{"id":299334,"date":"2025-07-28T20:13:10","date_gmt":"2025-07-28T20:13:10","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/299334\/"},"modified":"2025-07-28T20:13:10","modified_gmt":"2025-07-28T20:13:10","slug":"democrat-urges-hearing-into-human-rights-abuses-at-el-salvador-megaprison-us-immigration","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/299334\/","title":{"rendered":"Democrat urges hearing into \u2018human rights abuses\u2019 at El Salvador megaprison | US immigration"},"content":{"rendered":"<p class=\"dcr-16w5gq9\">Congresswoman Delia Ramirez is \u201curgently\u201d requesting a congressional hearing regarding the use of federal funds to pay El Salvador to detain immigrants inside <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/jul\/26\/venezuela-el-salvador-prison\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">a secretive terrorism prison<\/a>, according to a letter she sent to the US House\u2019s homeland security committee.<\/p>\n<p class=\"dcr-16w5gq9\">Ramirez, an Illinois representative and Democrat who sits on the committee, is requesting a hearing to address \u201chuman rights abuses\u201d at the facility, where the US government sent nearly 300 immigrants after Donald Trump\u2019s second presidency began in January.<\/p>\n<p class=\"dcr-16w5gq9\">The Guardian viewed Friday\u2019s request letter, sent by Ramirez to the homeland security committee chair, Andrew Garbarino, a New York Republican. Details continue to emerge regarding the treatment of Venezuelans by Salvadorian prison officials.<\/p>\n<p class=\"dcr-16w5gq9\">On 18 July, the US, <a href=\"https:\/\/www.theguardian.com\/world\/el-salvador\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">El Salvador<\/a> and <a href=\"https:\/\/www.theguardian.com\/world\/venezuela\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Venezuela<\/a> engaged in a prisoner swap that released 252 Venezuelan men from the notorious Central American megaprison.<\/p>\n<p class=\"dcr-16w5gq9\">According to press reports, Venezuelan immigrants who were sent by the US to El Salvador\u2019s Terrorism Confinement Center, known as Cecot for its Spanish acronym, have said they were subjected to horrific abuse, including beatings, torture, denial of food and, in one case, sexual assault. Lawyers for some of the men <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/jul\/26\/venezuela-el-salvador-prison\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">said they endured<\/a> \u201cstate-sanctioned torture\u201d, the Guardian reported.<\/p>\n<p class=\"dcr-16w5gq9\">\u201cI am concerned that, in paying the Salvadoran government to detain immigrants at Cecot, the administration funded human rights violations with taxpayer dollars,\u201d Ramirez\u2019s letter says. \u201cI urgently request that we hold a hearing on how US funds were used to enable these flagrant human rights abuses at Cecot.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">Garbarino did not immediately respond to a request from the Guardian for comment about Ramirez\u2019s letter.<\/p>\n<p class=\"dcr-16w5gq9\">The second Trump administration has designated a Venezuelan gang, Tren de Aragua, a foreign terrorist organization. In March, the Trump administration invoked the Alien Enemies Act and claimed that the Venezuelan government had sent members of Tren de Aragua to \u201cinvade\u201d the US.<\/p>\n<p class=\"dcr-16w5gq9\">Intelligence agencies <a href=\"https:\/\/www.nytimes.com\/2025\/03\/20\/us\/politics\/intelligence-trump-venezuelan-gang-alien-enemies.html\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">reportedly contradicted<\/a> the administration\u2019s claims linking the gang to the Venezuelan government. But in mid-March, immigration officers quietly filled planes with Venezuelan and Salvadorian immigrants who were detained by the US and quickly sent them to El Salvador to be detained in the Cecot prison.<\/p>\n<p class=\"dcr-16w5gq9\">A federal judge ordered the planes to return after they took off. Despite the court order, the flights arrived in <a href=\"https:\/\/www.theguardian.com\/world\/el-salvador\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">El Salvador<\/a>, setting the stage for a unresolved court battle between the Trump administration and the federal judiciary.