It\u2019s painful to say, but we need real UK sanctions to save Gaza | Yair Wallach"},"content":{"rendered":"<p class=\"dcr-16w5gq9\">After months of complete blockade or extremely limited supplies, and with thousands of famished children in Gaza at risk of death, Israel finally relented last week to allow increased <a href=\"https:\/\/www.theguardian.com\/world\/live\/2025\/jul\/28\/israel-gaza-aid-ceasefire-famine-middle-east-crisis-latest-news-updates\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">levels of aid<\/a>, as well as electricity and water, into the territory. Yet given Israel\u2019s systematic destruction of Gaza\u2019s medical infrastructure, the aid will not prevent irreversible damage to many severely malnourished children. And even in the best scenario, <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jul\/27\/israel-announces-daily-military-pauses-as-fury-mounts-over-starvation-in-gaza\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">this is but a hiatus<\/a>.<\/p>\n<p class=\"dcr-16w5gq9\">For many months now, Israel\u2019s far-right government has been unambiguous in its words and actions. It has made Gaza uninhabitable through the destruction of the built environment and infrastructure. The plan, repeatedly stated by Benjamin Netanyahu and his ministers, is the ethnic cleansing (\u201c<a href=\"https:\/\/www.theguardian.com\/world\/2024\/nov\/27\/israels-ceasefire-with-lebanon-makes-peace-in-gaza-ever-less-likely\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">voluntary emigration<\/a>\u201d) of the bulk of Gaza\u2019s population. It is now clear that the Israeli government is willing to slow down this campaign temporarily, but it will not stop unless it is forced to, by international pressure. Such pressure has been entirely inadequate.<\/p>\n<p class=\"dcr-16w5gq9\">The UK has <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/jul\/22\/lammy-israel-sanctions-for-targeting-starving-palestinians\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">scaled up its rhetoric<\/a>, to words such as \u201cappalled\u201d and \u201chorrified\u201d. It has also limited arms shipments to Israel, and <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/jun\/10\/uk-and-allies-sanction-two-far-right-israeli-ministers-itamar-ben-gvir-bezalel-smotrich-over-monstrous-gaza-comments\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">placed sanctions<\/a> on ministers Bezalel Smotrich and Itamar Ben Gvir. Yet surely a G7 member, the world\u2019s sixth largest economy and a close ally of Israel can do more. \u201cNetanyahu only listens to Trump, and even then only sometimes,\u201d <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/jul\/27\/keir-starmer-to-recall-cabinet-for-emergency-meeting-on-gaza-crisis\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">says Emily Thornberry<\/a>, implying there\u2019s little to do beyond pleading with the US president.<\/p>\n<p class=\"dcr-16w5gq9\">This is a profound misunderstanding of <a href=\"https:\/\/www.theguardian.com\/world\/israel\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" target=\"_blank\" rel=\"noopener\">Israel<\/a>, and an underestimation of the UK\u2019s options. Indeed, Netanyahu and his ministers would not listen to the UK. But Netanyahu is not an all-powerful dictator like Vladimir<strong> <\/strong>Putin, and Israel is no North Korea. Its economy is highly globalised, and its society cherishes its ties to the world. It has deep material and emotional investments in those connections, including to the UK. From the banking system to defence cooperation, from trade to tourism and academia, the UK is connected to Israel in myriad ways. By continuing business as usual, Israel\u2019s international partners are allowing the Israeli government to continue with its genocidal campaign with no consequences beyond symbolic gestures of disapproval and statements.<\/p>\n<p class=\"dcr-16w5gq9\">After 7 October 2023, the horror of Hamas\u2019s massacre prompted western governments to support Israel as it launched its retaliation against Gaza, effectively giving the far-right government carte blanche. Despite unprecedented <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2024\/nov\/26\/icc-arrest-warrants-netanyahu-israel\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">international criminal court arrest warrants<\/a> against Netanyahu for the crime of starvation, international sanctions on Israel remain extremely limited. The Israeli government is banking on this. \u201cWe can kill 100 Palestinians every night in Gaza and no one in the world cares,\u201d <a href=\"https:\/\/x.com\/BtSIsrael\/status\/1924069504033628256\" data-link-name=\"in body link\">said one member of the coalition recently<\/a>. Sadly, so far he has not been proved wrong.