from Russia and Ukraine met in Istanbul for a third round of talks in as many months Wednesday. But once again, the talks were brief and delivered no major breakthrough.<\/p>\n<p>Fighting entrenched corruption is crucial for Ukraine\u2019s aspirations to join the EU and maintain access to billions of dollars in Western aid in the war. It is also an effort that enjoys broad public support.<\/p>\n<p>EU Enlargement Commissioner Marta Kos expressed concern Wednesday over the law approved earlier this week, calling it \u201ca serious step back.\u201d <\/p>\n<p>The Ukrainian branch of Transparency International criticized parliament\u2019s decision, saying it undermines one of the most significant reforms since what Ukraine calls its <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/ukraine-uprising-anniversary-russia-war-maidan-2f73f31a5aec45bd7dbcddae8f72edac\" target=\"_blank\" rel=\"noopener\">Revolution of Dignity in 2014<\/a> and damages trust with international partners.<\/p>\n<p>Deadly fighting grinds on<\/p>\n<p>On Thursday, two women, aged 48 and 59, were killed and 14 other people were injured when Russian forces dropped four powerful glide bombs on Kostiantynivka, an industrial city in eastern Ukraine, and shelled it with artillery, Donetsk regional Gov. Vadym Filashkin said.<\/p>\n<p>Russian planes also dropped two glide bombs on the center of Kharkiv, Ukraine\u2019s second-largest city, on Thursday morning, regional Gov. Oleh Syniehubov said. At least 42 people were wounded, including two babies, a 10-year-old girl and two 17 year olds, authorities said.<\/p>\n<p>The southern city of Odesa, and Cherkasy in central Ukraine, were also hit overnight, authorities said.
