{"id":295179,"date":"2025-07-27T06:06:28","date_gmt":"2025-07-27T06:06:28","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/295179\/"},"modified":"2025-07-27T06:06:28","modified_gmt":"2025-07-27T06:06:28","slug":"international-move-to-unlock-war-insurance-for-ukraine-investments","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/295179\/","title":{"rendered":"International move to unlock war insurance for Ukraine investments"},"content":{"rendered":"<p>&#13;<br \/>\n\t<a class=\"btn btn-ebrd-more more\" href=\"https:\/\/www.ebrd.com\/International-move-to-unlock-war-insurance-for-Ukraine-investments\" style=\"&#009;font-size: medium;&#010;&#009;text-align: start;&#010;&#009;text-transform: none;&#010;&#009;white-space: normal;&#010;\" target=\"_blank\" rel=\"noopener noreferrer\">\u0427\u0438\u0442\u0430\u0442\u0438 \u0443\u043a\u0440\u0430\u0457\u043d\u0441\u044c\u043a\u043e\u044e<\/a><\/p>\n<ul>\n<li>&#13;<br \/>\n\t\t<strong>Providing war-related risk insurance to private investors is key to Ukraine\u2019s resilience<\/strong><\/li>\n<li>&#13;<br \/>\n\t\t<strong>International actors including EBRD move to help unlock commercial insurance market<\/strong><\/li>\n<li>&#13;<br \/>\n\t\t<strong>EBRD, EC, Norway, Switzerland, TaiwanBusiness &#8211; EBRD Technical Cooperation Fund and Ukraine sign statement of intent <\/strong><\/li>\n<\/ul>\n<p>&#13;<br \/>\n\tThe European Bank for Reconstruction and Development (EBRD) was among international actors at the Ukraine Recovery Conference in London today to sign a statement of intent on cooperating to relaunch the private insurance market in Ukraine, by working jointly with key market and public-sector stakeholders to develop a guarantee facility.<\/p>\n<p>&#13;<br \/>\n\t<a href=\"https:\/\/www.ebrd.com\/what-we-do\/war-on-ukraine\" target=\"_blank\" rel=\"noopener\">Russia\u2019s war on Ukraine<\/a> has all but closed this market, yet making insurance available to private investors is key to ensuring resilience in wartime and a successful reconstruction later.<\/p>\n<p>&#13;<br \/>\n\tLikewise, the United Kingdom \u2013 host of the Ukraine Recovery Conference 2023 \u2013 is issuing a statement on insurance, supporting initiatives already underway, including the EBRD pilot, and setting out guiding principles to inform them.<\/p>\n<p>&#13;<br \/>\n\tInsurance is a crucial area of endeavour to support Ukraine\u2019s economic resilience. The latest needs assessment for Ukraine, carried out by the World Bank and partners and published on 24 February 2023, showed the country had suffered physical damage of US$ 135 billion after a year, and would need US$ 411 billion to rebuild over a 10-year period. While international finance to Ukraine thus far has largely been from countries and international organisations, given the enormous needs of reconstruction the private sector will also need to play a major role going forward.<\/p>\n<p>&#13;<br \/>\n\tThe challenge &#8211; as set out by the signatories to today\u2019s Statement of Intent\u2019s signatories, the EBRD, European Commission, Norway, Switzerland, TaiwanBusiness &#8211; EBRD Technical Cooperation Fund and Ukraine \u2013 is providing the right insurance for these private-sector investors.<\/p>\n<p>&#13;<br \/>\n\tAgreeing that a public-private partnership approach is necessary to develop the market at the required reasonable scale, the signatories agreed to work together to achieve this goal, in line with the principles to be set out in the closing UK statement at the conference. The signatories will explore the possibility of cooperating on establishing a Ukraine Recovery Guarantee Facility, in partnership with leading international private-sector institutions, aiming to facilitate the provision of private-sector insurance against war-related risks in Ukraine. This would initially focus on trade but have the potential to expand to other segments of the insurance market.<\/p>\n<p>&#13;<br \/>\n\tThey will also explore leveraging donor support to re-engage Ukraine domestic insurance and reinsurance industries and their global counterparts, as well as creating a platform for dialogue among key public and private insurance market stakeholders, to identify further areas where cooperation may be possible.<\/p>\n<p>&#13;<br \/>\n\tThe EBRD is Ukraine\u2019s largest institutional investor and has worked in Ukraine for more than three decades. It sharply increased its investments in Ukraine in the wake of the Russian invasion, pledging to invest \u20ac3 billion there in 2022-23.