<\/p>\n<p><a data-name=\"placeholder\" href=\"https:\/\/interactive.guim.co.uk\/uploader\/embed\/2025\/07\/archive-zip\/giv-32554H31btMGKcB9g\/\" class=\"dcr-1eupayo\" target=\"_blank\" rel=\"noopener\">Chart into migration<\/a><\/p>\n<p class=\"dcr-16w5gq9\">See more of the Guardian\u2019s immigration crackdown charts and data <a href=\"https:\/\/www.theguardian.com\/us-news\/ng-interactive\/2025\/jul\/23\/trump-ice-data-deportations-detention\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">here<\/a>.<\/p>\n<p class=\"dcr-16w5gq9\">The Trump administration <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/mar\/31\/trump-deports-alleged-gang-members-el-salvador\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">sent more people<\/a> to El Salvador\u2019s Cecot prison later in March.<\/p>\n<p class=\"dcr-16w5gq9\">After the expulsions and deportations, news reports revealed that the US government relied on flimsy evidence to accuse the deported immigrants of gang membership.<\/p>\n<p class=\"dcr-16w5gq9\">One case that gained significant media attention was that of <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/apr\/01\/its-a-tradition-outrage-in-venezuela-as-us-deports-makeup-artist-for-religious-tattoos\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Andry Hern\u00e1ndez Romero<\/a>, a 32-year-old gay makeup artist whose crown tattoos near the words \u201cMom\u201d and \u201cDad\u201d in Spanish were cited as evidence that he was a gang member. His attorney has said that one of the tattoos honored his favorite soccer team, Real Madrid, whose logo includes a crown.<\/p>\n<p class=\"dcr-16w5gq9\">The Venezuelan men were detained in Cecot for months and released on 28 July in a prisoner swap. The Venezuelan men were sent back to Venezuela, while a number of US nationals detained in the country were returned to the US \u2013 among them a former US marine who had been <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jul\/23\/ex-marine-released-prisoner-swap-deal\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">convicted of a triple murder<\/a>. The Salvadorian men sent to Cecot by the US government were not released as part of the swap.<\/p>\n<p class=\"dcr-16w5gq9\">After his release, Hern\u00e1ndez Romero told journalists his time in Cecot was \u201can encounter with torture and death\u201d, <a href=\"https:\/\/www.reuters.com\/business\/media-telecom\/venezuelan-makeup-artist-returns-home-describes-torture-during-el-salvador-2025-07-23\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">Reuters reported<\/a>. \u201cMany of our fellows have wounds from the nightsticks; they have fractured ribs, fractured fingers and toes, marks from the handcuffs, others have marks on their chests, on their face \u2026 from the projectiles.\u201d<\/p>\n<p class=\"dcr-16w5gq9\">In another interview with Venezuelan media, Hern\u00e1ndez Romero said he was sexually abused by guards.<\/p>\n<p class=\"dcr-16w5gq9\">The Venezuelan government has said it will investigate El Salvador\u2019s president, Nayib Bukele, a close Trump ally, over the alleged abuses.<\/p>\n<p class=\"dcr-16w5gq9\">Bukele\u2019s Cecot prison has been a defining centerpiece of his administration in recent years. In 2022, Bukele declared a state of exception, leading to a massive crackdown on gangs in the country and the construction of a network of secretive prisons, including Cecot. Bukele\u2019s government has invited US representatives, social media influencers and international media to tour the facility.<\/p>\n<p class=\"dcr-16w5gq9\">Details of the deal between the US government and El Salvador to detain the nearly 300 immigrants are still mired in secrecy. The US frequently <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/mar\/25\/trump-deportation-state-secret\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">invoked the \u201cstate secrets\u201d privilege<\/a> during court proceedings to avoid any disclosures regarding its deal with Bukele.<\/p>\n<p class=\"dcr-16w5gq9\">In recent months, more questions have arisen regarding the deal between the Trump administration and Bukele.