<\/p>\n<p class=\"dcr-16w5gq9\">Over the past 21 months, tens of thousands of Israelis have taken to the streets to demand a ceasefire and hostage release deal. While polls show <a href=\"https:\/\/blogs.timesofisrael.com\/the-overwhelming-majority-of-israelis-want-the-war-to-end-now\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">overwhelming support<\/a> for ending the war, the fragmented and demoralised opposition has not been able to bring the government down. This is partly because, despite pleas from the hostages\u2019 families and activists, Israel\u2019s key economic powerbrokers in the finance and IT industries and trade unions have been reluctant to take an active stand against the government, even if many of them are deeply opposed to it.<\/p>\n<p class=\"dcr-16w5gq9\">This reluctance stems, at least in part, from the fact that Israel\u2019s economy has proved surprisingly resilient. True, Israel\u2019s credit rating <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/moodys-cuts-israels-rating-warns-drop-junk-2024-09-27\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">was downgraded<\/a> and the government deficit has ballooned. But at the same time, since July 2024, the Tel Aviv stock exchange has <a href=\"https:\/\/www.tase.co.il\/en\/content\/news-lobby\/20250304_pr-1\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">risen by close to 30%<\/a>. Growth in 2026 is <a href=\"https:\/\/www.timesofisrael.com\/investors-bet-on-israeli-resilience-wartime-stock-market-is-worlds-fastest-growing\/\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">expected at 4.6%<\/a>, and unemployment is extremely low. The war has even benefited key economic sectors: Israel\u2019s defence exports are booming, and the UK is one of those export destinations. According to the Stockholm International Peace Research Institute, between 2020 and 2024 Israel was the <a href=\"https:\/\/www.sipri.org\/sites\/default\/files\/2025-03\/fs_2503_at_2024_0.pdf\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">second largest supplier<\/a> of arms to the UK.<\/p>\n<p class=\"dcr-16w5gq9\">In the UK and Europe, there are new mobilisations of Israelis against the genocide, calling for sanctions. In December 2024, more than <a href=\"https:\/\/docs.google.com\/forms\/d\/e\/1FAIpQLSc1-7B_w7F_k4qja5QK7uCY5VVTp35zbBKM1U530kjl00xHpQ\/viewform\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">500 Israelis<\/a> in the UK called on the government to sanction Ben Gvir and Smotrich. In the past couple of months, a new group of Israelis in the UK, Mi-Neged \u2013 with which I am involved \u2013 called on Keir Starmer and David Lammy to impose <a href=\"https:\/\/actionnetwork.org\/petitions\/stop-the-starvation-of-gaza-2\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">far-reaching<\/a> <a href=\"https:\/\/actionnetwork.org\/petitions\/an-urgent-call-to-action-from-uk-based-israeli-citizens?source=direct_link&amp;fbclid=PAZXh0bgNhZW0CMTEAAafgqk66s-NqcuSd4QF9kEjYxZDjCb-WBj4ZCVlL_VoaPGPdWTg95WI8UJdvUw_aem_YuDcnVVBqlqmbfxVmhypjg\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">sanctions<\/a> on Israel, not only on a few \u201cbad apples\u201d but systemically. Such measures would include suspending the Trade and Partnership Agreement (TPA) and halting military cooperation.<\/p>\n<p class=\"dcr-16w5gq9\">For many of us, this is a deeply painful moment. Calling on our government to sanction the state where we grew up, to which we are closely attached and where our families and friends live is not an easy step. But we are horrified not only by what has happened but also by what is likely to happen if we do not take such steps.<\/p>\n<p class=\"dcr-16w5gq9\">UK suspension of Israel\u2019s preferential trade access could push the EU in the same direction. As a trading bloc, the EU is Israel\u2019s <a href=\"https:\/\/www.cbs.gov.il\/he\/mediarelease\/DocLib\/2025\/022\/16_25_022maz_usd.pdf\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">largest export destination<\/a>, accounting for a third of Israeli exports. Proposals <a href=\"https:\/\/theconversation.com\/eu-sanctions-against-israel-heres-whats-on-the-table-260982\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">to suspend articles<\/a> in Israel\u2019s EU association agreement are on the table.<\/p>\n<p class=\"dcr-16w5gq9\">For now, there is an Israeli middle and upper-middle class receptive to external pressure. That constituency has sufficient power and influence to translate this into political action. Israeli civil society is still able to mobilise and challenge the government. Yet Netanyahu\u2019s clampdown on protesters and the press is intensifying: the government\u2019s power grab is rapid and far-reaching. There are <a href=\"https:\/\/www.haaretz.co.il\/digital\/podcast\/2025-07-24\/ty-article-podcast\/00000198-3b7a-d47b-adbe-fb7f0d900000\" data-link-name=\"in body link\" target=\"_blank\" rel=\"noopener\">serious fears<\/a> that the next Knesset elections would not be free or fair. The less democratic and the more messianic Israel becomes, the less effective sanctions would be.
