{"id":301232,"date":"2025-07-29T12:54:13","date_gmt":"2025-07-29T12:54:13","guid":{"rendered":"https:\/\/www.europesays.com\/uk\/301232\/"},"modified":"2025-07-29T12:54:13","modified_gmt":"2025-07-29T12:54:13","slug":"no-brexit-style-support-for-businesses-after-trade-deal","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/uk\/301232\/","title":{"rendered":"No Brexit-style support for businesses after trade deal"},"content":{"rendered":"<p>Taoiseach <strong>Miche\u00e1l Martin<\/strong> has ruled out Brexit-style support for businesses \u2013 and denied the EU capitulated to Donald Trump\u2019s trade war threats, writes <strong>Brian Mahon<\/strong>.<\/p>\n<p>This came after Hungarian leader <strong>Viktor Orban<\/strong> said <a href=\"https:\/\/extra.ie\/tag\/donald-trump\" rel=\"nofollow noopener\" target=\"_blank\">Mr Trump<\/a> ate Commission president <strong>Ursula von der Leyen<\/strong> \u201cfor breakfast\u201d and French minister <strong>Benjamin Haddad<\/strong> called the deal \u201cunbalanced\u201d.<\/p>\n<p>A senior Cabinet minister said the Government\u2019s current expenditure will be the target for any tariff-related cuts, once it assesses the effect of the 15% <a href=\"https:\/\/businessplus.ie\/tag\/tariffs\/\" data-type=\"post_tag\" data-id=\"6524\" target=\"_blank\" rel=\"noopener\">US tariffs<\/a> on EU goods.<\/p>\n<p>Mr Martin said yesterday no one is welcoming a baseline tariff of 15% \u201cwith open arms\u201d but the EU-US agreement had avoided a \u201cruinous\u201d trade war.<\/p>\n<p>Asked if Brexit-style supports for businesses would now be implemented to deal with the 15% tariff, Mr <a href=\"https:\/\/businessplus.ie\/tag\/micheal-martin\/\" data-type=\"post_tag\" data-id=\"3368\" target=\"_blank\" rel=\"noopener\">Martin <\/a>said: \u201cThis is not Brexit, and I would caution in terms of just creating funds in themselves.<\/p>\n<p>\u201cI think, more importantly, we have to take decisions now that would create the opportunity, or the landscape, for companies to grow and to develop strongly.\u201d<\/p>\n<p>The Taoiseach also said the deal offered \u201coverall ceilings\u201d on tariff rates and would mean they are not \u201cstacked\u201d upon another.<\/p>\n<p>Despite alternative suggestions from Mr Trump, Mr Martin said his understanding was the 15% on pharma exports also represented \u201ca ceiling\u201d rate.<\/p>\n<p>The effects that the tariffs would have on October\u2019s budget would be decided closer to the time, the Taoiseach said.<\/p>\n<p>\u201cIt\u2019s important to say that Europe never sought tariffs, or never sought to impose tariffs, and fundamentally, we are against tariffs: we believe in an open trading economy,\u201d he added.<\/p>\n<p>He said the deal will bring stability to patients \u201cwhen it comes to the manufacturing and distribution of medicines\u201d.<\/p>\n<p>\u201cIn essence, we have avoided a trade conflict here which would have been ruinous, which would have been very damaging to our economy, and to jobs in particular.<\/p>\n<p>\u201cThe challenge now for Europe is to work on its own inefficiencies, to reduce barriers within the single market, to press ahead more ambitiously and more proactively on trade diversification and trade deals with other countries that would facilitate that market diversification that is required.<\/p>\n<p>\u201cMeanwhile, there is much to be negotiated in the aftermath of this framework agreement.\u201d<\/p>\n<p>Meanwhile, a senior Cabinet source said that they trusted Trump to honour the deal that was struck with the EU over the weekend, saying he needed to provide stability to the US economy.<\/p>\n<p>They also acknowledged that, if Ireland has to introduce cuts, it will be done to current spending and not on proposed tax cuts or on <a href=\"https:\/\/businessplus.ie\/tag\/investment-2\/\" data-type=\"post_tag\" data-id=\"14818\" target=\"_blank\" rel=\"noopener\">investment <\/a>in infrastructure.<\/p>\n<p>The minister said: \u201cThere are multiple moving parts. There\u2019s a whole load of moving variables that we\u2019re not yet informed upon.\u201d<\/p>\n<p>\u201cOne element to that is the investment plan, that isn\u2019t going to change. The tax side is still relatively moderate, so I think that\u2019s unlikely to change as well,\u201d they added.<\/p>\n<p>They also confirmed that the <a href=\"https:\/\/businessplus.ie\/tag\/hospitality\/\" data-type=\"post_tag\" data-id=\"2303\" target=\"_blank\" rel=\"noopener\">9% VAT<\/a> rate is not going to be implemented from January 1 next year and is likely to be implemented from later in the year to allow for income tax changes to be priced into the Budget.<\/p>\n<p>\u201cAnd then, really, it\u2019s just a case of how we model current expenditure, and I suppose that will be informed by growth.<\/p>\n<p>\u201cThat\u2019ll be informed by the broader analysis, which is done over the next number of weeks.<\/p>\n<p>\u201cBut, it\u2019s too early to say, until we know the bottom out the actual sectoral piece,\u201d they said in reference to how the pharmaceutical and other sectors would be impacted by the tariffs.<\/p>\n<p>As part of the deal the EU is to have 15% tariffs imposed on most of its goods \u2013 including cars, semiconductors and pharmaceuticals \u2013 entering the US.<\/p>\n<p>There will be \u201czero for zero\u201d tariffs applied on some products including aircraft, some agricultural goods and certain chemicals.<\/p>\n<p>On top of that, the EU will purchase \u20ac750bn of US energy.<\/p>\n<p>Asked about mixed reactions to the deal from heads of government across Europe, Mr Martin said: \u201cIt\u2019s easy to put the chin out in life, but sometimes it\u2019s wiser to box more cautiously and to negotiate wisely&#8230; and to think of the bigger picture.<\/p>\n<p>\u201cIt\u2019s difficult at this early stage to calculate the impact of these tariffs in terms of government revenues, or indeed in terms of the prospects for 2026, so we will do further analysis of that.\u201d<\/p>\n<p>The Taoiseach said he did not believe Irish companies would lose access to the US market as a result of the tariff rate.<\/p>\n<p>Responding, the chief executive of business group Ibec, <a href=\"https:\/\/businessplus.ie\/news\/ibec-capitulation-deal\/\" data-type=\"post\" data-id=\"221797\" target=\"_blank\" rel=\"noopener\">Danny McCoy<\/a>, said he believed Europe had \u201ccapitulated\u201d to get a deal, but said if they had negotiated harder \u201cwe could have damaged ourselves a lot more than we anticipated\u201d.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"900\" height=\"600\" src=\"https:\/\/www.europesays.com\/uk\/wp-content\/uploads\/2025\/07\/1753793653_282_deal.jpg\" alt=\"Brexit-style support\" class=\"wp-image-221778\"  \/>President of the European Commission Ursula von der Leyen shakes hands with U.S. President Donald Trump.
