There\u2019s no reason in waiting. It\u2019s 50 days. I want to be generous, but we just don\u2019t see any progress being made.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">Russian and Ukrainian diplomats met in Istanbul last week, agreeing on little more than a prisoner exchange. Ukraine proposed a summit by the end of August between the Ukrainian president, <a href=\"https:\/\/www.theguardian.com\/world\/volodymyr-zelenskiy\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Volodymyr Zelenskyy<\/a>, and the Russian president, Vladimir Putin, but Russia\u2019s reply was that such a meeting would only be appropriate if it were to sign an agreement. The meeting was the third negotiation in Istanbul. Putin has not attended any of the talks, despite Trump\u2019s exhortations.<\/p>\n<p class=\"dcr-16w5gq9\">Trump\u2019s comments in recent weeks reflect the continuing change from his almost-conciliatory posture. US diplomats asked China to stop exports of dual-use goods that the Washington says contribute to Russia\u2019s military industrial base.<\/p>\n<p class=\"dcr-16w5gq9\">Trump said he was \u201cdisappointed\u201d in Putin earlier on Monday. \u201cWe thought we had that settled numerous times, and then President Putin goes out and starts launching rockets into some city like Kyiv and kills a lot of people in a nursing home or whatever. You have bodies lying all over the street, and I say that\u2019s not the way to do it. So we\u2019ll see what happens with that.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">Two weeks ago, Trump <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jul\/14\/trump-does-deal-with-nato-allies-to-arm-ukraine-and-warns-russia-of-severe-sanctions\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">promised <\/a>a punishing round of new sanctions against Russia if Putin did not begin a ceasefire period for negotiations.
